Congress passed a bill in 2014 that for the first time allows Pension Funds<\/a> to reduce benefits in order to improve the solvency of the fund. If approved, retirees could see their paychecks shrink by july 1st. Volkswagen has reached a deal in principle to compensate owners of cars after they cheated on emissions tests. The german automaker will spend just over 1 billion to compensate owners of about 600,000 cars. An official announcement is expected today. Typically, the government can suspend a suspected drunk drivers license for refusing to take a blood alcohol test. 14 states now impose harsher criminal penalties.
