Live pictures of the current fire fight. Then they jumped to the freeway growing. And you can see all the smoke, that will be coming from the fire. That it has now been closed. Several structures are threatened. On social media we are hearing reports of some homes that have been lost, but no official confirmation yet. In addition to the residence being told to leave this area, an Elementary School was also evacuated. Two firefighters have suffered minor injuries while they battle the blaze. Now back to the lake county fire and the arrest of the man connected to the massive fire. 40yearold Damin Anthony Pashilk faces numerous charges including arson and aggravated arson with prior offenses. Pashilk serve add fiveyear sentence served a fiveyear drug sentence. He was released in 2007. Pashilk is a construction worker born in San Francisco. Right now behind bars in the lake county jail. Hell make his First Court Appearance tomorrow in clear lake. There has been little change as the clayton fire is Holding Steady at 4,000 acres. Containment has increased to 20 with full containment expected by sunday. That fire though has ted mentioned earlier destroyed 175 homes and businesses building mostly in the town of the lower lake. As you can imagine that there is anger in the small town of lower lake with the news that the fire was deliberately set. Many in the community would suspect that the arson might have been involved. But they brought up a range of emotions. Tom vacar joins us now back in lake county today with reaction to the fact that someone is accused of targeting this area . Reporter well, there is happiness, of course, that there is an arrest. Thats understandable. But the fire is still going on and the wind is picking up. So it is a mixture of relief and dread. Mario martinez lost his home of five years over the the weekend. The home he built with his own hands when he wasnt working his regular job. Nonetheless that mr. Martinez wants real justice, not just an accused man who is currently easy to blame. Nobody is guilty until the loss, thats that. And so if he is guilty, then that he has to deal with his work. And he has to pay whatever loss that hell have. Reporter a few blocks away he was spared, but feels that it is also a menace and that they should get the most. The most that someone could get. I mean that this is the worst. Reporter beyond pure punishment . I think that they should be able to meet face to face with some of those people to give them an opinion of how they feel that it has impacted their lives. Reporter they have three locations right in the community where the fires have ravaged the region for the last three years. Employees have had to deal with the tragedy of so many victims. Not just right after the fire, but all the time ever since. So we asked the employees if the man announced yesterday who was charged with arsons convicted, what should be the appropriate penalty assuming it gets to trial . Somebody will get a hold of him. Because somebody knows somebody who lost their house. It is a small area. So hopefully that somebody will take care of them before they get to trial. Throw away the key. Never see the light of day, you know, again. Because you would put so many peoples lives in jeopardy. Disrupted so many lives, you know, precious things that cannot be replaced. Reporter despite the arrest, it appears that fear remains. I think, you know, they did say that he didnt act alone. I think that a part of you thinks yeah, you know, hes gone. But theyve caught him. But i think that there is that doubt that maybe there is somebody else. Then you know, theres so many sick people out there that think okay, ill be a copy cat. Reporter in other words there is no real closure here either with the arrest or the future prospects of people with the fire still going on and having occurred as far back as three years. Im guessing one of the reasons why containment has inched up to 20 and we havent seen the fire explode again. Well yes. Hot and dry definitely for sure out there. But the wind, of course, has not been a huge issue. That is definitely some good news because it could be the wind that creates the most danger and of course the most devastation. Right now reporting 97 degrees relative humidity at 15 . Very hot and very dry when we have conditions like this, of course it burns hotter, faster, it spreads faster, but the winds at 16 Miles Per Hour picking up a little bit this afternoon, but the gusts look to be about 20 Miles Per Hour. And the wind is moving in this direction. And so it is pushing the smoke off towards the east and the winds today, they are very similar to what we would experience yesterday as we get into the evening hours that it will be very warm by 7 00 or so. Still looking at 90 degrees. The winds will continue from the west, relative humidity, they will slowly come up through the evening hours. At 10 00 still about 78 degrees. Very hot and very dry and the story there before i send it back to you guys that i want to talk about the fire burning in Southern California here for just a minute because this is where they are dealing with critical fire weather in addition to it being 100 degrees out there. In addition to the relative humidity being down into the single digits, that they are dealing with the wind. That is a red flag warning that shade of red that youll see behind that red flag warning goes all the way until tomorrow night and the winds right now, they are about 30 Miles Per Hour, but they do have the potential for gusting up to 50 at times as you can just see it here. I mean it is just exploding out there. This is extremely dangerous for the firefighters. For any folks that live out in that area. Again, coming back home that well be dealing with the very hot and dry weather and in Southern California that they will be dealing with the red flag warnings, which means that the winds will not be going away until tomorrow night. Heather . Yeah, rosemary, just another heartbreaking scene that well be watching live right here on the 4 00 on 2. These are live pictures of the fire again. And that they just broke out around 10 30 this morning as we are now showing you that they are growing considerably. Now watching the homes go up in flames here. Yes, as they said that it will be the wind that they will be talking about gusts of 50 Miles Per Hour. That you can see the the home or structure there that will be in their path that will be a matter of minutes before that home is destroyed. Hopefully that the residents there have gotten enough warning to get out, grab what they can, and then flea to safety. But it is incredible to sit and watch this because literally were going to watch somebodys home, their life, all their memories, and the places that they would call home will go up in flames in just a matter of minutes here. There is absolutely no way that i would assume that this fire is not going to jump that small road here and engulf that home in just a matter of minutes. Our hearts go out to the people in Southern California and hopefully the weather can change for the better so that firefighters can get a handle on this sooner than later. As soon as this fire broke out, i mean it was all hands on deck. Something like 500 firefighters there, trying to attack this from out from the air as well. I think that there was a sense that this could really explode and thats what were seeing now. Jumps up the freeway. Right, you can see them jump that road right there very easily. It would roar through the dry brush in this area. And faith that they were saying and at first they were saying structure structures were threatened. There is one on the center of our screen that now on fire. That is now on fire. But the firefighters have a long road ahead of them as they try to combat this fire as it rages out of control in Southern California. Massive. The fire zone there in lake county, crews are scrambling to restore power to thousands of people whose homes and businesses were spared from the home. Taking you to alex savage with the rebuilding efforts underway. Reporter well, while fire crews are still working to control the flames here with the clayton fire, pg e crews are on the ground, trying to fully restore power and also replace a number of burned out power poles in this area. Were in this open field off of clayton road. You can see the scene behind us right here. There are 16 replacement power poles that are sitting there on the ground. And pg e crews are actually using helicopters, including a blackhawk to air lift those new polls, not just from the remote locations so that they could replace the burned out power poles. I want to bring up Lindsey Pollo to explain to me why you need to air lift these poles. Reporter sot areas where these trans so the areas where these transmission polls need to be replaced to destroy these polls will be in a very rugged terrain. We cannot get the trucks in there as we need to fly the helicopters in there to get to the poles and the personnel. There we have 20 folks up on the hill who are waiting for these poles to be delivered as they will make sure that it is set and well bring in the powerlines later on today. Bringing them safely and as quickly as possible to get ourcustomers back on. It looks like they are driving through the town of lower lake that there is quite a bit of damage that is done through your infrastructure. Do you know how bad things are . We dont at this point. Where she been able to get access to some of the burned areas, so were hoping to get in to get a full picture today of what we have ahead of us. Weve got 100 pg e employees here on the ground. Well be bringing in more as need. Again well be assessing everything, hopefully today and to have a better look at what other powerful transformers and lines that well have that need to be replaced. Again, the scene here is that you would have the four helicopters being used to air lift the transmission poles out to the remote areas with thefires swept through there. Now they need to be replaced. But in terms of all of the power poles and all the infrastructure that needs to be repaired in this area of pg e who says that their work is really just beginning. What goes on inside the mind of the arsonist . What would drive somebody to intentionally set the fire . Joining me now is dr. John dehahn with the fire ex forensic. Thanks for joining us. First of all are there some common traits that arsonist would have . Reporter well, it will cover the entire range of emotions from just general anger, sometimes that it will be targeted. And with the revenge that will be the most common motive for people who will be setting up just more than one fire. But sometimes it is financial. It can be bizarre as somebody who represents a system that hurt them. So they would concoct a reason to strike back a person or through that system through that person. It is so hard for most of us to understand that using the fire to attack i guess somebody and that i could understand it if they would burn their home down that they were actually having a battle with and in many cases that it is just random fires in areas that they will not necessarily have a connection with. Well thats true and in some of those wildland fire centers especially they are angry, they are feeling displaced. Nobody pays any attention to them. So this is a way of expressing their power. See what i can do with a match. Or a device. And that is pretty powerful motive for some people. Keep in mind that fire is probably mans second oldest weapon, you know, next to picking up a rock and hitting somebody with it, fire was the next item of choice for getting even with somebody, destroying their house, destroy his castle, destroy his crops, preferably with him involved. The individual who has been arrested and is suspected of setting the latest fire in lake county had a little Fire Fighting experience if you will and that he was a prison firefighter and trained as a firefighter. But often that we do see that thread of a firefighter sometimes wanting to be a hero setting the actual fire, then coming on scene trying to put it out . Well thats true. There are a number of big serial arsonists actually being in the fire service. And it is sometimes a simple boredom that they will get into the Small Department and that there is not enough to do and they thought well, well go out and create some work for us to attack and sometimes that it is financial and that it will be a part of a volunteer crew or a callback crew to set fire to something and maybe that ill get called back to get 10 to 20 to help put out their fire that i would start. That is another loop that should sometimes find in these cases. All right, dr. An alligator is shot and killed. Coming up. Well talk about what fish and wildlife thought it was a decision that they would need to make to kill rather than tranquilize the small alligator. Stay with us. You are watching the 4 00 on 2. Officials shot and killed an alligator found in a creek in freemont. It was captured in Alameda Creek and no word on how that gator would get there. Joining us now is Steve Gonzalez of fish and wildlife. Hes on the phone. Steve, quickly, why kill this alligator . So what happened was that the surrounding brush in the creek and the elements around the creek would make it hard for wildlife officers to safely go to the animal. So the only choice that they would have was letting them go and do whey they did to shoot the alligator. Why not tranquilize it . And so the american alligators, this is the american alligators and the comments from california that we dont have a lot of information about how this tranquilizer would affect the alligator. And so rather than taking the chance of maybe using the training willizer, the alligator escaping and becoming the public tranquilizer, the alligator escaping and becoming a threat to the public, their choice was to shoot the the animal. This afternoon we had a chance to talk to the director of animal care at the aquarium of the bay here in the bay area. Listen to what she said when we asked her about her reaction on the decision to kill the animal. Well, i think it is very unfortunate as alligators are interesting animals. Of course always better to capture one of these exotics to put it into the aquarium for Public Interest rather than killing them. Is it safe to assume that this is somebodys pet that they let go and got it out of hand . Correct. Ultimately the person to blame here is the person that brought it here illegally. It is an exotic pet, it is against the law to have a pet like that and a lot of the times when they get older that they will be hard to manage and that people dont know really what they would have, but instead of surrendering it to an organization like the fish and wildlife that they will release it into the river and they will limit their choices that we will need to deal with it and that it will be the cause of what will happen when people dont make the right decisions. Reporter after days of devastating rainfall in louisiana, the waters are starting to recede a bit in some areas. And they warn the danger of new flooding that would remain high. Due to the volume of water flowing towards the gulf of mexico. I want everyone to understand that we are still very much in an emergency search and rescue response mode. And for much of the florida parishes. Saving life is the most important priority that well have. Reporter they dump more than 20 inches of rain in four days, leaving the rivers and the creeks severely bloated. Several deaths are being reported with more than 20,000 people rescued since friday. The head of fema says that they now include additional parishes. Really focused on a lot of people in shelters and a lot of people that may not be ready to get back in their homes. Reporter as the scope of the disaster will become more clear that churches and the schools and the other places will continue to open their doors to take in thousands of the evacuees. The residents who would fled fear that they are facing total loss. Wondering whats left if anything. Everything that i would have is gone, everything. It is like the end of your life and your world, you know, to start over like that. But we understand it, you know, to get the product. We would work so hard for it.
