Officials say 31 inmate was found unresponsive in his jail in san jose thursday. They say three Correctional Officers and paramedics were unable to revive him. The Sheriffs Department is waiting for the results of an autopsy to determine how the man died. It is uncommon that three officers would be placed on leave but no conclusions would be drawn till an investigation is complete. The Sheriffs Office is doing a thorough investigation and when that investigation comes out, if there are those allegations they will be held accountable. It is not clear at this pointt if the officers on leave point if the officer on leave were the same three who tried to save the man. Three inmates at san quentin diagnosed with legionnaires disease. The first inmate was diagnosed with legionnaires disease on thursday. 5 mother inmates are being treated. They are confining inmates to expels cancellation visitation to help reduce the spread of the disease. Court is considering a challenge to californias Death Penalty. The argument involves the delays in carrying out an execution. There are 750 inmates on death row and none of them have been put to death since 2006. Last year a judge over turned the Death Penalty for a murderer saying the delays unpredictable. An attorney argued california laws requires a thorough review. The company says the county gave hundreds of confusing change orders and failed to respond to thousands of requests for information. County knows why the project is delayed and it is finding excuses for the delay. The county need look no further than itself and its management team. Federal and state water officials have taken the first steps in moving forward with the delta tunnel plan. Water agencies filed the first permit applications.
