The names associated with some of the more highprofile Police Killings in recent times. But the list goes on and on. This year alone, 123 africanamericans have been killed by the police. It is stunning, to see in two days what we have been seeing for years. That is, Police Killing of citizens. The question is, when will there be a systematic response to what has been a systemic problem in the United States . I think that we have been saying this, over and over again, and i think the last two days brought this to a real tipping point, one that this country has to deal with. No justice, no peace. Prosecute the police. Security with so much in so many communities, the fear is this could be the start of a long, hot summer, words which for decades have been uttered with a sense of foreboding. Laura for more on the most recent incidents, im joined by a law professor at georgetown university. Two black men shot dead by the police within 48 hours. Are these killings increasing in number, or do we just know more about them because of cell phone video . Professor butler africanamericans have had stories like this for decades. So theres nothing new. The only thing new is that there are more video evidence, and the medias paying more attention. The video is important, because it is smoking gun evidence of, again, what africanamericans have been reporting for years. But people believe their own eyes. Because the images are very graphic, i think thats moving the debate in a direct and that i hope will in the long run reduce these senseless killings. Laura and yet we have seen a number of cell phone videos of these senseless killings, as you call them. There is outrage, but then it seems nothing changes. What needs to change in impact in practical terms . Professor butler people have focused on criminal prosecution of Police Officers. If you want more systemic change , we have to look at how officers are framed. They are using their guns, deadly force, in situations in which they dont need to. In the united kingdom, for example, there are far fewer police shootings, and yet citizens are just as safe. Bute can have safe streets, we dont need to have Police Officers using deadly force. So better training. People are focused a lot on cameras, body cameras on the cops, dashboard cameras on the cars, but in baton rouge, the cameras the officers were wearing supposedly fell off. I dont know how credible that is. Part of it is just having Police Officers, hiring Police Officers who actually want to serve and protect. Laura the president said today hes deeply disturbed by this latest spate of shootings, but he doesnt think they need to drive a wedge between communities and law enforcement. How can you avoid that . Professor butler there has been a breakdown in trust. The president said that too many Police Officers have a warrior mentality when they patrol communities of color, and he has said instead they need to have a guardian mentality. It is true. They dont look at africanamerican suspects the same way as other suspects. There is bias officers have. A lot of them are afraid of africanamerican men in situations where they should not to be, leading to these tragic consequences. Laura what would gun control help . The police clearly fear that everyone they pullover is packing a gun. Professor butler in about 10 of cases in which Police Officers kill folks, they are unarmed, so thats just about training. Again, when you have this widespread availability of guns, and you have open carry laws, which mean people are allowed to walk around with guns in their pocket, that is a situation that is fraught, that is almost inevitably leading to tragedies like this. So you know, its not politically popular to talk about gun control, or reducing the number of guns on the streets, but when cops stop folks and they have guns, they will always be afraid for their lives, and again, often they will act in ways that are irrational, or excessive. Laura professor paul butler, thank you very much for joining us. Today, president obama departed for poland to attend a nato summit, which certainly has enough on the agenda, the first since britain voted to leave the european union, and one day after president obama announced he was delaying the drawdown of troops in afghanistan. It comes after a string of deadly attacks by the socalled Islamic State. For more on the highstakes, i spoke with the former secreti former supreme allied commander of nato, now at tufts university. Thank you for being with us. There is so much on the table at this summit, but lets start with afghanistan. The president announced he will keep 8000 troops in afghanistan through the end of next year. Allies willt nato also increase their troop contribution . I do. The ratio has been consistent throughout the campaign. Two u. S. Soldiers for everyone nato soldier. If the u. S. Will keep, lets say 8500, i think you will see the allies ante up for thousand troops. I am confident in that. It has been a solid arrangement, and it will help afghanistan. Laura moving to Islamic State, where there has been a spate of attacks, recently in deadly fashion in baghdad, what could nato come up with in the fight against Islamic State . You will seeidis nato deploy what is called the Airborne Early Warning aircraft, those huge airplanes with the big domes on top. They have very sophisticated radar systems, which can do a lot for air control over that battle space, and they can also monitor the Communications Going on in the area. Secondly, more importantly than that even, i think you will see nato sign up to a Training Mission in iraq to support the Iraqi Security forces, who will be the preponderance of boots on the ground who really go after the Islamic State. Third and finally, you will see nato commit to doing more in special forces and intelligence. Nato needs to up its game against the Islamic State, and i think you will see them do that coming out of the summit. Laura is that enough of a contribution to nato from nato to the fight against the Islamic State . Admiral stavridis it is insufficient. We need a total of at least 15,000 to 20,000 troops involved in this fight. Right now, in total we probably have half of that, maybe 10,000 total, and thats being generous. So i think nato needs to put more troops on the ground, probably another 10,000. That will be a heavy lift for nato, but the things i outlined, they will just be a step in that direction. Laura on the question of russian aggression in ukraine, how do you expect nato to respond to that . Yet more forces on the eastern boarder . Admiral stavridis no question. I think that our eastern allies, the baltic states, estonia, latvia, lithuania, poland, romania, all the states that were formerly part of either the soviet union or part of the warsaw pact, are extremely nervous. They watch russia first invade georgia in 2008, then ukraine in 2014, and annexing crimea. They are very nervous. We have seen aggressive russian behavior against the nato border, with many exercises, so the response out of nato will be to move four battalions to that area, one in each of the three baltic states, and one in poland, from the u. S. , the u. K. , germany, and perhaps canada. We will learn more after the summit. Those forces will be the means of deterrence against russia. You will see that financed out of the summit. Laura but will that just annoy russia, and also threaten whatever cooperation there is over syria . Admiral stavridis you know, this is always the dialogue we have to have. I always say, the annoying thing was russias invasion of ukraine, and the annexation of crimea. Thats kind of beyond annoying. I think nato is rightfully stepping up deterrents. But your point is well taken, that above all we need to have an open dialogue with russia. We dont want to stumble backwards into a cold war. The nato secretarygeneral has opined, we need a higher level of dialogue with russia, so i think you will see the reassurance but deterrence, the movement of the battalions, but you also see an olive branch asking for higherlevel dialogue. President ial politics was center stage in washington today, as republicans in the house of representatives grilled fbi director james comey on his decision Hillary Clinton did not deserve prosecution for using a private email server when she was secretary of state. I am joined by Time Magazine correspondent jay newton small. So much to talk about. The grilling of the director by republicans, what did it yield . Nothing that he had not said to begin with, which is that he thought she was careless but did not break any laws, and no prosecutor would have prosecuted her, and thats the end of the story. They did not get, after hours and hours of grilling, any new information. Laura republicans must feel it was worth doing, that it helped them in the way they are berating clinton and saying she is not trustworthy in the runup to november. Was that the point of this . Spend hoursday you and hours talking about how Hillary Clinton was irresponsible, bad with classified information, potentially should not begin classified information, all of these stories are bad for hillary. Laura her rival, donald trump, was here in washington today. What was he doing . Who was he meeting . He was meeting with senate republicans. He said he would have this meeting a long time ago. It was interesting, because they did not actually bring him into congress, because that is a minefield of people he might bump into accidentally, and very awkwardly, who have not supported him or will not support him, or democrats who outright criticize him. So they kept him at arms distance, at the National Republican senatorial committee, a few blocks from the capitol. The senators all had to walk through 95 degree heat to meet with him, and he was, as he always is, critical of his critics, and with after senators who have not endorsed him, but otherwise was pretty jovial. Laura its like a game of musical chairs, who will be his Vice President ial pick. Where are we on that one . This musical chairs, where people keep living leaving the game willingly rather than being forced out. In the last couple days, two senators, joni ernst from iowa and bob corker from tennessee, both said they would not want to be his Vice President ial nominee, which leaves, theres still a pretty good field. Chris christie, the governor of new jersey. Mike pence, governor of indiana. Mary fallin, governor of oklahoma. Those are three other leading candidates now. Laura donald trump has promised us an exciting Republican Convention. Who will be speaking . Thats another great question. The five Vice President of candidates, wouldbe candidates i mentioned, are all planning to speak, but beyond that, theres a real question of who will speak at this, since most of the republican members of congress are not going.
