Charlie rose, Norah Odonnell and gayle king are off. A deadly weekend attack on the weekend claimed by isis. The suspect opened fire about an hour into the new year. Seen approaching the Istanbul Club with a rifle. The gunman escaped after the attack. Victims came from more than a dozen countries around the world. The gunman killed 39 people, 70 others injured including one american. Turkish media now reports that police have detained eight suspects who may be connected to the shooting. Jonathan vigliotti is in istanbul outside the scene of the attack. Good morning. Reporter good morning. Club reyna is one of the most popular nightclubs in this city, one of the places where people line up for hours only to be turned away at the door. Today a much different scene, police lined up, a blue tarp set up and behind it investigators working around the clock to collect evidence from this massive crime scene. Ten, nine, eight. Reporter cell phone video shows a crowd of 600 ringing in the new year. But just one hour into 2017, the gunman struck. Surveillance video shows him exchanging fire with Police Outside on the street, bullets ricocheting off a car. A camera then captures him shooting his way into the club, killing a Police Officer and civilian. Inside he reportedly shot anyone in his path. Some club goers initially thought the shots were fireworks. The club attracts local celebrities and tourists from all over the world. Jacob raak from greenville, delaware, was shot in the leg. A bullet reportedly bounced off his phone and hit him on his leg. Raak spoke this morning about the attack as he was getting ready to fly to the u. S. All i can say is its a massive tragedy. For me, i wake up in the united states, i eat breakfast. You guys wake up and have to think of this. Its so sad. And i really wish everybody here the best. Reporter 17,000 police were patrolling the streets on new years eve amid a wave of attacks in turkey in 2016 from isis and kurdish separatists. Reina increased its own security. The interior minister believes the man acted alone and came prepared, leaving in his wake a shattered nightclub and bloody start to a new year. The attacker remains at large. President elect trump will sit down for a full briefing with the heads of u. S. Intelligence as the Obama Administrations sanctions go into effect against russia. Reporter on new years day, the 35 Russian Diplomats president obama expelled from the country took off from outside washington for russia. Just hours earlier the president elect was continuing to cast doubt on the Intelligence Communitys as set sesment that russia hacked u. S. Cyber systems in the runup to the election. I want them to be sure. Its a serious charge. Hacking is a very hard thing to prove. If hes going to have any credibility as president , he needs to stop talking this way, needs to stop denigrating the en tell generals committee. Reporter adam schiff said on sunday that congress will push for more sanctions. They didnt just steal data, they weaponized, it, dumped it during an election with the specific intent of influencing the outcomes of that election. Reporter the congressional effort is likely to be bipartisan. Republican senator tom cotton said the Obama Administrations sanctions were too little, too late. What Vladimir Putin needs is a sense of new boundaries. Hes had free rein over the last eight years. He needs a sense of boundaries and know costs are going to be imposed. That hard line comes amid trumps praise for Vladimir Putin tin after the leader declined to retaliate. He tweeted, grapt move by delay by v. Putin. I always knew he was very smart. Theres a question about whether theres a political retribution versus a diplomatic response. Reporter incoming press secretary said its a sign of trumps power. As you saw, president putin said hes not going to retaliate. He wants to wait for President Trump to come in. I think thats shows the power mr. Trump has. Press secretary also said on day one the president elect will sign executive orders to repeal Obama Administration regulations though he didnt specify which ones. Jan, thank you very much. Cbs news political contributor mark leibovich, good morning and happy new year. The president elect starts a new year at odds with many in washington over hacking and in russia. He did say over the weekend that the Intelligence Community has been wrong before about intelligence. They were wrong over wmds in iraq. Now promising this new information tuesday or wednesday. Any idea what we might hear . Not any idea at all what mr. Trumps new information is. I think thats what well see. I dont know if this is information he has gotten in some of the briefings he has had or some other sources, but, look, this is, again, part of these on going, unfurling of drama that we see in his announcing of whatever decisions hes going to do. The question is, this is a very serious matter. He doesnt seem to be having a lot of bipartisan support at least on the hill. Well see how this is received. Mark, we also heard from trump eeps Incoming Communications director who says the sanctions on russia could be, in fact, political retribution. Where is that coming from . Are you hearing anything and does that make sense . That statement really sort of baffled me. Its unclear what the retribution would be for, to whom, what exactly hes talking about here. I think the sean spicer and the Trump Administration in general is in a very, very tight situation which is that they are essentially aligning with a school of thought that the russians have not done anything or proven to do anything that serious of a breach. Its unclear where this will lead. I think what well see in the next few days, im assuming a continued ground swell of support for some kind of sanctions or greater sanctions. Well see how the Trump Administration responds. Mark, we know the new congress will be sworn in tomorrow. Your paper calls it the most powerful and ambitious Republicanled Congress in 20 years. What do you think will be first up on the docket . Obamacare is something theyve been talking about again and again and again. Its a very complicated process. Theyve talked about having something to replace it with. It will take a while to come up with that. Its a good sound bite and first agenda move. There will be a lot of other things well see. I think a lot of things were hearing is theyll let the administration take the first lead. Well see what regulations are going to be done away with. Well see how it plays out. Mark, when it comes to the obama legacy positions, what are the most vulnerable and what might be the sturdiest in terms of the new congress trying to change things . Certainly, again, obamacare keeps coming up again and again. I think the Supreme Court, its not an obama legacy per se, obviously probably one of Donald Trumps first announcements after he takes office in a few weeks is going to be to put out a couple of Supreme Court nominees, or at least the Supreme Court nominee for the first to fill antonin scalias chair. Well see. I think obamacare is one that keeps coming up again and again. Mark, the president elect tweeted on new years eve, included a reference to his enemies. A lot of people scratching their heads over that. When we think of an enemys list, we think Richard Nixon and chuck colson tapping peoples phones, having people followed. Is that the same thing . Its the same word. I think the larger question is what is the tone donald trump is going to set . He has said, i guess hes paid lip service to the idea of being a uniter, to bringing the country together. This is not the kind of language that speaks to that as being one of his earlier intents. I think its a little disingenerous for people to say this is surprising. Part of his appeal is he has given no quarter at all. And this is part of that. Well certainly be watching the twitter feed. The Chicago Police department announced new Crime Fighting measures yesterday. Officers will adopt a Training Program similar to the one that worked in new york city. Theyll send up new command centers in highcrime areas and 44 new surveillance cameras will help identify shootings much faster. Bill whitaker took a look at chicagos surging crime epidemic on last nights 60 minutes. This crisis inside the Police Department began in 2014 with the shooting of Laquan Mcdonald. He was 17 years old. Police reported mcdonald was breaking into vehicles and ignored their commands when they said he lunged at one of them with a knife. Dashboard video appears to show mcdonald was moving away when he was shot 16 times by a white officer. When did you first see the video . I saw the video, i believe it was the day after. What did you think . I said that theres a problem and the officer is going to be accountable for explaining his actions. Gary mccarthy immediately gave the case to the independent city agency that reviews shootings, but city hall refused to make the video public even after it paid mcdonalds family a 5 million settlement. When a judge finally ordered the video released a year later, it sparked outrage. Protesters accused the city of a coverup to protect mayor Rahm Emanuels reelection. The mayor denied it but promised sweeping changes. His first move was to fire gary mccarthy. The public trust and the leadership of the department has been shaken. Do you think you were made a scapegoat . I dont think it helped the situation, and i think its a contributory factor to where we are today in chicago. And if you want to call it scapegoat, thats fine. Reporter the cop who killed Laquan Mcdonald is awaiting trial for murder. The u. S. Justice department in investigating the chicago pd. We wanted to talk to mayor emanuel, but he declined. Within six weeks of the shooting scandal, investigative stops fell by nearly 35,000. Thats when the violence began to surge. How can a Police Officer who has taken a vow to protect and serve defend stepping back from taking proactive action . Officers are under attack. Thats how they feel, right . Thats how they feel in this environment. And theyre not going to put themselves and their familys in jeopardy. Chicago has paid out more than 500 million in settlement for police misconduct. 60 minutes discovered a task force appointed by the mayor found evidence of racial biased and reported that nearly 90 of Police Shootings involved minorities.
