On the traffic in the embarcadero area here at embarcadero and washington started to get heavier than usual and it has not let up since then. In fact, at around 8 30 this morning parking and Traffic Enforcement officers came down here and one of them shut down the lefthand turning lanes. This is from the northbound lanes of embarcadero over to washington. Cars were able to turn left from this direction, but the Parking Enforcement agent says it got too conquested. This is because of super bowl city. They are constructing a sort of fanfare attraction at Justin Herman plaza. Market street from the Ferry Building to beal street is also shut down to traffic as well. The San Francisco mta expects as many as a Million People to come to San Francisco for the super bowl event and also the nfl experience. That event is happening at the mosconi center. Expect traffic in that area to also be very heavy. The recommendation is to avoid driving in San Francisco, but thats not always an option. Multiple jobs around the city, mostly the financial district. What weve done is weve done looked ahead as far as our projects go that we are working on. We made sure to get materials ahead of time because delivery is going to be an issue. Reporter to recap the closure were talking about, southbound embarcadero from washington over to don chee way and market from the Ferry Building to beal along with some of the surrounding streets. Also between now and january 30th, when that super bowl city attraction opens, you are going to be seeing a lot of Construction Equipment. Trailer after trailer, big rigs have been coming through with Construction Equipment to build the super bowl city area. The closure lasts for three weeks because crews need time to build and then break down that super bowl city event. So the closure are in effect from now to february 12th. And in terms of security, the chronicle reports that the fbi and other agencies will be working from a secret location to keep fans safe both in San Francisco and santa clara. Agencies in the two cities have been taking part in drills with state and federal Law Enforcement to prepare. Plainclothed officers are expected to be patrolling the streets with plenty of officers in uniform. Talks underway in oakland will where will the Oakland Raiders be playing next season now that the team has rejected the teams bid to move to Southern California. They met behind closed doors with the Oakland Coliseum authority. The discussion was about extending the raiders lease at the coliseum for another year. It is set to expire at the end of next month. The coliseum board is hopeful both sides will come to an agreement with a positive outcome. Now we have the opportunity to Work Together to come up with a great winwin plan. Historically, there has not been positive revenue for the city or the teams from this site. The raiders pay less than Million Dollars a year in rent under their current lease at the coliseum. If they agree to stay for the 2016 season, there is still the question of where will they play after that. There is speculation they could move either to san antonio, san diego, or even st. Louis. Its the same area where several Apartment Buildings were abandoned in 2010 because of erosion and now again they are in danger of falling into the ocean. Ktvus alex savidge with more on the city of pacifica. Reporter well, as parts of the cliffside here in pacifica give way, these apartments we are standing next to certainly appear to be in jeopardy. People living here in this building have been warned they may have to leave if things get worse. You can see the issue here. Part of the cliffside continuing to erode in this area. Now, drone video from the weekend shows the buildings on the edge of this cliff with parts of the bluff falling down into the beach below. This is caused by huge waves we have had and the soaking rainstorms in the bay area. So buildings in this area, the Apartment Buildings were evacuated back in 2010 as heavy storms washed away part of the cliff. Now we are dealing with new concerns in this area. The People Living in one of these cliffside Apartment Buildings have been given a cautionary notice from the city. Just telling people to be prepared, that kind of thing. And i have actually giving the Police Department everybodys phone department in 310 just in case they have to do a reverse 911 when and if there is an evacuation. Reporter workers have been trying to preserve these crumbling cliffs by piling up rocks on the beach down below to lessen the impact of those huge waves. They have also been covering parts of the cliff face with concrete. Now, because of the storm damage to these bluffs and also the damage that was done to nearby pacifica pier, the city has he declared a local state of emergency with the goal being to get state and federal funding to clean up this area. The City Council Later tonight will be discussing that Emergency Declaration at the city council meeting. A federal judge this morning heard a request to throw out part of a multimillion dollar Racial Discrimination lawsuit against the Napa Valley Wine Train. The 11 million lawsuit was filed by 11 women. Ten whom are africanamerican. They say they were kicked off that wine train back in august last year after being accused being too loud. The women say the train staff forced them off the train, parading them past other passengers as a way to shame them. Todays hearing was requested by the Napa Valley Wine Train for dismissal of several of the claims. Were trying to get the pleadings settled so we can move on with the case. They are just trying to take apart one or two of the claims, three of the claims. I mean, we dont care. We have a race claim in there. We have all the claims. There is no word yet on when the judge will issuing a ruling. Isis threatens new violence in europe. The terror group has released a new video message reportedly showing several terrorists who carried out the november attacks in france. Isis out with a graphic new video threatening more european attacks. The militants claim it shows nine of the terrorists who carried out the deadly november 13 rampage in paris planning the violence. In the video the men are seen beheading prisoners as well as shooting another in the head. The video reportedly shot in isiscontrolled territory before paris has all nine attackers in or after the attacks. A jury found him guilty on more than 160 counts, including racketeering and murderforhire. Scary for the jury not to listen to my past. I am very honest and tell them everything exactly the way it is. Chow says his life of crime started when he was 8 years old in hong kong where he was born. He says it continued when he immigrated to San Francisco when he was 16 years old. I sold drugs. I robbed people from the little, little hustler. I become the bigger hustler. Thats it. Chow says he changed his life when he was released from prison in 2003 after serving time for drugs, prostitution and money laundering. They hope it wins enough recognition at the sundance festival that it will get a National Distribution deal. Cameras that have face Detection Capabilities are about to be installed on some busy San Francisco streets. They plan to put 150 cameras on the streets. They insist the cameras will onlyle monitor traffic, not people. However, these cameras upset privacy activists who worry about, quote, government snooping. The cameras are expected to be installed in about three years. A manhunt on for three inmates who escaped from a Southern California jail using bed sheets as a rope. They were missing on friday morning. The Sheriffs Department says the men cut through a metal grate, made it to the roof, then used bed sheets and towels tied together to rappel down four stories. The men are considered armed and dangerous. We will not stop until these individuals are back in our custody and i am confident that that will occur. Its not clear if the men had any help from inside or outside the jail. Authorities are offering a 50,000 reward for information that leads to their arrest. And with just a week to go before the iowa caucuses, Hillary Clinton is in a dead heat with senator bernie sanders.
