There are no major problems by the way on interstate 680 from concord to walnut creek. Also the morning commute on westbound 92 the san mateo bridge nice drive over to the peninsula. Lets go back to the desk. The city of oakland one step closer to adopting a new Crime Fighting plan. That is following a late night vote last night and a really heated meeting inside city hall. Tara moriarty joining us live now to tell us why this crime plan is stirring up so much emotion. Tara. Reporter stop and frisk is at the heart of the controversy here. Its supported by a consultant. Someone who could be hired by Oakland Police to crack down on crime. [ inaudible ] reporter angry protestors repeatedly heckled chief Howard Jordon and other supporters of the controversial Crime Fighting plan. It includes hiring former l. A. Police chief bill bratton as a consultant for 250,000. He has been credited with turning around the departments in new york and los angeles. But some Community Members here says his tactics like stop and frisk encourage racial profiling. It is being really questioned in new york. Mayor lee has to withdraw it in San Francisco. You shouldnt even have it in your vocabulary. [ applause ] im the person that will be held accountable. I want to make that very clear. Bill bratton will be giving me advice and it will be up to me to implement it. Reporter now the plan also includes more funding for the Police Academy to train new officers that will begin in the fall and hiring 20 Police Service technicians for 1. 5 million. The measure that would have the most immediate impacting is the hiring of 11 alameda sheriffs deputies to work ten hour shifts twice a week on violence suppression efforts. Now the plan goes before the council next tuesday. So again that meeting should be pretty heated as well. And coming up well share more moments from last nights heated debate with you. Live from oakland im tara moriarty. Police chief jordan is backing off from surprising comments he made about gangs. He raised eyebrows that said two gangs in east oakland are responsible for 90 of oaklands Violent Crimes since last summer. Chief jordan now says he was confused. He got his figures wrong. Oakland mayor gene quan made a similar statistical error last year. New fears in the south bay after a man tried to snatch a twoyearold girl right from her mothers arms. Ktvu janine de la vega is in san jose this morning with details with a kidnap attempt and search for the suspect. Janine. Reporter pam, police con vassed this area looking for the man but came up empty handed. This hammed on dayo court. A Mother Told Police around 5 40 her twoyearold daughter was playing in front of her house with her siblings. He made a comment about her two yearold that made her uncomfortable so she picked up her daughter. That is when the man grabbed the toddlers legs and tried to pull the daughter away from her mother. There was a struggle between the two but the woman hanged on to her daughter and went in the house to call 911. That stranger left and was last seen walking on paven drive. He is described as latino between 20 to 30 years old. The mother also said that he smelled like automotive oil. Police are taking this very seriously. This was an attempted kidnapping. They are asking anybody who may have been a witness or has any information about this you can call police or give an anonymous tip. Reporting live from san jose janine de la vega ktvu channel 2 news. Were also following developing news out of london. A Helicopter Crashed on a crowded street right during rush hour killing two people. Now this is what it looked like right after that Helicopter Crash. Its believed that it hit a crane before crashing. The pilot and a person on the ground were killed. Nine others were injured. Witnesses say people were running for their lives believing it was a terror attack. Reportedly the crane was hidden in the fog at the time of the crash. This morning at the white house president obama will unvail his plan to reduce gun violence. The president wants congress to ban assault weapons, limit high capacity ammunition clips, and also require background checks on anyone who buys a gun. Coming up at 5 15 the executive actions the president says he can take without getting the approval of congress. A small group of redwood city boat owners ignored a midnight deadline. They are still docked at petes harbor marina. 144 tenants received eviction notices while most of them have left few are still out there. Seven have been gwynn more time to move while a few others say they have no choice. They will defie the eviction orders. Not the best time for a boat move. San tell belong the widow of a victim of a Aurora Shooting filed a suit. The psychiatrist should have advised police to arrest suspect james holmes weeks before the shooting rampage. There is a new poll that shows most americans want tougher gun laws after last months Deadly School shooting in connecticut. 84 of those surveyed by the Associated Press say they favor background checks from people who buy guns at gun shows. 55 support a ban on assault weapons. And 51 support a ban on the sale of high capacity ammunition magazines. President obama will lay out his plans for sweeping changes for gun control. As ktvu Kyla Campbell reports from our washington, d. C. Newsroom the president is facing opposition from gun rights groups. Many republicans and even some fellow democrats. Kyla. While the president can make some changes on his own using executive orders, he will need congress to follow through with Gun Legislation to change existing laws. At this mornings reveal, president obama will be surrounded by kids who wrote to him after the deadly shooting in newtown, connecticut last month. The white house identified 19 executive actions the president can take. Including a major overhaul. He also needs help from congress. He will press lawmakers to mandate background checks for all gun buyers and ban assault style weapons and high capacity ammunition clips. If these things were easy they would have been achieved already. If the reyule were easily accomplished it would not need renewing. It would have happened already. A gang member was racing a away from police when he caused the deadly crash. That suspect faces murder charges charges. We are having one of the worst flu seasons yet and the bay area is suffering. The Medical Center in San Francisco has fourtimes more patients this flu season than they have seen in the past two years. The state officials in charge of californias high speed rail project will receive bids from five companies this week. But they wont be comparing numbers. The bids under consideration are for the first 29 miles of track in central valley. Muni has approved awarding a 20 Million Contract to upgrading its communication system.
