A fire chief is on leave it is not clear why, city leaders will only confirm that oaklands chief teresa readers on leave, they say that she is caring for a relative that is ill. The firefighters say she has been out of work for weeks, she was criticized for the Fire Department failure to inspect the go ship warehouse where the 36 people were killed in the fire in december. The city of oakland really 600 pages related to the deadly warehouse fire and we are learning more about the living situation at the warehouse as well as the problems and altercations having their. The Oakland Police department was called out numerous times for a variety of complaints from stabbing to threats with a deadly weapon. Perhaps the most notable information obtained is that police were aware that people were living in the warehouse and responded to several calls regarding landlord and tenant issues dating back to 2014, almost 2 years before the deadly fire broke out and police were called after the landlord apparently punched the tenant for being short on rent. The tenant said he could be murdered if he continued to live there according to a report filed with the city. In february 2013 police met with the landlord and tenant over the dispute and they say the warehouse was used for illegal shared housing. Joining us to talk more about the oakland fire is the oakland insider, joe two men who also ran for the mayor of oakland, you have deep ties to the Fire Department and lets start with the fact that chief reed has been under a lot of scrutiny since the fire and specifically because the lack of a fire inspection. Explain how that . Im not about to accuse the chief for being responsible for the fire but i do think it is accurate and fair to say that a failure to inspect the building was a contributing cause to the fire because if it had been inspected in not only the legal arrangement but the bad wiring and the rest of it that contributed to the fire would have been detected and in order wouldve been given to the landlord. She is the chief. She is responsible for this and under state law in california, every Department Needs a fire marshal and they will have an assistant fire marshal as well and they in turn are supervising what we call civilian inspectors, they are civilian inspectors because they are not sworn firefighters they are just employees and they do the inspection. Those positions were not filled. That is exactly the point, the city council budgeted eight positions for this but for a long time the department was operating between 4 and 6 inspectors so not the full load, they asked not to be identified because are not authorized to speak on this but my sources inside shared with me that for a period of time the chief named herself fire marshal on paper so she could comply, she even named her assistant, Cynthia Perkins to comply. That is a serious position and you are supposed to be supervising inspectors. It is the chiefs responsibility in the end to make sure that you have hired inspectors if the city council has budgeted for this. This is a contributing cause and i would add to this, lets compare the Fire Department to the Police Department, we had a chief and sean went who was a good man and committed to reforming the department and was overseeing the department at the time that his new recruits behaved in scandalous behavior. That chief had nothing personally to do with that but he was in charge of the department and he paid the ultimate price and was shown the door quickly. We have not done that with this chief and 36 people died in the fire. Clearly the mayor has received these complaints and there is unhappiness with this chief has been going on before the go ship wrecked for some period of time. There are other issues. Do you believe that mayor shaft and the city manager knew about the issues and why was a move not made . I would leave that question to the mayor and i hope you ask it to the mayor or city administrator because they can answer better than i can, but from the outside looking in if i am speculating it would appear that we dont want to scapegoat anyone in the administration and most of us knew that she was probably talking about the Fire Department chief at that point as to why she did not move to deal with the situation where the city administrator i dont have to answer that question or im not going to, but i will say this, a fire chief remained in the position for a long time and a chief of police was let go. The department was not exclusively responsible but there were 36 deaths, in this situation someone will move quickly. The fact that this has been allowed to linger for a long time contributed to poor morale for a long time and said the department and we dont really have an explanation as to why she was not terminated. Let me also say that this is an at will employee so theres not 1000 hoops that you have to go through with grievances, the mayor or the city administrator can ask for the resignation or terminate an employee at will and they have done that for far less and far less situation so it is a bit of a mystery as to why they have failed to ask her work in this.
