Construction, but why is this part only eight miles long . Medical price roulette. Why hundreds of women say theyre being charged for following up on their mammograms. You just feel like youre getting the runaround. Odonnell plus fixing a broken heart. A medical breakthrough brings a dead heart back to life. Could it provide new hope for transplant patients . And wristband of brothers. How a police force and a Community Came together to help an officer in need. This is the cbs evening news with Norah Odonnell reporting from the nations capital. Odonnell good evening to our viewers in the west. Three constitutional scholars told lawmakers today they believe there is enough evidence to impeach the president for benefit. But another said the case is thin and that if Congress Moves forward it would risk abusing its power. It was an historic day. Only the fourth time in u. S. History that an attempt to impeach a president has gotten this far in congress. Nancy cordes is outside the hearing room on capitol hill tonight, and nancy, it felt like a crash course in the constitution. Reporter it was, norah, and in a sign of how quickly things are now moving, the democrats on that committee, the house judiciary committee, have been asked to stay in town this weekend. They may want to draft articles of impeachment by next week. Their case bolstered today by that trio of constitutional scholars. Based on that evidence and those findings, the president did commit an impeachable abuse of office. Same answer. We three are unanimous. Reporter the legal experts chosen by democrats said the president s efforts to pressure ukraine merit at least three articles of impeachment abuse of power, obstruction of justice, and bribery. If you conclude that he asked for the investigation of Vice President biden and his son foro aid his reelection, then, yes, you have bribery here. How does that compare to what president nixon did . Not favorably. Reporter the clincher, they argued, was the president s request for a favor from ukraine, even as he withheld millions in military aid to an ally at war. If what were talking about is not impeachable, than nothing is impeachable. It is simply just not right. Reporter republicans relied on their invited witness, cbs news legal analyst jonathan turley. The statement has been made this is a clear case of bribery. Its not. So if i were to summarize your testimony, no bribery, no extortion, no obstruction of justice, no abuse of power, is that fair . Not on this record. Reporter as they spoke, the rest of the capitol geared up for the impeachment clash to come. House democrats huddled behind closed doors. Key white house advisers strategized with Senate Republicans and said if the house votes to impeach, they want a full trial with witnesses in the senate. Traveling in london, President Trump put it this way high crimes and misdemeanors. In this case there was no crime whatsoever, not even a little tiny crime. Reporter Senate Leaders are now apparently so convinced that the president will be impeached by the house this month that when they released their 2020 schedule today, norah, it was missing the month of january, because they assume that that month will be consumed by a senate trial. Odonnell well, there you go. Nancy, thank you. President trump left the nato summit early today hot under the collar after a hot mic moment. U. S. Allies were caught on camera laughing and gossiping at his expense. Ben tracy is in london tonight. Reporter they posed for a family photo, but 70 years into the nato alliance, this family seems a bit dysfunctional. So this will be actually my last meeting. Reporter President Trump canceled a formal press Conference Today after dropping this rhetorical bomb on canadian Prime Minister Justin Trudeau. Well, hes twofaced. Reporter mr. Trump was angry about this video of trudeau apparently mocking him while talking with french president Emmanuel Macron and british Prime Minister Boris Johnson at Buckingham Palace tuesday night. I have a very Good Relationship with President Trump and his team. Reporter trudeau said he was talking about President Trumps sudden announcement that next years g7 summit will be at camp david. Every different leader has teams who every now and then have their jaws drop at unscheduled surprises, like that video itself for example. Reporter today it was President Trump caught on a hot mic talking about mr. Trudeau. Thats funny when i said the guy is twofaced. Reporter mr. Trump wanted the focus to be on him bolstering nato by successfully strongarming allies into paying more for their own defense. If you look at nato today compared to nato three years ago when i started, we built up nato. Reporter but that was overshadowed by unguarded comments about a president who promised to restore the dignity of the u. S. Abroad. And the world is laughing at us. Theyre laughing at the stupidity of our president. Reporter President Trump says Justin Trudeau was just upset because he called him out for not contributing enough to nato. Norah, before he left london, mr. Trump said he thinks Justin Trudeau is actually a nice guy. Odonnell all right, ben. Thank you. You fight back. Yes. He drags you out of the car and drives off. I was holding on to the vehicle, and he slammed my wrist and dragged me with his car. Reporter jane roe number one, supported today by her husband, says she was raped. Next thing i knew the driver was on top of me. Odonnell incredibly disturbing. Jonathan, thank you. Now to a cbs news exclusive. Nearly three years after President Trump took office, work is finally under way on one of his key Campaign Promises. Mireya villarreal was able to get access to the locations where a new border wall is being constructed along the 2,000 milelong southern border. She joins us tonight from donna, texas, along the border with mexico. Mireya, good evening. Reporter good evening, norah. Right behind me you should see the existing border wall. It was built during the trump during the Bush Administration that is. If you look to my left, you will see the new construction that is happening. A lot of this has just happened in the last few weeks. But this project, this one project alone, isnt expected to be done until january of 2021. This is the wall President Trump has been promising. In rural south texas, construction crews are pushing to finish an eightmile stretch of border wall in the town of donna. Total cost, about 167 million. Were having this very real issue. Reporter Rodolfo Karsich is the border patrols lead agent in this region. This administration has made it clear, they want to help us by giving us the tools we need to be more effective. Reporter so youre okay knowing this is a Campaign Promise that is being fulfilled, because it means more help for you. Absolutely. Reporter west of donna, a second threemile stretch of wall is also being built. All told, nearly 10 billion has been set aside from Government Agencies for wall funding. Thats a bill u. S. Taxpayers, not mexico, are footing. Were looking at about 80 to 90 miles over the next year to year and a half. Reporter so it wont all be connected. Not all of it, no. Reporter 80 miles in one year is a lofty goal. Yeah. Reporter at least 78 miles of existing wall has been replaced along the southern border since 2017. President trump has called these refurbished walls unclimbable, but this video posted just yesterday on social media shows two men scaling a replaced portion of the wall in california. The wall, in my opinion, is a waste of money. Reporter rey cavazoss family has owned this land along the border for generations. Theyre worried the government will build a wall through their property. We feel an attachment to the land. Our parents did too. But they would tell us Something Like leave it to god. Well, we dont think like that. We think that, no, were not going to leave it to god. These people are abusing us. Reporter the cavazos family is worried their heritage and history will become an inevitable casualty of new construction. Mireya villarreal, cbs news, donna, texas. Odonnell tonight attorney general bill barr is igniting fresh controversy with comments that some see as a threat to communities of color. Heres jeff pegues. Reporter the attorney general was at a ceremony honoring the work of Law Enforcement at the Justice Department when he said this about the communities they serve. They have to start showing more than they do the respect and support that Law Enforcement deserves, and if communities dont give that support and respect, they may find themselves without the Police Protection they need. Reporter critics like activist Deray Mckesson called those comments a threat aimed at communities of color. So barr was using coded language to highlight black and brown communities as the communities that are critical of police. Get out the bleep car right now reporter fatal shootings and Excessive Force by police, much of it caught on cell phone and bodycameras, have prompted widespread protests. And ever since Michael Brown was shot and killed by a Police Officer in ferguson in 2014, departments across the country have tried to improve Police Community relations. While the Obama Administration pushed for reform of local Police Forces to curb any potential misconduct, the Trump Administration is taking a different approach, one critics argue that favors the police. This administration has your back. Reporter vanita gupta served in the Justice Department under president obama. It is wholly irresponsible for the nations chief Law Enforcement officer to criticize people who are seeking a better, more fair system as being anti police. Odonnell jeff pegues joins us. So is the department of justice walking back any of these comments by the attorney general . No, the a. G. Is standing by those comments. We reached out to d. O. J. To see if they wanted to clarify. They didnt. Now, i did talk to Law Enforcement sources, and while they werent comfortable with barrs language, they did acknowledge that this is a tough environment for Police Departments across the country right now. In fact, theyre all having a hard time recruiting. Odonnell all right. Thank you, jeff. Komen foundation says her group has helped pass legislation in some states to expand coverage. They have to make a decision, you know, are they going to feed their kids . Are they going to pay their electric bill . Or are they going to get this exam that they know they need. Reporter most states dont have it. That doesnt seem right. Its all preventative. Were all in this together, and everybody should get the equal services. Reporter cigna would not comment directly on hoffmans case. It told us tonight that diagnostic tests are covered but plans are not required under the Affordable Care act to cover 100 of the cost, which means the patient will foot some or all of that cost.
