Thanks to a new federal law. We soon will have more resources in california to fight wildfires and hopefully prevent them from becoming a major disaster. Senator alex padilla was in the bay area today to talk about this achievement and kron fours. Charles clifford was there. He joins us live now from san jose with more. Its not quite a lot yet, but its making its way there. Theres a bill in congress right now that could provide resources to help people deal with the fire before during and after a disaster. The fire act, which stands for the fema improvement and efficiency act would among other things, allow fema to be more proactive when dealing with wildfires. If it passes through congress, the agency would be allowed to move equipment and resources. Into place during red flag warnings in times of high wildfire risk before an actual fire breaks out. The act would also provide counselors and case managers to help victims after a fire is under control. It would provide Housing Assistance to lowincome residents and give fire victims top priority. When fema portable Housing Units are put up for sale and it would provide funding to help tribal governments upgrade their Emergency Response equipment. By bringing in federal resources, 2 local governments need to both fight wildfires when they happen. To protect communities. To the extent that we can be for a disaster. But also to be a very intentional partner in recovery efforts. When disasters happen. All right, back live now, though, the bill has passed the senate and now moves to the house of representatives where its sponsors say they are confident it will pass. Maybe not with unanimous unanimous support, but theyre confident it will pass and be sent to the president to be signed into law. But for now in the south bay, Charles Clifford kron, 4 news. Thanks very much, charles, for that live report. A new study says wildfires in california wiped out nearly 20 years of reductions against air pollution in just one year. Researchers at ucl a looked at data from 2020, the largest fire season in modern state history. They say wildfires released an estimated 127 Million Metric Tons of Carbon Dioxide into the air. Our state reduced emissions by 65 million metric. Tons between 2003 in 2019 wildfires where the second largest producer of Greenhouse Gases in california in 2020 after cars. Yeah, you know what were actually looking at for a little bit of wind as we head towards the weekend, stephanie. So just to keep in mind, were not out of fire season wanted to start with some of the warm temperatures we had yesterday. Check it out. We set some records. Redwood city beat a record from 1964. With the hit. 92 oakland hit 91 downtown. That beat a record from 1991. We tied one in San Francisco by hitting 90 degrees as hit 86 that beat a record from 1964, salinas 97 that tied a record from 1964. Well, heres the difference today. Weve got the fog. And heres we take a live look at the Golden Gate Bridge. You can see the marine layer has been on the move this morning and that is going to cool us down at the coast. Certainly can see in Half Moon Bay words. 55 degrees right now and around the bay where were looking at 60s now inland, youre likely to warm up today yet again, but not quite as warm know to santa rosa. Just 69 degrees right now. A lot of fog there this morning and Half Moon Bay. The difference in temperatures, 20 degrees 18 now and yesterday. Thats the difference that not having that marine layer makes right. So here it is a little zoomed outlook here looking for highs today. Again, theyre going to be above average, just a couple degrees above average for the coast of the bases, San Francisco and oakland. Look at those low to mid 70s. But for further above average as we get inland, right where we did not get the fog this morning. So were looking out for those mid to upper 80s and san Jose Livermore concord and santa rosa. Health officials now say they are recording less than one new mpox cases per day more than 27,000 san franciscans are vaccinated against the virus right now. Health Officials Say they will continue to respond to any new outbreaks of needed and residents are still urged to get the 2 dose vaccine if they are eligible. And today marks great shakeout day and organizations all across the bay area are holding safety drills to make sure people are prepared for the next big quake kron fours camila barco joins us live now with some perspective on how a few simple steps can help save a camila. Yes, stephanie, the 3 things you need to remember during an earthquake drop cover and hold on. Thats exactly what you should do when you feel the ground or a building soake. And this morning, some students here in San Francisco, local officials, including mayor london breed got some practice by participating in the great shakeout. Take a look. Covered and held on mayor london breed. Like i said, she participated there. He is in that video covering her head and neck, which is what you should do to protect yourself as youre looking for shelter. Now, the drill lasted for about 30 to 45 seconds. At Everett Middle School where that video was taken. Students after that drill evacuated from the school, which is what people should do after an earthquake. And this is all part of the great shakeout drill where people should prepare on what you do during a tuesday before during and after an earthquake. Like i said, mayor london breed was there. She and the san board of education, president reference the 1989 earthquake where they were in school when it happened. And this is what they had to say. I still remember that day that afternoon, i left tennis practice early. And i was in the hallway and the lockers started shaking so loud that i just thought it was a bunch of students running around making a lot of noise. Every single year we did drills like this. So as soon as it happened, we were prepared. We knew what to do. And i remember learning about being prepared and going home and telling my grandmother. All the things that we needed to do to keep in place. So that we can take care of one another. Just in case. And our quick hits. And, stephanie, like i said, its not just about what you should didnt do during an earthquake its before and also after app that a drill, they passed out these post cards to students about some of the things that people should have in their earthquake kit. So after an earthquake, you might need some water. You should also have a flashlight in that kit. Maybe a fire extinguisher, of food radio operators and all of those things will be lifesaving items after an earthquake happens. Camila, that video you were showing of those kids in that class are really taking me back to my first grade days when we were practicing in the case of a potential earthquake as well. Thank you so much for that good information. Bay area. Gas prices are trending down and we are seeing some major price drops at the pump. Kron 4 Sarah Stinson caught up with drivers. I finally have some good news from the gas pump. Gas is going down 30 plus cents per gallon on average in the bay area in the last week. But what youre looking at here in walnut creek shows you that doesnt mean its affordable quite yet. Were looking at gas costing in the high 5 range heading into the 6 range. But relief is something that we will take when we can get it. Im really glad to hear its going down to us. They have got a couple of suvs. So its nice to have a list. 50 or so more dropped recently. As low as it can go to be great. But you know, realistically. Ill take it. All take a look at how much gas prices have been slashed on average across the bay area. According to triple a and napa gas is costing 0. 35 less right now than last week in marin county in sandra fell specifically gas went down the most in the bay area with a 0. 44 drop, which is good because it was the most expensive. Theyre just 2 weeks ago. Oakland and santa rosa are seeing gas on average. 28 cheaper as we see a little bit of relief at the pumps. Californians are also receiving the inflation relief checks to help with the high cost of gas and everything else. Drivers say theyre glad to see that its on the decline, but its still not enough crazy. Its like breaking into the reserves. Dont send us a check to florida gas prices. Make it easier for its cause. Its ridiculous, california and the bay area is still experiencing some the highest gas prices in the country. The national gas averages in the 3 range while average cost of gas in california is 5. This happened just off of windsor road and vintage greens drive. A parent reported this shortly before 3 on wednesday afternoon. She told police her daughter was being followed by a white van as she was heading home from school. Thats when apparently 2 men in ski masks jumped out of the vehicle to chase her. The girl fled home and did not see anyone behind her. By the time she got back. Police are on the lookout for 2 large men both standing around 6 feet tall. Police arrested a south bay teacher for allegedly assaulting 2 students during an afterschool program. Stephen eugene tie worked as an afterschool art teacher at an Elementary School in san jose. Deputies say the incident happened 2 years ago but would not say which school it happened. Detectives conducted an investigation and say thai contacted the miners through social media. The teacher was booked into the Santa Clara County jail on charges of lewd acts with a child under the age of 14, officials believe there could be other victims. A woman allegedly thrown to the ground by an officer is now suing the city of fairfield and its Police Department. Court documents show diana santos and her husband are suing for injuries from an incident they say happened in october of 2020 santos says she called the police after a fight happened between her daughter and her daughters boyfriend who was reportedly holding a knife. Police arrived and detained the boyfriend santos says she was trying to call her other children when an officer threatened to put one of them into handcuffs. She says an officer then grabbed her and in this and in this video, as you can see her legs to go up into the air and she hits the ground and we reached out to the fairfield City Attorneys Office for comment and have not yet heard back. In the south bay, san jose gun owners who do not comply with the citys new gun safety plan will now face a pretty big fine. The new ordinance requires all gun owners to carry Liability Insurance and pay an annual fee of 25. The city will check if youve gotten that insurance and the fine for a first offense is 250. If gun owners dont comply, they could see fines of 1000. Each for every other infraction within the next year. The nra says this policy will not do anything to deter criminals from buying guns. They are against this new policy. The new requirements to take effect in january. On the peninsula. San mateo county officials are planning to launch with. They describe as a cutting edge effort to reduce gun violence. County leaders are putting more than 2 Million Dollars into funding the Gun Violence Prevention Program which targets felons convicted convicted stalkers and those convicted of hate crimes as well as people banned from carrying guns. People with civil restraining orders will also be included. Well work to take guns out of hands. People who have lost the right to own or possess count. It will be successful. I feel very confident in telling you that. Thank you. The board of supervisors also launched gun Safety Measures like the gun dealer ordinance which requires firearm dealers to carry a license. The program is planned to run for the next 2 years. In the north bay. Deputies in Sonoma County opened fire on a Man Threatening to shoot people. Officers say he refused to drop his gun kron fours. Amanda hari has the details. We know the first call about nathan smart came in hours before the shooting. Investigators say he was threatening to hurt people with a homemade gun. Sonoma county sheriffs deputies spent hours saturday afternoon searching this quiet neighborhood near cherry in clayton avenues Santa Rosa Police sergeant the hurun. Says deputies were looking for 43 yearold nathan smart. We have been arguing with a Family Member and was in possession of this homemade firearm ultimately of threatened that Family Member and threatened to kill them. And then also said that he was going to kill himself. After when deputies arrived, smart took off. Neighbors were told to stay in their homes. I got another nicks older. Thats it. Dont leave your house because there was something happening in the next street over which is where from them i use may just to nick on the Leather Goods store on the sonoma plaza near where smart was eventually shot. But she lives closer to where he was reported to be threatening people. I do live by myself and there i lock my doors. I have baseball bat and tied or about 20 minutes after Police Stopped searching, they got another call. Witnesses said smart was attempting to break vehicle windows near west napa and Second Street west deputies say when they found him smart was still armed and shot at one of the deputies. The deputy shot back but smart ran away about a minute later, another deputy spotted smart running towards him with his gun rates. And thats when investigators say smart was shot and fell to the ground. And the other main thing theyre really focusing on getting his medical reports back. So that will show toxicology and the extent of his injuries, smart is still at a hospital in sacramento, but is expected to survive. Police say his improvised firearm is a legal and made from Household Items and things you can get at a Hardware Store if that would have hit and someone, it would be cause Great Bodily Injury or could have killed him. A great just like any other hand. The Santa Rosa Police department is investigating the shooting. Theyll bring all that information.
