Im curious, its a sunset and will be dark soon, how long are people out there on standby to get that elephant seal before it wanders onto highway 37 to get struck by a vehicle . Our main concern is that if it gets dark, we dont want her getting back onto the roadway. Our goal is to get her to cross the roadway. She is continually trying to get out and cross the roadway and our concern is we dont want it to get dark, have her cross the road, the vehicle comes along once traffic freeze up and hits her. It was a cold night as you know for thousands of people in the state in particular, 6200 pg e customers in Discovery Bay lost their Natural Gas Service yesterday morning. Tonight, many of those customers still dont have their service back on. Ktvus tom vacar joins us now with the latest numbers and all this. Tom . Reporter the very latest numbers, i got them about a minute ago, are about 2800 of those 6200 have been reconnected. 2800 out of 6200. But the pace has picked up substantially, because that is 1000 more than an hour ago. At that pace, most of those folks should have their service back very, very soon. Pg e crews are liberally swarming Discovery Bay right now to reestablish service to every resident they can reach in person. Sunday morning, 1 00 a. M. , 6200 Discovery Bay Pacific Gas Electric customers lost their Natural Gas Service. Pg e set up Warming Centers here at the timber Pointe Elementary School and the Discovery Bay community center. But, there were few takers. We went and got a couple of portable heaters so we can keep the rooms warm that we were in. And, it helped some. We were still put a cold last night. Reporter all day, the slow, laborious process of restoring service has been underway. Originally reported to be completed by 5 00 p. M. A lot of it has to do with when people are home. We need people to be home in order to make an to restore service. So, its going to depend when people get back from work. Reporter in order to reconnect 6200 people it takes a small army, in this case, an army of 200 pg e technicians going to each and every customer in the outage area , making sure that they are re hooked up properly. We want people to know that it is not safe to relight their private life. That is something that should be left to pg e. Reporter nonetheless, people who know how to relight their pilots do just that, providing pg e with a bit of a boost. We just turned the gas back on ourselves. In fact, the whole neighborhood did the same thing. These guys have got enough stuff going on. Its not that big of a deal. Reporter a day and half later, the precise cause remains elusive. We are still looking into exactly what happened. We did replace some equipment at a regulator station. As a precautionary measure. Police in alameda say a package initially thought to be an explosive device turned out to be a pretty realistic looking movie prop. Police were called just after 11 00 this morning to the 700 block of lincoln avenue near webster street. Police say officers found what appeared to be sticks of dynamite with a timer device and a bag. Leaning against a tree. Officers in evacuated the surrounding area and restricted traffic before determining it was fake. The evacuations were lifted about two hours later. Police still trying to figure out just to put that prop there. The Santa Clara County coroner identified a man shot and killed by police on christmas as 31yearold william raff of palo alto. The deadly shooting happened at home on forest avenue near webster street around 9 15 friday night. Police say raff called in a bogus report and 911 of a violent person and when officers arrived, police say raff lunged at them with a knife. To officers who shot him and later died at the hospital. The family of a missing San Francisco man asking for your help, 32yearold matthew wastro dowsky was seen in the area of clay a private investigator hired by the family told ktvu today that his wallet, jacket, shirt and phone all of it were found in the presidio. These are photos now from his facebook page. He lived in potrero hill with his exgirlfriend whos with him when he ran off. Wastro dowsky has been treated for Mental Health issues, but were told he had quit taken his medication and have become delusional shortly before he disappeared. Two people died in an Early Morning Apartment Fire in oakland. This isnt the first time firefighters have been called to the east Oakland Building this year. Ktvus Paul Chambers has details about how that fire may have started. I talked to neighbors recently who basically told me that they believe the home was used by Homeless People and people who used drugs but the people deceased may not have been that category. Reporter the call came out just after 11 00 this morning. Crews and one something they saw flames coming out of the top floor unit. And heavy smoke throughout. The fire was immediately upgraded to a second alarm, it took was about an hour to get things under control, all four units were damaged. Investigators say this is the third time crews have battled the fire at the same address this year. The first one was in may in the top front unit. The second earlier this month, but that was mainly smoke from a small fire inside a bathtub. Investigators say this fatal fire in the bottom front apartment appears to have been accidentally set by squatters, possibly for heating or cooking purposes. Officers with Animal Services they once the woman is located shes expected to base animal cruelty charges and the dog will likely be removed from her care. Giving inmates purpose, thats the goal of a unique program at a jail in the south bay. Rocky garrett is behind bars for manufacturing false ids. Hes using his computer skills to make custom plaques for gilroy pd. Its kind of interesting to come in here and to use the same ability to do something positive. Reporter they are part of work program run by the Santa Clara County Sheriffs Office were inmates learn various trades. The goal is to encourage change in defenders, arrested for low level crimes, and to teach them the value of work. We are helping out the community and in turn helping out ourselves also. That is the idea. We dont want them to come back. We want them to go out and get a job. Reporter willie chan oversees the Program Going strong for 16 years. He has seen firsthand inmates get jobs after they are released. Some as carpenters. He says one man even opened up his own laser engraving business. Their biggest project right now, they are working on a 60,000 project to redo the upholstery for the San Francisco superior county court. Evelyn hernandez is in the embroidery program where she makes patches for the deputys uniforms. This made me feel like really good. Because i see officers Walking Around with shirts that i gave to them. I feel proud of what i did. Reporter she got teary eyed, grateful for the opportunity. I have been coming to jails my whole life. Im try to do something different. Reporter money made from the projects goes back to the countys general fund. The inmates dont get paid but the payback for them is giving back to society and giving them something to be proud of. Im going to be out there doing something positive this time instead of something negative. San francisco officials are reminding residents about the citys annual tree Cycling Program for discarded Christmas Trees. The Citys Department of the environment held its 20 identical chipping of the trees event this morning at city hall. They say getting rid of your Christmas Trees these. Strictly three of ornaments, lights and other decorations. Place it next to your blue been on your designated recycling day. No need to chop it up. In fact we dont want it in your grain bin. We want poultry out on the curb. And there is no need to drag it down to the corner. We have seen people put piles of trees on the corners thinking thats a good place to pick them up.
