Pelley and good evening. This is our western edition. More than 3,200 American Children did something today that could lead to an early death they smoked their first cigarette. Thats one of the findings in a new 980page wakeup call from the Surgeon General about newly discovered dangers of smoking. 50 years after the first alarm went out that smoking causes lung cancer todays report says it causes as many as 10 other lifeshortening diseases. The report says smoking is to blame for 480,000 premature deaths a year thats up 9 . Smoking resulted in nearly 176 billion in medical costs last year. Our dr. Jon lapook talked to the Surgeon General. Cigarette smoking does affect almost every single organ in the reporter whats the significance of adding new diseases to the list of problems already known to be caused by cigarettes . Cigarette smoking does affect almost every single organ in the body. Right now of every three cancers in the united states, one of those cancers is caused by cigarette smoking. Reporter Surgeon General boris lushniaks report adds colorectal and liver cancer to the new list of diseases caused by smoking. Others include rheumatoid arthritis, macular degeneration, erectile dysfunction, birth defects, and type two diabetes. Research suggests smoking can block the effectiveness of insulin, the hormone that control sugar levels. Active smokers are 30 to 40 more likely to develop type two diabetes. Those people still smoking despite everything Everybody Knows about the dangers whats knowing that one or two or five or ten more problems are caused by it . Most smokers really do want to stop smoking. Its never done on the first try. What i want to do is entice people who have tried before who have failed, maybe ill provide that scientific information, that brand new disease that touches them. Reporter 55yearold paramedic tim hession is a life long smoker and life long quitter. I would beat myself up over it which leads you to more failure so it became a that failure was the expectation and the expectation here is that, no, youre going to quit. Reporter last year, hession joined the Smoking Cessation program at yale cancer center. It uses individual counseling sessions to emphasize the benefits of quitting. He wears a nicotine patch helping him quit his addiction. Its not impossible. Since the first Surgeon Generals report came out in 1964, smoking rates have declined from 42 to 18 . Dr. Roy herbst is chief oncologist at yale. Clearly we need new methods because the old methods took us from 40 to 18 , how are we going to go lower . Reporter a major strategy concentrates on stopping young adults from smoking the first cigarette. About 90 of smokers start by age 18, 99 by age 26. Pelley jon, when you look at this report, you have to ask how can smoking cause so many diseases that seem to be unrelated. Reporter they may seem to be unrelated, scott, but they actually are. Scientists are discovering the underlying molecular basis for all the problems cigarettes cause. For example, we mentioned in the piece it has an effect on insulin. In addition, youve heard a lot about inflammation. Thats associated with stroke, heart attack, with arthritis, lots of other things. Guess what . Cigarette smoking increases inflammation throughout the body. So there are lots of good reasons to think why it might really kill us the way its doing. Reporter dr. Jon lapook, thank you, jon. Today president obama ordered limited changes to surveillance conducted by the National Security agency. Last summer we learned that the n. S. A. Was collecting the phone records of millions of americans. Not the conversations themselves, but the numbers that were being called and the duration of the calls. That secret program was exposed by edward snowden, the n. S. A. Computer technician, who revealed many of the agencys secrets. Major garrett has details of mr. Obamas plan. Major . Reporter scott, the president ordered more judicial oversight and he said he wants to government to stop storing vast amounts of phone and internet data. But mr. Obama did not fundamentally change counterterrorism surveillance and stoutly defended hightech spying. We cannot prevent terrorist attacks or Cyber Threats without some capability to penetrate digital communications. Whether its to unravel a terrorist plot, to intercept malware that targets the stock exchange, to make sure air Traffic Control systems are not compromised, or to ensure hackers do not empty your bank accounts. We are expected to protect the american people. That requires us to have capabilities in this field. Reporter effective immediately, the National Security agency must seek approval from a secret federal court before it can search its massive trove of telephone and internet data. There is an exemption for emergency terror threats. For now, the n. S. A. Will continue to store surveillance data, but the president wants that to end. Congress and the administration will study alternatives. Our intelligence agencies will continue to gather information about the intentions of governments. Reporter after bitter complaints from german chancellor Angela Merkel and brazilian president dilma rousseff, mr. Obama said this about spying on foreign leaders. Unless there is a compelling National Security purpose we will not monitor the communications of heads of state and government of our Close Friends and allies. Reporter the u. S. Today the u. S. Supreme court agreed to take a pair of cases from california and massachusetts that involved cell phone searches by the police. At issue is whether the police may search a criminal suspects cell phone without a warrant. The court will decide whether that violates the 14th amendment protection against unreasonable searches. Tonight fire crews have a handle on the fire northeast of los angeles but for 2,000 people its still too dangerous to go home. The flames destroyed five houses in glendora, 17 other buildings were damaged. Planes dropped fire retardant to prevent flairups in the bone dry hills. Carter evans in glendora for us tonight. Carter . Reporter scott, firefighters caught a break from the windy weather today and they made significant progress. But the red flag warning has now been extended through saturday. Freedom industries is facing at least 31 lawsuits because of the accident which left hundreds of thousands without drinking water. Jeff pegues found there are still problems with the water supply. Reporter residents of putnam county, West Virginia, who thought their water troubles were over got some unwelcome news this morning an order by the Water Company instructing them to avoid drinking and limit contact with the water. Testing revealed higher levels of the leaked chemical than had been determined safe. I done took a shower after they told me it was a green light. Thats what made me mad. Reporter 300,000 residents have been under water restrictions since last friday when a chemical used to clean coal leaked into the water supply. Residents couldnt shower or cook with it and had to drink bottled water. Wednesday the centers for Disease Control in atlanta warned pregnant women to avoid drinking the water. We generally advice that if chemical exposures can be avoided during pregnancy that women should try to do that, particularly when we know little about the chemicals, as in this case. Reporter its not clear how harmful the chemical known as mchm is. There have been no studies done on its effects in humans. That lack of knowledge worries many West Virginia residents. Russian Security Services wont confirm umarov is dead, but another video has appeared in which a senior figure from the same Insurgent Group talks of the sorrowful news of their leaders death. Umarov is blamed for bombings going back years, the most recent being the double blast at a train station and on a bus in the south russian city of volgograd. The russians say 37 people died. The moscow subway bombings in 2010 killed at least 40. The campaign to try to establish a breakaway Islamic Republic in the Caucasus Mountains had hit the russian capital. The city of plano, texas, offered 650 free flu shots this week. 1,000 people showed up. At one point this week, paramedics waited 90 minutes to get some patients into crowded emergency rooms.
