Investigators have found the getaway car and riddled with bullet holes. Our Crime Reporter henry lee is in berkeley where they found the suspects car but no sign of the suspect. Reporter im at the dead end of West Berkeley where an active search is over for whoever abandoned this bullet riddle the Mercedes Benz. It is the same Mercedes Benz that Richmond Police fired out this morning. This all began at about one in the morning in richmond when police there respond to reports that a man was breaking into a car on sutter avenue. An officer arrived but the suspect ran off. A short while later in the same area. Someone in a Mercedes Benz drove towards a second officer. That officer believing he was about to be run over opened fire. Police dont know if any shots hit the driver. Fast forward just after noon when Berkeley Police got reports of a suspicious Mercedes Benz in West Berkeley. An officer tried to pull it over near 6th and madison street but the Mercedes Benz took off. The vehicle fled from the officer. The officer actually pursued that vehicle and it ended here at madison or on dwight at the 4th street intersection. We contacted the Police Department and they took over. Berkeley and richmond officers and a canine searched aquatic park and the Railroad Tracks before losing the trail. And that trail may have gone cold but Richmond Police have towed the car and are searching in hopes of identifying that driver. Live in berkeley. Henry lee, fox 2 news. The officer that was almost run over, how is he doing tonight . Yeah, he is fine. Fortunately not hurt or hit by that vehicle. So at this point the search is on for that driver. All right, henry lee in berkeley. Thank you. Assessing the damage. Thats what a team of state investigators did in hopes of providing much needed relief for flood victims. Jesse gary talked to one of the state officials and has more for us from one of the neighborhoods that was flooded out. Jesse. Frank, we are in the Williams Street neighborhood and in the past couple of minutes, a large flatbed truck removed a dumpster that was parked right there where you see that debris against the curb. It took it away as you can tell with the man for debris removal out paces the dumpsters. They are waiting for another dumpter and they push debris in the large piles that you see here. The painful reminder of what is lost and how much work lies ahead not just here but in other neighborhoods. Today in rock springs the familiar groan of engines as crews used industrial loaders. Took the First Step Towards sending relief funds by touring flood damaged areas. Get an idea of how much individual assistance may be needed to help the residents impacted. Those include this woman that walked through her empty apartment that was ruined by the water. I am 70 years old and to be faced with the Flood Disaster is horrible. If we receive a warning like a night ahead, we can prepare something. But nothing. Elected leaders and staffers have taken their lumps the past two weeks over the lack of advanced notice. The mayor says revamping the Warning System is at the top of the list of much needed fixes. We are putting an action plan together now to address the most urgent needs in improving the warnings and notification system to the residence and clearly what we saw with this flood. Thats the most urgent need. Part of that plan includes the recent hiring of a new Deputy Services director. The city had been using an interim person but ray reardon takes the day day to day r ei nnext monday. He will review the worse flood that san jose has seen in two decades. We wont be able to eliminate it. But how can we work more collaboratively so when a message is delivered we understand it. The focus for reardon and other city leaders in communicating with residents in a crisis. The study does have an electronic system. It is used for a weather emergency where they can draw a circle on a map and anyone within that area of the circle could get an emergency call to their list. Could not there be an emergency system and make calls. The reverse 911 system works for landlines only. If you were going to use that as a cell phone you have to go and register the cell phone with the county and that is redundant so theres alert sec. Residents have to register the cell phones and here is the problem. Only a small percentage of the two million residents in santa clara have registered. The goal now is to get the word out, to have people go to the county website and register their phones, their cell phones so in the event of an emergency they can be contacted about that. Jesse, that neighborhood behind you, is it kind of like a ghost town or have most people moved back in their houses. People can get back in. There is a yellow tag and i dont see people moving inside. I will wait for this vehicle tro drive on pass me in the middle of the street. Of course they had to slow down. They always do that. They always do do that. You have debris here and an ipod of things that people cant use and they have a chair sitting on the sidewalk. Thats the visuals that you will have as you come down here frank. A lot of debris and a lot of reminders of how much damage and destruction there was even though the skies are clear and the sun is out. Guys. All right. Jesse gary in the south bay. Thank you. San francisco is known across the country for its progressive values. Now it may be the most aggressive city for Breast Feeding moms. The plan to require every San Francisco business to provide a place for new moms to pump. I think what happened she tumbled off of the trail and you know being blind, she really she gets disoriented. A blind dog. This one you are looking at here spent more than a week lost in the Santa Cruz Mountains. How a neighbor carried the dog home. Momentum is gaining steam for the raiders possible move to las vegas. The latest word from nfl owners that may vote for relocation as early as this month. And we are tracking the warmup. It warmed up today but tomorrow and the next day we will see 70s. I will show you how warm it will get in your backyard. Now to the raid errs raiders and more talk with a possible move. There is talk about four nfl owners and all momentum is towards the owners approving a relocation. He tweeted that the raiders feel confident that they have the votes to make the move. And around the same time this morning Andrew Brandt tweeted reports of raiders now having the votes to move to las vegas and have said owners will not let 750 milliondollars in public money die on the vibe. Joe fonzi joins. This is what raider fans want to hear. But a couple of telling items if you listen to any truth that may or may not be involved in the tweets. If the logic for the owners, they wont let 750 Million Dollars of public money die on the vine. Then the nfl owners just told their working class fan base what they think. According to reports today a majority of owners are now leaning towards a vote at the meeting that are coming up later on. And here is what appears to be new information compared to what we knew yesterday. The fact that bank of america officials appeared in person at a finance meeting carrying a lot of the weight and picking up the 650 milliondollar hole. They have yet to have any specifics mentioned as to the Interest Rate and pay back or collateral but the involvement of bank of america can convince the joint committee to vote yes on the move. The raiders near 22 of 34 votes to get the leagues blessing. The last time they made a recommendation that was the recommendation for the chargers to share a stadium in carson. Details about mark davis share of the financing is vague and a relocation is still in the mix. A number that was 550 Million Dollars for the rams and chargers but could be less for the raiders. League owners meet march 26 and stand by. According to reports a majority of owners are leaning towards a vote at those meetings. So we have continued to say well get you more information as it trickles out. It sounds like the most significant news worthy thing about the bank of America Funding is the fact that a repoke exists that a vote could happen in the march meetings when for a while it looked like it wouldnt happen. If that vote happens and they a prove a raiders move, that is a big deal. It is because you have the leagues blessing if that happens and we have said this before. They dont want to move franchises, this is a the first vote. If they say you have our blessing we have to assume that all that financing is in place that would put the raiders on the hook for maybe just short of a billion dollars if you talk about the relocation fee, the amount mark davis is supposed to come up with and the debt service that bank of america will provide. Will the city of oakland have any final say or any chance to appeal this. I dont know if there is ini legal ground and we know they have a lease at the oakland coliseum. Could there be legal wranglings by the people furthering their cause, i suppose that is a possibility. Keep us posted. The contra costa board of supervisors declared a state of emergency today to a huge mudslide that was shut down this rural road for a weekand ahalf. Take a look. People that live on or near Morgan Territory road have to make long detours to get to where they need to go. The county hopes that Emergency Declaration can speed up repairs to this road that are supposed to start two months from now. The supervisorser looking at possible a little bit routes such as a local fire road. We want to go to chief meteorologist bill martin in the weather center. Another Beautiful Day outside and it will only get nicer. It will get nicer. It warmed up a few directors. Upper 50s and low 60s and tomorrow upper 60s, low 70s. It will be springlike. It will be in thissable and if you look out at the trees and the blooming bushes and what have you, everything is starting to go off. This will be the week you notice it when you go from rain, rain, 70s and you will see it. Thats tomorrow and we go out to the eastern part of the country. This system was in the ohio valley and they had a lot of the nocturnal tornadoes. Real damage and problems in these areas. This system has migrated to the east. The travel concerns with this will be atlanta obviously and new orleans in the next few hours as you see. Right now no watches or warnings in this area but they are getting hit pretty hard with rain and heavy wind gusts. That will slowly move off the shore here in the next three hours. And for us it active pacific and the clouds and the energy and the rain will stay away for the next few days. The clouds will filter in and out as they did today and drop rain. I saw rain in berkeley and oakland and out towards concord and san jose. Showers right now to the north of us. Where we are, nothing. Just a few clouds, it will be a beautiful sunset and day at the beaches. And tomorrow and the next couple of days will be exactly that. Just beautiful. These are the highs. Watch where they are in terms of yesterday. Warmer by 7 degrees in napa and warmer by 6 degrees in hayward. I will show you this because i like to show you trends and they are so much in weather. We trend warm and cold and we are trending to the warm right now and seeing it evidenced in these departures from yesterday and tomorrow you will see it more trending in that direction. As you look outside in walnut creek or by lafayette and thats where the cameras in lafayette are. Walnut creek back in here. Beautiful green and i saw a land stat image from the go 16 satellite and they were taking pictures of the earth. California in 2014 and then this year. It is green and what a difference this much rain makes. Almost two seasons of rainfall. Almost two seasons of rainfall in one season. Overnight lows will be chilly and not freezing. Maybe some valley fog and we did see the fog last night especially in the east bay. Tomorrow morning you get up and like today, but more sunshine and warmer. So San Francisco your cloud cover and tries to join showers. Dont sweat that. And right at the end of the day San Francisco goes to 65 degrees. We got a nice looking forecast ahead and if we can all breathe a sigh one of those. Oh, my gosh. Even today. Was not that warm but it was just the sun and the creeks drying and mellowing out. Green and the trees are blooming. They are going off. And looking at the picture in the south bay where jesse gary wap that neighborhood then and now. This is one of the top five winters in recorded history in the mountains and parts of the bay and you are here to see it. 82 is one. This is right there with 82 and 82 is the one i remember the most. This is a big deal. Thank you. Well back now to the trump administrations plan to replace obama care. A number of powerful conservative groups announced their opposition saying it doesnt go far enough. Both committees are supposed to begin tomorrow. The Congressional Budget Office has not issued their report on the new bill. Tom vacar asked two bay area experts to crunch the numbers and tom is in the newsroom. What did you learn, tom . A lot of opinions here. By definition. Many people that voted for the president also voted to end obama care. We are going have something that will be much more understood and much more popular than people can even imagine. The goal of this is patient centered health care where patient and doctors are making decision and not federal government. But ken jacobs head of research for education say repeal of the Affordable Health care will likely make a loft Health Insurance unaffordable. The replacement bill phases out Medicaid Expansion in 2020 costing california 9 billion in lost federal funds. Average held costs are expected to go up by 2500 a year. For those who 55 to 64 average costless go up seven dollars a year and for low to moderate income families, 4000 a year. Jacob says many people will drop insurance or buy it even with a 30 penalty only when they are sick enough to really need it. Health economics professor wil dowel says most of the 20 million new obama care patients would quickly dry up. Would likely reduce the number of insured by 10 to 15 million. As to arguments that the new bill will give doctors and patients more choice. It will be fewer choices as the Insurance Market disappears. With fewer folks in premiums will go up so for those to buy coverage will choose higher deductibles lower their premiums. What that means is healthier people are going to be less likely to buy coverage and sicker people are more likely to buy coverage and that means premium costs go up. The bay area will be hit particularly hard. When you look at lowers in this bill, high cost areas like the bay area and high cost states like california older folks and especially people in the 55 to 64 range will have to face the highest cost increase and lower income. Lower and moderate income for people will face real increases. Now some moderate republicans are saying this is a bill that goes too far and they are looking for the next Congressional Election where that could count. Tom vacar, ktvu fox 2 news.
