American officials will try to convince them to join the fight against the terror group. The u. S. Is even asking iran a longtime enemy, to get involved. That country faces a threat from the isis advance. Margaret brennan at the state department where secretary of state john kerry is already reaching out to iran. Reporter good morning to our viewers in the west. The administration wants iran to help but its not clear yet what iran is willing to play. Secretary kerry discussed that with irans top diplomat. The two meet again this week in new york. In a private meeting, nearby the u. N. , secretary kerry met with Iranian Foreign javad zarif and brought up the threat posed by their shared enemy isis, which has seized territory in neighboring syria and iraq. Iran has military advisers in those countries. And now the u. S. Wants help. The fact is there is a role for nearly every country in the world to play. Including iran. Reporter the administration insists that it will not coordinate military operations or intelligence sharing with iran. Doing so would anger u. S. Ally saudi arabia and the United Arab Emirates, two questions who privately said theyll help if the u. S. Expands air strikes from iraq into syria. The coalition now is more than 50 countries. Saudi arabia will host Training Camps for syrian fighters. Jordan will share intelligence. Germany is providing weapons to iraq. And france is conducting air strikes. In a string of tv appearances on sunday, u. N. Ambassador Samantha Power said some countries will join the fight in syria from the air. President obamas plan calls for training and arming moderate groups in syria. Told scott pelley that that help should have come sooner. Could the rise of isis been prevented . They could have been prevented if the International Community worked harder together to show funding or support to the original groups in syria were were not allowed to get to the extent they were. The International Community, the u. S. Intervene too late . I think we could have done a better job in making sure earlier on. It was identified who the bad people were and action by the International Community was taken not to allow that to happen. It turns out president obama was urged to intervene in syria much earlier. In a new book worthy fights, leon panetta writes in a meeting in the fall of 2012 he secretary of state clinton, the drshth director of the cia and the chairman of the joint chiefs all urged the president to arm moderate syrians who started the revolution against the dictatorship to begin with. That might have left no room for isis to grow. The real key was how can we develop a Leadership Group in the position to develop control. We have to provide weapons, training in order for them really to work with us in that effort. But with virtually his entire National Security Team Unanimous on this thats not the decision the president made. I think the president s concern, and i understand it was that he had a fear that if we started providing weapons, we wouldnt know where those weapons would wind up. My view was you have to begin somewhere. In retrospect now, was not arming the rebels at that time a mistake . I think that would have helped. I think in part we paid a price for not doing that in what we see happening with isis. Cbs news Senior Security contributor mike morrell is in washington. Good morning. Good morning, charlie. If there was a concern about weapons falling into the hands of those other groups in syria and now the only choice is to arm the Syrian Rebels what risk is it weapons this time will fall into the hands of people that are not our friends . Charlie, i think the broader question, which gets at your question, is what can we do to make sure that as we arm and train these guys theyre as effective as they can possibly be, and that we mitigate all the risks. One of the risks is the arms falling into the wrong hands. Another risk is the guys we train and arm will kill women and children or do Something Else that we dont want them to do. And theres one answer that covers all of that. And that is putting special forces troops with those fighters on the ground. You can help guide them. You can help them make good tactical decisions which will make them more effective and you can make sure they dont give their arms away they dont sell their arms and they dont do thingses with those weapons we dont want them to do. If you do that youre putting american boots on the ground, on the front line of the battle. So you can use u. S. Troops and yes, you would be putting them at risk. They would not be doing the fighting. They would be advising and assisting. You can also use the special forces of other countries. We should think about doing that. Thats what we did in afghanistan when we drove the sav soviets out of afghanistan. We were not on the ground but the pakistanis were on the ground for us. Lets talk about air strikes. We know the u. S. Has launched hundreds of air strikes in iraq. Weve shouldered the burden. Now we hear from the administration though when it companies to air strikes in syria, we will not do it alone. Who will join us in that fight . Will it be arab nations . It will be arab nations. A number of them have already committed. It will be some european nations. And i think, norah its very very important that the arab nations join us. Who . Because we do not we do not want to play into the isis narrative that the west the United States, christians are there to kill muslims. If we can have arab states with us, the United Arab Emirates some other arab states if we can have them there with us it will be very helpful to fight that narrative. That will be interesting to watch. Thank you very much. Firefighters are gaining ground against a huge fire in northern california.
