Shot out. We dont know what that red volvo. May have been a witness inside that car. Heres the bottom line as we mentioned. All eastbound lanes of 80 near the san pablo exit in richmond are totally shut down. This is creating a monster traffic jam. This is the commute direction. Everyone getting off the freeway now and trying to take city streets. Needless to say those city streets are totally jammed up. As we pan out here will you get some sense of the freeway being closed. There you see the backup of cars. We are also just getting word now that this shooting was targeted. Again, we have two people who have been injured. Three people have been detained. We dont know the extent of the injuries, but just in, new information saying that the victims were targeted in this case. We have two reporters heading to the scene. And we also want to let you know that one of those victims was a helicopter they had to bring in and land on the freeway. Again, at least two people shot. We do not know the conditions of those two people shot but we did confirm that Richmond Police have arrested three people, or taken into custody three people in connection with this afternoons shooting. We have no idea how long it will be until these eastbound lanes of interstate 80 are opened. In a case like this theres a lot of investigative work that has to be done. The lanes have been closed now for some time. It is likely going to be awhile for them before they reopen. Traffic is totally backed up. Two reporters on the way. As soon as we get them set up we will bring that to you. Now to San Francisco where a group of young people on dirt bikes and atvs were popping wheelies on 101. Then after the driver of a car got out, they beat him up. This happened near the cesar chavez exit. Our Crime Reporter henry lee has been talking with the chp about the investigation. This is frightening what happened to that driver when he got out of the car. Reporter yeah, it is, frank. Chp says this assault happened during the evening commute. The victim was an offduty ride share driver. People are just shaking their heads at what happened. Take a look. Take a look at this video. It shows a group of people on dirt bikes and atvs heading south on highway 101 at 6 15 wednesday night. You then see this man on the left doing wheelies on an a tv. Moments later this white toyota then bumps one of the dirt bikers. The car and the dirt bikers continue until just before the cesar chavez street offramp. But take a look. You see a car pull in front of the toyota, blocking it from moving forward. Its not clear if that second car is associated with the bikers but shortly after that, you see the dirt bikers surrounding the white car. This man in the red shirt apparently tries to punch the passenger side window. You see a group circling the toyota, and then the driver gets out and is then punched and kicked by at least one of the riders. The bikers pled the scene. In side shows like these the chp recommends giving a wide berth to drivers or riders doing stunts. Definitely do not try to confront the motorcycles. Do not try to get out. This is something that can happen not only that, but youve got to keep in mind youre on a busy freeway. The best thing to doing a gain, call it in, report it. If we have units in the area we will respond. Reporter the driver has been released from the hospital. The chp says the dirt bikes and the atvs did not have license plates but they do have descriptions of some of the riders. This is the latest incident involving side shows on or near freeways. The chp says catching these stunt riders or drivers can be challenging. When we get the call from dispatch, its not a perfect system but we respond as soon as we get that. We come out as soon as we can but a lot of times we will get there and those parties have already fled the scene at that time. Henry after watching that video, so many things i want to say, but it just wouldnt be appropriate. The driver of that white car, do they think that he was trying to get around those bikers and the bikers were angry about him trying to do that . Reporter yeah, frank, it looks from the video that he was going to pull over but at some point another car, looks like a red car, puts himself in front of that white car so he had nowhere else to go, then soon he was set upon. They didnt just beat him up. They broke his leg. Reporter thats right. He was punched, kicked. He was on the ground. These are very serious injuries. Now chp is trying to find out who attacked him. Lets just hope they catch these bikers. Henry lee, thank you. A bomb threat promed the evacuation of a Jewish Community center in los gatos near highway 17. Officials there say they received the threat just before noon today. That is when the j. C. C suspended thats when the jcc suspended programs and told parents to come pick up their children. Police made a sweep of the building and didnt find anything. Were disappointed that this has happened here but we are tremendously proud of the reaction, the calm reaction of people in our community and the support that we have received. The Community Center said it had recently reviewed evacuation procedures and even run drills in case the building received such a threat. Now, todays incident as we mentioned comes as dozens of Jewish Community Centers Across the nation have received similar threats in recent weeks. That includes facilities in marin and San Francisco. The fbi is investigating more than 120 such incidents nationwide. Last week federal agents arrested a man in st. Louis in connection with eight of those bomb threats. Police tell us he was detained for public intoxication. Police are telling us that aldon smith was a passenger in an suv that collided with an Undercover Police car this morning. Tara moriarty spoke to smith and says that he still seemed woozy several hours later. I dont know whose car this, but come over here. Reporter the 27yearold appeared to still be under the influence, using a car to balance himself. Im doing great. Can you tell us what happened . Nothing happened. Reporter were you involved in a crash . No. Reporter officers say around 8 30 this morning smith and another man were passengers in this black suv being driven by smiths girlfriend. It hit an unmarked patrol karyn front of police headquarters. Two officers were taken to the hospital with nonlife threatening injuries. There were three people that were detained. The driver is a female, 25 years of age. She is being investigated for her sobriety. Reporter officers say smith was stumbling and too intoxicated to stand on his own sew was taken into custody. Officers later found a rum bottle in the vehicle which was towed away. We asked smith while he was at police headquarters. I had to go handle some things. I was talking to a friend who was locked up in there. If i did something, i would be in jail right now. Reporter at 10 30 last night aldon smith came here to the sky lark bar. The bartender says ordered a couple of drinks, sat with his girlfriend and chatted with other patrons before leaving about two hours later. They were just a fun, happy couple. She was really happy to be having some alone time without publicity, but here we are. Three weeks ago aldon smith was in a courtroom in Santa Clara County facing charges related to a dui arrest from 2015. In that case he was charged with hitandrun and vandalism after leaving a club in santa clara and crashing his car. Now to washington, d. C. Where the new republican backed healthcare bill cleared its first hurdle early today after 27 hours, two house committees approved the bill. The energy and Commerce Committee voted in favor of the bill this afternoon. The measure continues to come under intense scrutiny from both sides of the aisle with some hard line conservatives calling it obamacare light. Democrats argue it hurts the poor and gives more power to the insurance industry. Its really a cruel bill that the republicans have put forth, and it will increase the number of uninsured in our country. Our goal is this. Lower costs, more choices, patients in control, universal access to care. House Speaker Paul Ryan delivered a Powerpoint Presentation to try to win over conservative republicans who say the bill doesnt go far enough to repeal and replace obamacare. Washington state and new york today became the latest states to announce legal action against president trumps revised travel ban. Under the new order iraq has been removed from the list of predominantly muslim countries affected. The plan also temporarily halts the u. S. Refugee program. You may recall Washington State successfully sued to block the original ban. Today that states attorney general said he is asking a judge to extend that injunction, saying the new order reinstates some of the identical policies as the original ban. It cannot be a game of wack a mole for the court. The court issues an injunction telling the president you cannot go forward with the travel ban. The president , or anyone else who is subject to any injunction, cannot simply repackage it in a way and say, now were clear of that injunction. Yesterday hawaii became the first state to sue the Trump Administration over this latest version of the travel ban. Back now to the breaking news out of richmond where the eastbound lanes of interstate 80 are totally shut down following a shooting. Ktvu just arrived on the scene. Deborah, what have you learned . Reporter well, i know you have been watching images from skyfox but we want to show you what it looks like on the ground. We are on the closed eastbound lanes of interstate 80 at san pablo avenue at richmond. You are looking at two cars central to the investigation. The gray minivan is the vehicle that two victims were riding in when they were both hit by gunfire. One of them airlifted, the other one taken by ground ambulance, both in serious condition. The car next to it, the red car involved, but were not certain yet exactly how that car is involved. It might be a witness. Were going to talk further now with chp officer sean wilkins. Thank you for joining us. It has been a busy and active scene. It certainly has. Right now we do have all lanes of eastbound 80 closed. Thats to make sure we dont miss any evidence thats on the freeway. The freeway is a very difficult scene to work. Its a very long scene so we need to make sure we dont miss any casings or any evidence. We do expect this to be a very long closure. We have two victims. One was transported by air ambulance, the other transported by ground ambulance. We also put out a be on the lookout. Thanks to some good witnesses the Police Department was able to detain three people. This was not a random act. No. Based on the victim and the possible suspects that we do have detained we do believe this was targeted. That doesnt make it any less dangerous but we want people to be a good witness. In this case we had some good witness, and thats led us to have some progress in our investigation. Do you know anything about the connection between these possible suspects and the folks who were hit . That, i dont. Thats still being worked on by investigators. Reporter was there gunfire from both vehicles . Was this a gun battle or just one way . That, im not sure. We do know we have two victims, the driver and passengers. Reporter are they expected to survive . Havent got any updates yet. Reporter a very busy time on this freeway. This had to be incredibly dangerous for everyone driving ago here driving along here. Can you talk about that . We dont want people to get involved. We want people to be a good witness. We had multiple people call 911 and give us some critical information. Reporter did people pull over when they saw this or did they go off, and were other cars actually hit . We do have multiple people who pulled over that were witnesses. Some of them called 911. We have contacted almost all of them now to get their statements so that they can continue on their way. Reporter can you put in this context . Because it clearly is part of a pattern that we have seen over the last year and a half to two years. Dozens of freeway shootings on 80, on highway 4, over in concord on 242. Freeways seem to be a place where criminal activity, particularly shootings, have been occurring with alarming frequencies. We have seen an increase in the number of freeway shootings. What we really need are good witnesses. Thats our benefit on the freeway is theres always people on the freeway which means theres always witnesses to people doing bad things. So in this case we had a lot of great witnesses, and thats what has helped us make this progress. So the freeways do have some challenges but they also have some benefits. In this case we had a ton of witnesses. Reporter isnt also true, though, that in targeted shootings, people will choose a freeway because its a quick get away and its unlikely that anyone is going to get a picture of them or video of them . Well, that may be true, but i would also contradict that and say this is a perfect example of when people are paying attention. People werent with their eyes glued on their phones. People were paying attention and were able to get us some critical information. How often have you seen an empty tree way besides right now . Theres almost always somebody watching. If you want to commit some crimes on the freeway, somebody is always going to be watching. Reporter this is creating a massive traffic jam back into oakland. For everyone who needs to head east how long do you expect this to continue . It is going to be a long term closure. Were talking at least an hour, most likely more. You can take westbound 580, you can take eastbound 24 as another option. If you have never ridden bart this would be a great day to try it. This is definitely going to affect the commute. Reporter when you say long time youre talking a couple hours more . At least the minimum of an hour. We will see if we can get some lanes open. But we need to make sure we dont miss any evidence so we have to ensure that lane is clear. Its affecting the westbound lanes, too. Theres nothing going on in the westbound lanes but its just people stopping to look. Reporter thank you very much officer. However, they do put the blame squarely on the Santa Clara Valley Water District for providing what they say is faulty information which they used, and they base their decisions on that faulty information the night of the flooding. The nightmare of a cleanup still faces some residents. More than two weeks after his house flooded, kirk long is still pumping water from his basement.
