Reporter President Trumps first address to congress will focus on some of his Top Priorities including taxes and obama care and immigration. The primetime speech coming one day after the house revealed some details of the budget. That will add 54 billion to defense spending and stripping the same amount from other federal agencies. What i expect to hear is the strong support for making sure that were caring for our men and women that have served our country. The state department could face cuts and the epa could be slashed by one quarter. Republican lawmakers are eagerly awaiting President Trumps first address to congress. A chance for the country to hear more about their shared agenda. This is a once in a generation moment and opportunity. We have the opportunity to finally tackle big problems that have held us back. House democrats are shutting down reports planning to protest President Trumps congressional address. We expect the president sy itself and keep in mind it will be polite and it will show little, if any, enthusiasm. We will see if it plays out. Meanwhile, former red state Kentucky Governor Steve Brashear is set to deliver the rebuttal on the democrat side. A strong supporter of both obama care as well as medicaid expansion. Frank and julie. Joel, do we know how long the president will talk and are you expecting broad brush comments or do you think he will get into some of the specific details . Well, the speech should be in theory about an hour or so, perhaps underif there is a lot of applause and can go over but roughly an hour. We are unsure how else it will play out in terms of the other question you just asked. We will have to wait and see what donald trump has to say specifically but in general the white house did kind of forewarn everyone saying that they will kind of go over this in more of a broad brush manner rather than specific details this evening but a lot of ground to cover including immigration and things like tax reform and the budget. Probably not a lot of specifics but he will cover a wide array of topics. And joel, you did mention the Immigration Reform that is supposed to be a big topic. A lot of people invited. Democrats inviting people close to Immigration Reform issue. Can you talk about that . Reporter yeah, democrats are inviting you know socalled undocumented workers here in the states who have temporary status but that status could be revoked. They are doing that to work on Immigration Reform. The white house came out speaking on behalf of the president and essentially saying that president is looking to soften his stance on immigration and continuing a pathway and President Trump has five guests and four of those have family members that lost their lives at the hands of illegal immigrants. That could be a fiery speech. Joe walman in washington d. C. , thank you. Brian sobel is here. One of the big headlines is what joel was just talking about. A softning when it comes to immigration and allowing people to not necessarily become citizens but to be legal residents in the united states. Does that surprise you . No, not really. I think it was never possible to take millions and millions of people and somehow exit them from the country. I think it required some plan to allow people to stay under a Certain Program to pay taxes and do other things to possibly be a citizen and i think trump is going to change his stance to the extent he will say we want the bad people out that are illegal and we will soften the stance on people having families and having jobs. There will be a positive message to people and improving the economy, job growth, health care reform. What kind of reaction do you think he will get from the democrats . The democrats wont say or do much. It will be quiet on that side of the aisle. The thing to watch tonight is the react by republicans. You know donald trump has a Republican Base but he has not gotten along with them. I dont expect to see john mccain jumping up and down with everything he says. So the reaction of the republicans i think will be interesting. You will see civility and you will see the usual standing ovation when he comes in and then it might get quiet. This video shows the moment the plane fell from the sky slamming into two homes in riverside and burst in a fireball. It was headed to san jose. Late this afternoon the ntsb held a News Conference to update us on that crash and victims. South bay reporter jesse gary has been working today to get us new information on the three people who were killed in that fiery crash. Jesse, one of those victims a teenager. Julie thats right. And we were hoping to get more information from the ntsb at that Afternoon Press Conference but we dont have the identities of all of the victims. There is a connection to the cheerleading community. Lets look at the video. I talked to two students that say they knew some of the victims and that yesterdays crash has left the whole community devastated. Well, a lot of the people are really upset and they are depressed that the cheerleaders could not enjoy their victory after that and many of them could not go to school and they are all in the classroom depressed. Reporter the heart break comes after a cessna airplane crashed in riverside california. Five people onboard and three were killed killed including one teenager. This past week the union cheer squad finished first at the usa Junior National spirit competition in disneyland. None of the students were on the plane but relatives are connected to the school. Our prayers go to the families of the victims. I cannot imagine what that would be like as adolescent to lose family members in this way. Reporter grief counselor were at the school all day. They will be here as long as needed. The Riverside Sheriffs Department will be the agency that releases the identity of the victims. Jesse gary. Fox 2 news. Jesse. Thank you. Now to the latest on the flood relievers in the south bay. The San Jose Council voted to have a local state of emergency to allow the state to apply for state and relief floods. The flooding of coyote caused 50 milliondollars to property. A public hearing is set for march 9th to look how it happened as well as the response to make improvements. Identifying the key areas where we know there were breakdowns, identifying what we can quickly fix because we know we have got three more months of rain potentially ahead and there are thing that we will need to fix very quickly particularly around early notification of residents and identifying the meeting of the long term fixes particularly for the safety of the hundreds of thousands of people that live near coyote creek. The community has pitched in 900,000 to help. The city council says several local charities will help to distribute that money. It is a partnership to protect immigrant communities and just forged today. The unprecedented action that undocumented immigrants have been looking for. The potholes in the bay area. Live pictures. Crews repairing a pothole on mission boulevard. You will get a sense of how big the pothole is. The pavement opened wide and deep enough where rebar could be seen. A team of road workers is still trying to repair the pothole. Cal tran is hoping to have the lanes back open. You can see they are making Good Progress and hoping to have it opened by 7 30 this evening. The bottom line is that there are potholes virtually everywhere in the bay area. That pothole is one example. Patching is a temporary solution. Tom vacar is in fremont tonight near the pothole we showed you and tom, there may be hope for drivers who are sick of all of these potholes . Reporter if we take it seriously and spend the money, you bet you. It is homegrown. I want to show you the ground view because what you are taking a look at is what we saw from the helicopter but we are seeing it is slow traffic. Lets go back up to the helicopter. The big view is a big mess because what it really shows is how one hole as big as it might be county really screw up an entire freeway and this is the commute that makes it even worse. But some very smart people at u c berkeley and davis are looking at this not just as a road but a scientific test bed. Tucked away at richman field station is the research center. The state legislature set up the lab 70 years ago in the late 1940s as called was about to expand the road system. It is a sister lab at uc davis. These High Technology labs have advanced with the times and technologies to revolutionize roadways. We are making to make them cheaper and last longer and reduce the environmental impact. There are various kinds of rocks and other materials that go into as fall and concrete roadways. We look at different ways to do the mix design and the proportions and the property of the rocks and the sand and the rocks and the binder. The binder, glue is cement. The quality of road building, the actual laying of the pavement can length it by double. It is not rocket science. It is rock science. Whether these are materials that the lab builds custom or if they cut it out of a highway, they test them and they know how well they will perform. Now and for years in the future. Every punishing test such as advanced accelerated technique where road materials are run over by steel wheels are utilized. The results show how well or poorly the materials respond. Add to that all manner of flexing and pounding and heating and cooling. Most significantly u c pavement labs developed a technique where where you dig the material up, you rebuild it right in place. No expensive hauling away of the old road. Eventually all roads will be able to be recycled in place forever. Professor harvey says that could cut a year long job to two or three weeks and that 25 or 50 discount. We can reconstruct it in place quickly and cheaply and with little impact. 95 of the money about the state and local government is on maintenance and rehabilitation and not more than five percent is on new pavement. Now professor harvey says that at the moment pot hole patching is nothing more than the headstone on a pavement that has died. He says that it just simply doesnt last long to justify it and that reconstruction in places really is the way to go and he is working on developing those technologies. Reporting live. I have not run over it but if you hit that it will cause serious damage. What is the bottom line . What is the answer . Reporter well, the answer is that we have to take this seriously that we will have to do some patching until such time as we look at some of the roads and say that this is an entrance to a freeway and people will start to ramp up speed and there could be bad accidents. We got to start to bite the bullet. Last week i talked about what 25 cents a gallon on gas would do and raise four billion dollars a years and over ten years you can fix them all and thats the commitment we are talking about. Otherwise we will be plagued by this i guarantee you for the rest of the spring more of this stuff breaking up. You can remember and understand that today this happened on a perfectly dry day. You can kick kicking the can down the road. Removing a pile of debris at the oroville dam spillway. About one million cubic yards, enough to fill 300 olympicsize swimming pools. The water was shut off to the spillway yesterday. We found workers assessing what is left of the cement. They need to remove the debris so that hydroelectric power plant can be returned to service. We see out here in front of us is the channel that we want to really dig back down so that we can maintain low water levels on the power house and be able to reoperate that by the end of the week. Water managers had to dump millions of water down that main spillway after the emergency spillway threatened to erode forcing the order three week ago. The lake currently has room for 60 more feet of water. Lets talk to our chief meteorologist. Couldnt happen but notice the sky behind the person we were interviewing by the oroville dam. Tornadoes are really a spring time event, early summer, late spring and we are looking at tornado warnings from memphis all the way up to st. Louis. Tornado warnings in effect until 10 00 central. This area up here. This tornado watch until 10 00. The chicago airport will have delays starting probably now and going for the next 3 or 4 hours. If you are traveling and using chicago as a hub or even just the fact that chicago hubs to dallas and that can slow everybody down. Be ready. You can see that the jet stream setup and it is basically everything up over the top. Everything going up over the top to the north and thats setting us up. These are the upper level winds and the surface winds and they are relatively light. That is why it will be cool. A little bit of a flash showing up in some locations but no rain. We are dry and current temperatures in the upper 50s. Overnight lows will get down. 37 in napa. 34 in santa rosa. This will get you frost. Concord 32. That is freezing and that will get you frost. This High Pressure stays with us. Drives everything to the north and we continue to warm up. It is not a big heat wave. But mid 60s possible. By thursday and friday. So thats definitely warmer than it has been. And as you look at the sky forecast for tomorrow in San Francisco, not a bad day. Starts off cool in San Francisco. Lunchtime your almost 60s. A rash of freeways shootings led to call for cameras in the east bay. Now there are cameras on the freeways but only in san pablo and pittsburg. What about the rest of contra costa county. Brawn harold was shot dead on highway 4 near hill crest avenue. And obviously there is a hole there. Cities should not be responsible for the freeways and the protection of our citizens. I command san pablo. The state agency helps city secure permits for cameras that may be placed on state property. All funding is led by the local agencies for their systems and they facilitate the design installation and maintenance. There is holes in the information gathering that i believe that system would close for us. Contra costa county prosecutor mary knox is working to get cameras install all the way to antioch. Unclear where the money could come from. , local state or federal grant money. Police agencies are already sharing information with each other.
