Some of us are a lot cooler. Some of us not so much. It has to do with the winds im seeing in the hills and around the bay area. By the afternoon the winds will relax. The temperatures will be warmer that be what we were yesterday. Ill show you by how much and the reason behind these winds and when i expect they will go away coming up. And with the start of the daytona 500 just hours away, nascar says that drivers will start their engines as planned despite a big wreck in the final lap of the Sprint Cup Series yesterday that caused major damage at the speedway. We met with nascar at 8 00 a. M. We reviewed all the repairs we made last evening. We worked late into the evening and were prepared to go racing today. Just a short time ago the Daytona International president said that crews spent the night fixing a damaged fence that is used to protect fans. People who have tickets in that area will be reseated if they request it. There was a crash yesterday with fans jumping out of their seats that has everyone talking about fan safety. And the elk grove native, flying into the fence, sending a tire and large pieces of debris right into the crowd. The crash happened when smith intended to block the other driver. Fans are now speaking out about the incident. There was a wreck and they got hit by the part of the engine with a broken leg. All the fans injured, they are expected to survive, but many fans are concerned that the fence, which is dying to protect fans didnt do his job. Daytona speedway Officials Say they replaced the fence in 2010 and they passed a safety inspection. The raceway said that they will now sit down with nascar to review what went wrong. Now minutes after the crash, witnesses uploaded their cell phone videos to youtube, but nascar had it blocked. The flurry of activity with the social media users who recorded and spread the video before being pulled. You can see the fans right there and the race car tire left in their stands. The pope spoke in a clear, strong voice thanking the faithful for their closeness and affection and tried to reassure catholics that he is not abandoning the church. Hell be stepping down on thursday. The first pope to do so in 600 years. And then soon the search for the next pope will begin. A conclave of 120 cardinals will vote in vote on benedictssuccessor. One of those voting cardinal, Roger Mahoney is facing a backlash on his handling of a sexual abuse allegation andpedophile priests. They called him to excuse himself from the conclave. Many of those protesters are from snap, the Survivor Networks of those abused by priests. Theres been no date chosen for the conclave as the cardinals hope to have a new pope chosen by this easter. In overnight news a fire in San Franciscos lower hate neighborhood leaves six people without a place to live. The fire started at 11 30. One firefighter told us that they initially went to the wrong street, taking them longer to get to the scene. Three units were damaged. No one home at the time and no injuries. The cause of that fire is still under investigation, but were told it does not appear to be suspicious. And now on the other incident in San Francisco, they had to break the window as you could hear that. They did that to rescue a man from the burning building. This is video that was sent to us by a ktvu viewer. The fire started inside a kitchen on the second home of the floor. The man pulled out of the building suffered smoke inhalation and rushed to the hospital. Arson investigators were called to the scene, but no word yet if that fire was set intentionally. No reports of any damage from the earthquake in the east bay overnight. A magnitude quake hit at 1 55 this morning. The tremor was about four miles deep. We want to update you on a story that we first reported for you. They are revealing Surveillance Video in hopes of catching a gunman in oakland saturday morning. And these are exclusive pictures of the damage as you can see the bullets blew out the rear window of the bus. Ac transit said that they have between 6 to 8 cameras recording in and outside their buses. And it is hard to figure out exactly what was going through this persons mind. Why anybody would do such a thing that is a little bit beyond comprehension. The bus driver was hired several months ago, dropping off a group of teens with no problems. But then he says that one of them shot at the bus as they took off. There were nine passengers and the bus suffered minor injuries after falling out of their seats when the driver sped away after hearing those gunshots. All right, well its a little cool outside, but it is shaping up to be a Beautiful Day, delivering great weather for the parade last night so no complaints. Yeah. So were looking at an even better day for today. Well be a little warmer. The winds are going to die down by the afternoon and well see plenty of sunshine. And so again there is evidence there when you have that wind it will help to prevent that cold air from kind of sinking right there along the valley floor. 37 in concord. 37 in walnut creek. So a chillier start in many areas. Youre 10 degrees cooler than yesterday morning. Around the bay area, widespread, mid40s to the lower 50s. So not bad outside your door. If i back up this way, look at the pattern here. So theres the system that brought us a few sprinkles early yesterday morning. And now well off to the east. We have a ridge beginning to build on in. As it strengthens, the wind will begin to decrease and that will happen later on today. Right now we still remain with a pretty good grade. And that is whats continuing our morning breeze. So in a nutshell sunny skies today. Breeze for the morning hours. Well see a warmer afternoon as the ridge begins to gain control over the bay area. Its going to help warm us up. 64 degrees here. 62 san rafael. Mid60s for concord. Down in the south bay you have a nice one in stored for you. Low 60s for santa cruz in the afternoon. Extended forecast here, so we have a couple of weak systems that will not bring us any rain, but will bring down the ridge just a little bit on monday. Tuesday it begins to rebound. Wednesday, another dip. And take a look at thursday. Mid to upper 60s in the forecast. We look to be dry for the rest of february. Back to the desk. Well, other than they arrested five juveniles, the San Francisco Police Report no major problems at last nights Chinese New Years parade. Well that was certainly one of the highlights, the traditional dragon day. They include them swaying to the musical hit. It is considered one of the worlds top ten parades. You heard it was fun. Isnt it fun . Yes. This is awesome. Why . It is awesome because they have a big parade and a lot of people with big music. It was pretty awesome. The parade organizers say the event is not just about the Lunar New Year, but also a celebration of the diversity of the bay area. And thousands fill the streets to watch the parade. State department is now involved in the search for two bay area residents who disappeared in peru. Its upsetting. And you know, its about both of them. Itll kick in on friday and government Officials Say so too will 85 billion in automatic federal spending cuts. They predict that they will be too far apart for a deal that both sides might be able to push back the sequester by agreeing to a few spending cuts. Programs like medicaid and Social Security are exempt from the sequester, but the military operations would lose 13. 5 billion. The fbi, half a billion, and nasa, 1 billion. The Obama Administration says that children will suffer among the most. A head start that could lose about 400 million, meaning that 70,000 children would be kicked out of the program. And that sequester will be on the minds of the nations governors when they head to the white house tonight. President obama and the first lady will hold the annual governors dinner. A stretch of the highway in san diego has been renamed in honor of the airmen. A 3mile stretch of interstate 15 near the air station here is now known as the airmen highway. They fought in world war ii and where the first African American pilot to serve in the u. S. Military. Seven former airmen attended that highway signing the unveiling ceremonies this weekend. A secret tunnel connecting arizona and mexico, they are now boarded up. The tunnel was discovered yesterday during a border sweep. The opening was in mexico just west of the arizona port of entry, extending five feet into the territory here and still in the process of being built. The mexican authorities have arrested a man they found digging the route as they believe it was going to be used to smuggle drugs. Oscar pistorius isnt the only one in his family facing charges for a womans death. The lawyer said that oscars brother, carl, is being accused of homicide for the 2010 death of a female motorcyclist.
