The fear was that one of those pieces would fall as part of a 27footlong crack. And the fall could strike a passion vehicle traveling at 60 miles per hour. It could obviously dent a car or could penetrate through the window and strike the people in the car. Reporter just before 11 00 last night a caltrans subcontractor driving a dump truck dropped off a load of asphalt at a nearby construction paving site. s left the area the container portion of the dump truck, the back portion, was still up in the air. When the driver went under the embarcadero overpass the container hit it and became wedged. A hole was knocked into a steel support girder and concrete and rebar was damaged. Caltrans executive bob hass says the fix is similar to trying to fill a cavity. Basically putting in fresh concrete and fresh rebar, if any of that has been damaged. Its the standard structure of steel rebar, like a steel cage with concrete set around it. So just replacing the part thats been damaged. Reporter the process is now more complicated due to the damage to the girder which needs to be replaced, not repaired. There isnt a time frame for when this job will be finished. Theyre not exactly sure when they will start in earnest. They want to try to keep this freeway open for the teeth of the rush hour. They are going to do it probably around 7 00, which is the back end of the rush. Then once that is done they will start the repairs if they can get all of the materials here. Thats the other problem that caltrans has. They have to get the materials here. They talked about the girder. Theyre going to have to replace that. Replacing a lot of money. Who is going to pay for all this . Reporter well, you know, thats a very good question. I asked that of caltrans, whos responsible. It all depends on how the final chp is written. It could be whichever Contractors Insurance company. So it depends on whether its the contractor, the subcontractor, or the sub subcontractor, but one of those Insurance Companies will have to pay for the damage, all contingent on how the chp report is finally written. Others had to shelter is in place in a neighborhood near alomar park. Neighbors reported that rupture at 11 00 this morning. Crews capped the break two hours later. That would make it about 1 00. They finished repairs on the line just about an hour ago. While repairs were being made there were some very nervous moments for residents in 10 nearby homes that were told to shelter in place. Pg and eve said the rupture was caused in part by storm related damage to the fourinch steel pipe. Officials are continuing to monitor a landslide on Morgan Territory road in Contra Costa County after chp officers reported more movement overnight. A week ago a landslide collapsed a section of the road which runs along the eastern side of mount diablo between clayton and livermore. Last night county officials held a Community Meeting to say Morgan Territory road will stay closed for months, even though it hasnt rained for a few days the slide is still moving and is about 400 feet long. The north end of the road which provides access to the cities of clayton and brentwood is cut off. We will be going to the board of supervisors specifically to claim an emergency status for this project, which will give the county more authority to move faster with contracting. The only good news people got last night, the water has been torched on for residents in the area. They have been without water for a week. A Geo Technical company has been hired to analyze this slide. Emergency supplies are being airlifted to parts of big sur that have been cut off by mudslides and the collapse of a bridge. You may remember the recent storms caused so much damage to the bridge that it now must be demolished. 450 people are living in the affected area, and crews will fly in food and fuel to people as well as businesses in what is expected to take 11 helicopter trips. Total cost of supplies is expected to be 20,000 and will be paid for by the county. Well, it hasnt rained in awhile, mark tamayo, but we are still feeling the effects of all this rain this season. Well talk more about this in a few minutes. A Memorial Service was held for Alameda County sheriffs Deputy Michael foley who died last week during a collision. Henry lee was at the service. He joins us now with more. Reporter ted, family, friends, and Law Enforcement officers from across the region paid their final respects for deputy mike foley. There was laughter and tears for a Law Enforcement officer who put his family first. A hearse arrived with a police escort. Everyone attending said they were touched to see the show of support from Law Enforcement officers from across the region. The 60yearold deputy served 29 years with the Concord Police department before joining the Alameda County Sheriffs Office in 2007. Colleagues say he may have been older than most but he worked the hardest and served as a mentor to deputies half his age. Last week foley was struck and killed by an empty inmate bus in dublin. The deputy behind the wheel was among the mourners today. Deputy foley was earning money to pay for his 18yearold sons college education. His son, also named michael, spoke to the mourners today. May dad was my absolute best friend. No one knew my dad better than i did, and no one knew me better than he did. He taught me everything i know. Deputy foley comes from a family of Law Enforcement officers. His father larry retired as an Oakland Police sergeant and his younger brother john foley is an Emeryville Police officer. The deputy was honored with a 21gun salute and a helicopter flyover. Services today were private but we did see citizens lining the route of his procession with flags. Funeral services were also held in Southern California for officer keith lane boyer. Officer boyer was killed on february 20th while he was investigating a minor car accident. A recently released gang member was arrested for his killing. Boyer is the first whittier sphirn nearly 40 years to die in the line of duty. A Jewish Cemetery in rochester, new york is the latest target of antisemitic attacks. Vandals overturned at least 16 headstones. Its just one of dozens of jewish cemeteries nationwide that have been hit. New yorks governor has directed the states hate Crimes Task Force to investigate the vandalism at that cemetery. There have also been several bomb threats phoned in to Jewish Community centers around the country including here in the bay area. As lawyer laura ingles tells us, authorities are investigating. Now authorities have made their first arrest saying 31yearold Juan Thompson was attempting to frame his exgirlfriend using her name while making the threats. The suspects former roommate says he hasnt seen thompson in months, and he is shocked at the charges. He hasnt been here. Reporter in how long . A couple months now. Its crazy. Reporter thompson also allegedly sent defamatory e mails and faxes to his ex girlfriends employer here in new york. For now he is being charged with cyber stalking which could land him in jail for up to five years. And key face additional charges as the investigation continues. But with the threats coming over such a wide area, they say more needs to be done to identify and arrest the suspects responsible. Federal reserve chair janet yellen signaled today that an increase in the benchmark Interest Rate is expected. The former professor spoke in chicago and said the increase will probably come sooner than expected due to signs of a strong u. S. Economy. Looking ahead we continue to expect the evolution of the economy to warrant further gradual increases in the target range of the federal funds rate. She said today were going to make an adjustment at the next meeting, depending on things, which means a jobs report. The jobs report was supposed to come out today. We have had 76 months of increased jobs. The following monday is when the feds will analyze that and decide whether or not theyre going to raise the rate. What do you think they need to sign that report . Just another increase . They just need to see stability. And theyre probably going to see that. All indications are that jobs have continued, as they have been for 76 months. What they have really been fighting is trying to get inflation to the 2 level. Theyre not quite at 2 yet, but we see a lot of the headwinds from the Global Economy slowing down. We see a president being elected, putting plans into place. All these lead to a better environment. This will affect, this potential rate hike, will affect millions of americans but also the Global Economy and financial markets. How do you see this playing out . Well, for the Global Markets i think todays market was an indication. The mark started down low, janet yellen spoke, the market was back up. The market has kind of built in this increase. Its not a substantial increase. There will probably be 25 basis points, one quarter of 1 . But the language tells us there will be other increases subject to inflation. If there is no inflation, theres not going to be increases, because, as you know, the feds are responsible for the supply of money. If theres high inflation, then they start to constrict the use of funds. Lets say, though that we start heading down a path in which we are raising the rates, as janet yellen said, at a faster pace. What type of impact will that have . It can affect the longterm mortgage rates. When the feds raise the rate by one quarter of 1 , which theyre probably going to do, that really doesnt affect the long end very much. Its not until they get to about 1 , and that increases the long end by about a quarter of a percent. Weve seen the 30year rate go to about 4 plus. So you start add aing thats increases, and all of a sudden it becomes important, and it squeezes some people out at the lower end. But i come out of the 80s, and i remember when Interest Rates were 12 and 10 for mortgages so its still a sweet deal right now. George, thank you for being here.
