I obtained that chaplan wrote to members of the department on wednesday. In it he points out that many people in the throws of a Mental Health crisis it is the police who are often the only option. He kites some rather alarming numbers. In the past five years, chaplan says that San Francisco officers have had 20,000 encounters with those experiencing a Mental Health crisis. Of those, all but three 1,901,997 all were handled without force 15,997 were handled out force. These numbers point to a crisis in the Mental Healthcare system. One that officers were expect to cause. I sfoek with psychologist dr. Lawrence miller he trains Law Enforcement on how to deal with mental illness. I asked him about the spike of severe people with of people with severe mental disorders coming into contact with Law Enforcement. The police are sometimes the defact o Mental Health clinicians on the street. I often tell them you guys are the street psychologists. 90 of what you do is talking to citizens trying to calm down situations, and i read that letter and the other statistic on there is the fact that of those encounters the fast majority of them are de escalated without any kind of use of force. Police officers know what to do and certainly prefer to resolve something non violently rather than have to make an arrest or use force. When did this shift happen and it was up to police to solve the Mental Health crisis. Its always been that case. I think ever since there have been police officers. There has always been homeless people. There have always been mentally ill people. I think it sort of waxes and waynes depending on wanes depending on the police. I know you are working with departments to help them become better equipped with the mentally ill. I know in San Francisco several officers are undergoing that cit training. My understanding that is about 40 hours of training. Is that enough . Its probably enough to know what to do in an acute situation. Its not going to make you a clinician. But remember, a First Responder doesnt have to be a longterm healthcare provide er. They simply have to put out the fire and resolve the immediate situation. Police officers can learn the kind of skills and a will the of these skills, by the way are not unique to dealing with the mentally ill. A lot of these skills, these come from actually crisis negotiation. And the people who use this all the time in their work are the hostage negotiators. There you have individuals who are dangerous and threatening the lives of other people. When you look at the statistics, about 90 of hostage barricade situations are resolved without loss of life to hostage, hostage takers and Law Enforcement. Ive tacked to officers that its sort of unfair to send us into these situations, expect a certain outcome and then be disappointed when you dont get it because we are not trained psychologists. Thats the point. You know what, its actually more Cost Effective to train in psychological conflict resolution skills than in skills that require a lot of apparatus. The training i have given involves individuals gett didactic getting traini Mental Health, and then its role playing. The more you do it, the better you get at it. The reality on the street is often more complicated and the officers reactions are based o the aks of people. But this training is the best way to decrease the escalation into violence. Prop 54 is aimed at preventing that by requiring lawmakers to publish legislation online three days before they vote on it.
