Mcconnell says thats at the request of the president and the vice president. Frank, alyana. Lauren, do they think they have the votes to repeal it next week . Reporter right now the math is not looking in their fair. We know of at least three republican senators who are at this point a . On the motion to brother, and they even need to pass that motion to proceed to even get to the vote. So over this next week, republicans, the leaders as well as the president , are going to be trying to get their own party back on board. Were working to bring you the very latest in all our newscasts as well as on ktvu. Com and our mobile app. Developing news from the sierra where a wildfire burning south of yosemite has forced evacuations in the town of mariposa. Governor brown declared a state of emergency. Cal fire says the Detwiler Fire doubled in size and has burned almost 20,000 acres. Authorities say the flames are now threatening some 300 homes and at last check the fire was only 5 contained. Today they issued evacuation orders for mariposa and several nearby communities. Here is a map that shows the Detwiler Fire. It is burning 50 miles east of modesto. It has forced the closure of highway 140 in mariposa which leads to yosemite. We were not prepared for this whatsoever. I havent seen these conditions in a long time. It is a wind driven, slope driven, fuel driven fire. So far there are no reports of any injuries. The cause of the fire is still under investigation. Chief meteorologist bill martin is here. Bill, hat got to be hot up there. We heard the fire chief say there is a wind problem. How bad is that problem and how much is it contributing . The wind was up there today. Right now the winds arent blowing that hard, but a 20,000 acre fire, you are looking at live pictures, it is going to create a its own winds. The prevailing winds always matter but in this case this thing is generating its own winds as the cooler air from the surface flows into the fire. So the center of that high is a giant heat low, and the air is rising so the air finals all around a it. It creates a lot of turbulence. You can see the plume of smoke. The temperature is 92 right now in the fire zone. 12 humidity. The winds are all over the place, 5 to 10 miles per hour. But what i wanted to note, which is always, i think, creating some of worst fires, you still have oaks, you still have the wild oat, the dried brush so were sort of in this area right in here. So what you have is that transition zone between oaks and pine trees and weeds. So youve got every fuel imaginable available to the fires. Thats how it gets to 20,000 acres. Now, the weather today did cool. The weather tomorrow will be a little bit warmer. The fire conditions are not horrible like they were a couple of days ago. But leading into this fire, remember what we had . Two, three days of big heat. Thats what were finding more and more. Its the setup heat. It doesnt matter what day the fire starts. Its the heat getting to that fire. Three days of 100 degrees, everything is dried out. We take that live picture because it is so impressive. Its kcras chopper. You see that smoke plume. Its blowing through that inversion. Thats what that cap is. It wants to press it down but the heat is so impressive that the cumulus cloud is popping through. You can see that brown. Thats dry wild oat which burns immensely quick. Then you see the oaks and the pine trees. We had a gentleman earlier saying this thing is fuel driven with all the ingredients for a hot fire. Firefighters in the south bay lowered their containment estimate of a small wildfire that burned monday in saratoga. Today they changed the figure from 75 to 50 and say crews are working to complete the fire line. However, they say the eden fire is not threatening any structures and it is not expected to spread. It turns out, though, flames werent the only thing firefighters have been battling in the saratoga foothills. Investigators say a drone forced a firefighting helicopter to land before being confiscated. The owner could face misdemeanor charges. New details tonight about barts plans to better protect their rideers from crime. Today barts police chief outlined the steps that he is planning on taking to keep riders safe. Tom vacar is in the newsroom with what the chief is saying. Reporter bart stations and trains have traditionally been some of the safest places in the bay area, but a big spike in crimes and bold mass robberies has upset that calm. Compared to the first five months of last year crimes on bart this year for the same period are up. Assaults, robberies, and rapes up 41 . Auto thefts, petty thefts, burglaries and arson up 14 . Most notably there have been two recent mass gang robberies of patrons at the coliseum station. Bart has highquality Surveillance Video of the crimes but will not release it to the public for fear of tainting any prosecutions. Randy and his family were victims of one of those robberies involving 47 robbers. He says the video should be released. I think it is one of many steps bart needs to take to start protecting the passengers. Reporter he says there were several times the groups misdeeds on and off the train should have been responded to by bart police, police who already were readily familiar with some of the perpetrators. The individuals who assaulted us and robbed us, there were multiple repeat offenders. The police knew who these individuals were. Reporter former police chief and now professor of criminology says he would release the video. My policy generally would be to the to err on the side of transparency, sharing information with the public. Reporter in the Bigger Picture bart current hall 40 unfilled officer spots. Thats more than one in every five budgeted positions vacant. To cure that, bart chief carlos rojas wants to offer bonuses to those who ultimately are sworn in. That is something that is very common in law enforcement. And they do vary from 5,000 up to as high as 30,000. And were looking at doing a program that would be somewhere between 10,000 to 15,000. Reporter the former chief has faith in the new bart chief. I am sure he knows what to do. I would just hope that the bart board of directors gives him the support he needs to get the job done. Reporter now, bart continues to be successful because it is frequent, accessible, affordable, and safe. But crime waves have a tendency of undermining all of that. Tom vacar, ktvu fox 2 news. Are there any reasons being given for the spike in crime . Reporter its like something happens, and then somebody else is emboldened to do it. He says this comes and goes. He says this will probably be around for awhile, then it will go as there are many other kinds of crimes that take place. But he says it is very likely that the first one worked well enough that another group of people or the same group of people decided to pull the same thing again. So folks do have to be very careful about that. They needs to have their phones at the ready to call for help from 911. Tom vacar, thank you. Tiny houses like this may be a solution for the homeless problem in the city of richmond as the Council Debates the issue. But first, 2 investigates gets a first look inside a building that was gutted by arson not once but twice. And tonight the developer has some words of warning. Now 2 investigates is getting an exclusive tour of the emeryville construction fire site where Surveillance Video may have captured the person responsible. 2 investigates and Candice Nguyen visited that sight. Reporter frank, alyana, investigators have not confirmed the four fires are connected, however, Developers Say they believe the culprit or culprits are no amateurs. My best advice to people is to be learn how to compromise. We are seeing reporter from the outside in theres literally a guard at every corner now. Reporter the developer walks us through his emeryville construction site. They were able to probably avoid a lot of the cameras, and they obviously got around the guards. Reporter the property was torched by not one but two arsons. Two of the four Major Construction fires to ravage the east bay in the last year, sparking fears of an arsonist. Right now we are in the middle of the construction site. The fire actually started over this big wall on the residential side. Embers flew over to the Commercial Area here. And as you can see, the frame is the only thing left standing is. Shortly before his second fire in may, Surveillance Video captured a dark figure scaling scaffolding. Hooded and masked, the person who atf describes as a person of interest walks off camera. These people were smart. I mean, it was a good job. Somebody is good at what they wanted to do. So its obvious somebody is well educated. Reporter do you think that person acted alone . It doesnt matter what i think. Reporter why . Why doesnt it matter . It matters what atf knows. Theyre fire investigators. Reporter what kind of builders did you have working on site . Did you ever have unions work with you . We work with Union Contractors and nonunion. The unions actually were the first to help us solve the case so i dont think hat anything to do with union issues. Reporter he says he has built 15,000 housing units. With this project he says there were no prior controversies. In fact, in his decades of building he says this was his first insurance claim, his first fire. This was going to be the main entry. Reporter he says his vision here is still strong, refusing to concede to numerous set backs hes determined to build housing, a beer garden, and a bike shop. How much do you worry about another fire . Well, i dont spend a lot of time on it to be honest. I do think that the people that are doing this need to be caught, because they will there will probably be more fires between now and when i rebuild this. Reporter he believes it is only a matter of time before someone gets hurt if these fires keep happening. He hopes the arsonist is caught soon because he says developers can only do so much by adding security. We saw the Armed Security officers. Four during the day and four at night . Reporter four during the day, and four at night. Around the clock . Around the clock. When we were there, there were security guards on all four corners, and they said around the clock in the day, and a especially at night. A lot of security cameras. He started with two. He has a dozen now. Hopefully it helps. Housing prices are rising out of reach for many californians. The median price for a home in the bay area is 908,000. A lot of money. Its almost double the state average of 555,000. Earlier on the four on 2 we asked a real estate expert what advice he would give to prospective homebuyers. My best advice to people is to learn how to compromise. Were seeing huge prices in areas where theres everything. Micro market based around transportation. Experts say home prices are being driven higher by job growth across california and a low supply of real estate statewide. Investigators say he then cut a hole tin melts door of a storage room, and thats where the inventory was kept. Well, a little bit cooler today, which was nice. 88 in fairfield, 92 in antioctober. Today is probably going to be the coolest day of the week overall when you average all the temperatures together. The last two days weve lost 20, 25 degrees in some places. Almost 30 degrees in some places from where we were on sunday. These were the highs from today. Highs tomorrow about the same, maybe a little bit warmer. I suspect some more warming tomorrow. We went through well, the last two days weve had some nice cooling because of that low i showed you earlier spinning like this, then it lifts up everything and a pushes all the moist, cool air inland. Now were going into High Pressure but not a heat advisory. Not an air quality High Pressure. It really wont help any of that, but its not a real smashy one. Its a little bit of sink air. That starts probably by tomorrow afternoon and takes us through the weekend. Not a heatwave, but theres that low Pressure Center i was talking about. In the winter that brings rain, snow, wind, all sorts of things. This time of year it brings just a cooler pattern, which is very helpful to firefighters as well. So some good news.
