State troopers and a u. S. Marshal shot and killed floyd ray cook. Cook was on the run for nearly a week after he allegedly shot and wounded a Tennessee Police officer. Adriana diaz is in berksville, kentucky where the manhunt came to a dramatic and violent end. Adriana, good morning. Reporter good morning. Cook was found a half mile down this road shortly after midnight. Officials in this area had nearly called off the search until they detected a heat signature they believed to be cooks body. Two state troopers and a u. S. Marshal found them lying in a ditch and shots were fired. He brandished a gun. Shots were sustained. Cook sustained wounds which ultimately led to his death. Reporter the 62yearold fugitive was pronounced dead, ending a weeklong manhunt that expand two states and involved more than two dozen agencies. Cook had approached a woman asking for water. She recognized him and called 911. I unlocked my car and i thought i saw a shadow in the garage. And i looked at it again and i said, oh, my god, oh, my god. And my brother said, what is it . I said, its him, its him. Tonight was kind of the scary moment. We didnt know where he was. When youre searching in the dark, thats an uneasy feeling. Reporter police had been frantically searching the tennessee border looking for cook after he allegedly shot a Police Officer on saturday. I have help coming, i need you to breathe. Talk to me, brother. Reporter police say that officers life was saved by his bullet proof vest. Cook allegedly opened fire on another officer just an hour later while evading capture. Cook has a rap sheet stretching back to the 1970s. Its been convicted of rape, burglary, robbery, and assault. There is a feeling of relief that it is over, that the community is safer now, just because we found him. Reporter police havent said whether or not cook was the first to open fire. Earlier this week, two of his known associates were taken into custody. Adriana, thanks. Breaking news from Central Texas where a powerful storm system is causing significant damage. At least one tornado touched down. The storms began moving through the area around san antonio before daybreak. Several buildings west of the city are heavily damaged. They include a bank and other Historic Structures in the town of dahenet. The local sheriff describes them as pretty much destroyed. Tornado and flash flood warnings are posted throughout the area and there are reports of serious flooding in san antonio. There is more damage just southeast of san antonio where schools are closed because of the storms. The local high school had part of its roof peeled away. Forecasts also confirm a tornado touched down this morning in san marcos, between san antonio and austin. So far, though, we are not hearing reports of any injuries. This morning passengers on a flight to venezuela say that it was chaos when an engine burst into flames just before takeoff. More than 100 people had to evacuate the boeing 767 at Fort Lauderdale Hollywood International airport. One person was seriously hurt. David begnaud is at the airport where the fire forced other flights to be delayed or cancelled. David, good morning. Reporter good morning. The National Transportation safety board is set to arrive in Fort Lauderdale any moment now. One airport official yesterday said, we averted a disaster. It took firefighters two minutes to get the on scene. It took people on board the aircraft six minutes to get out. It was a pilot behind the dynamic plane who apparently saw what appeared to be fuel that was leaking from the back of the aircraft. Engines on fire, engines on fire reporter cellphone videos captured plumes of smoke billowing from Dynamic Airways flight 405 as it sat on the runway. The crew members and Passengers Evacuated on emergency slides. I saw black smoke going over the window. Then i see the flames. Reporter these siblings, daniela and david magro, were flying home to venezuela. In that moment when you turned and see flames on the wing of the plane, what was that like . My mind just went blank. I just wanted to get out. I went from the side of the plane. Reporter so you exited from the side where the engine was on fire . Yes. It was all smoke. When you went down the slide, you couldnt see anything. Reporter the fire temporarily shut down the Fort Lauderdale airport. Crews used foam to extinguish the flames. At least 21 people were taken to Broward Health medical center. One received treatment for burn injuries. A National Transportation safety board team is now investigating what caused the apparent fuel leak. This is the second time a boeing plane engine has caught fire in the last two months. In september, a British Airways boeing 777 became engulfed in flames in las vegas. There are numerous layers of inspections designed to catch things like this. Every once in a while something falls through the cracks. In a case like this, it just was reporter the airline said, quote, we would not like to speculate about the causes of the incident and are fully committed to cooperating with the ntsb. Many of the passengers stayed over last night in a hotel. There was another flight headed to venezuela at 10 30 today. A twoyear budget deal to avoid a government default is ready to sign. The Senate Passed the measure overnight, beating an upcoming deadline. The vote was delayed when republican president sal candidate senator rand paul spoke for an hour criticizing the deal. What appears to be a Syrian Military helicopter dropping barrel bombs on a suburb of damascus. Explosions rocked the area. An International Monitoring group says an attack on a marketplace yesterday killed dozens. In vienna, secretary of state john kerry is trying to broker a ceasefire. Nearly 20 countries including russia and i ran are gathered in austria but there is serious disagreement on when syrian president assad would leave power. There is concern that if its too soon, extremists could take advantage. Retired admiral William Mcraven appeared last night on my pbs program. Assess where you think the options are in syria for the United States in the battle against isis and other groups. Now we have to be able to devise a strategy i think to go after isis that is more than just drone strikes and air strikes against the leadership. That is clearly a component of how you have to deal with isis. But recognizing that isis that is in iraq, were going to need to partner with the iraqi soldiers, and we need to get out and have boots on the ground. We need to be True Partners with them as they begin to root out isis in iraq. True partners meaning they will be on the front lines fighting with them, or providing other kinds of services . Again, ill defer to the president and the secretary and joe dunford. Bill mcravens opinion is we need to absolutely be on the front lines with them. This is a Serious National Security issue. In order to deal with it, we are going to have to put young men and women at risk again, put boots on the ground. Mcraven also says the United States needs to stay engaged in afghanistan. He calls the war against isis and the taliban a generational fight. An Iowa School Bus driver is behind bars this morning, accused of assaulting a special needs student. Video of the incident is disturbing. Other students with cellphones reported the violent confrontation thursday in the back of the crowded bus. Elaine quijano is here with ow those students spoke up. Reporter good morning. Cordi according to kids on the bus, when the student said something inflammatory to the driver, the driver stopped the bus. Get up here. Reporter Gracie Foster grabbed her cellphone and started recording the violent confrontation after driver Robert Scarborough stopped the bus. He threw him on the ground. I was shaking and everybody was crying around me. Reporter you can see the student throw an object at scarborough. He walked toward the student and, according to police, grabbed the student and struck him in the face. Hey stop reporter this Bus Passenger was sitting next to the student. He hit him in the head, and he has a disability. Hes supposed to be watching us, not hurting us. Reporter students can be heard crying and screaming at the driver to stop. Hey stop reporter the driver returned to the seat and drove to the next stop. Students saw a police car parked nearby and ran off the bus to alert the officer. Sit down you cant do that reporter 61yearold Robert Scarborough was arrested at the scene and taken to jail on charges of assault and injury causing child endangerment. The School District posted a statement saying, it appears as though the driver made a series of poor choices regarding how to handle the students behavior. The driver has been placed on administrative leave. Charlie . A New Hampshire prep School Graduate will spend one year in jail for statutory rape conviction. 20yearold owen labrie gave the sign of the cross and looked up thursday before the judge handed down his punishment. He will spend five years on probation. After his release he will be forced to register as a sex offender for the rest his life. Labrie maintains it was a sexual encounter with the girl, who was 15 at the time. A child is not sufficiently mature to handle a sexual situation with an older person such as yourself. Thats the crime youre convicted of. She was in over her head. Cbs newss legal expert Rikki Klieman is here. Good morning. Good morning. Is this a fair defensentence . The judge is looking at what the jury found. The jury found statutory rape, meaning that the reason he is convicted of three misdemeanors of statutory rape was simply because the girl was underage. He was acquitted of the forcible rape. On the other side of that, he is convicted of a felony, which is the cause of the great punishment here. But on the sex offender list for the rest his life . What happens in misdemeanor Sexual Assault or statutory rape in New Hampshire is, you do not register as a sex offender. However, the felony, which is the use of a computer to lure or entice a minor into sex, that carries a mandatory sex offender for life. If he had used a phone, he would not be on the sex offender list . Absolutely correct. Because he used email and facebook, it puts him in the jackpot. But this means he can never coach his childs soccer team, he can never pick up his child at school some day, for the rest of his life . That is absolutely correct. People do not really know, unless they have listened to the litany of the attorney yesterday, what it means to be a sex offender for life. This is a young man who might have been a pastor, might have been a teacher, and cant do either of those things. What does it matter that he used the computer instead of the phone . Its the statute. It was originally designed for pedophiles patrolling the internet for sex. The prosecution here says he is just as much a predator. Thank you, rikki. This morning, the military is working to remove the wreckage of a blimp that crash landed in rural pennsylvania. Army investigators want to know how the high tech air ship broke its tether in maryland on wednesday, then drifted across two states. Chip reid is in muncie, indiana where the blimp came down. Reporter good morning. One of the two blimps is indefinitely grounded in maryland. The other is here in pennsylvania, stuck in a deep ravine. The 243foot balloon was part of a military exercise, designed to guide Missile Defense systems to incoming threats along the eastern seaboard. Now its languishing in a remote wooded area. On thursday, state police blasted it with shot guns, firing at least 100 rounds to help it fully deflate. Ken hunter, already startled by wednesdays freak landing, heard the barrage. You could hear the shots. No question about it, if they were deer hunters, they were doing a lousy job, ill tell you that. Reporter the tail was folded up and packed into a truck. Its electronics were removed. An Army Spokesman says a technical Recovery Team is trying to figure out how to get the rest of the 10,000pound Aerial Detection system out of a deep ravine. Were looking at options of using a helicopter to pull some of the equipment out. Reporter a second blimp in aberdeen, maryland has been grounded indefinitely. The aerostats were tethered with cables 11 8 inches thick made of a material billed as five times stronger than steel. It was supposed to be withstand hurricaneforce winds.
