Good morning. Welcome to mornings on 2. These are live pictures of a recycling plant. Theres been a Major New Development in the site within the last hour. Steve, how are we looking . Foggy. Some higher clouds up to lake county. Low clouds will be with us at noon. High clouds, turning mostly cloudy. The big news are definitely the low clouds and the fog. A lot of tropical clouds on their way but they are taking more of an aim towards seattle and portland, maybe you can smell some of that smoke from the scrap yard fire. Had reports in fremont, oakland, palo alto, menlo park, seems to be decreasing. Napa, 39. Theres a lot of 40s here. Even 55 oakland. 54 San Francisco. Mostly cloudy here in the morning. Kind of a mild start. Due east wind. Almost everybody has a due east wind and kind of a mild pattern in the hills. Ive seen 56 to a 9. High pressure is still over us. Some of these higher clouds will drift through. Overall, morning fog, then high clouds. Kind of a mix of sunday and clouds. And then turning cloudy. Combination will give us a mixed pattern. This is not typical monday. Today, veterans day. Some government workers have the day off. That will make it easier for you if you have to drive somewhere. Looking at San Francisco, they finally cleared all the lanes westbound. Traffic is still a little bit busy but its recovering. Its much better than it was. If you are driving in the east bay, traffic is moving along pretty well on 880, on 580. We had an earlier crash near travis in solano county. Thats been cleared. But traffic is slow from vacaville to fairfield. At 7 02. Back to the desk. Happening now firefighters in redwood city have just lifted a shelterin place warning that has been in effect in three counties due to a fire at a Metal Recycling plant. The fire started yesterday afternoon on seaport road near the port of redwood city. Katie utehs spoke to investigators and has more on the effort to put out the fire. Good morning, katie. Reporter good morning. The fare was to the right. But fire was to the right. Theres not much to see. The smoke is not really billowing all that much. But i can show you the smoke that lingers in the area. A heavy haze still lingers over redwood city and surrounding communities. Firefighters lifted the shelter inplace warning about a half hour ago. Let me show you the video from overnight, the large, black plume of smoke billowed from the scrap file at simms metal management. You can imagine the smell. The fire may have started from a conveyer system. The scrap yard is equipped with a Sprinkler System but it wasnt enough to stop the fire deep in a scrap file. It was estimated to be 300 feet wide by 30 feet high. Crews used cranes to dig through the fire overnight. They are down to 20 of the piles left. It was a very large pile at the time. We worked very hard with sims metal. They are a good partner with us. And we try to keep the piles down to a smaller manageable size. This happened to be an unfortunate time for us to catch fire. Reporter again, the shelter inplace warning was lifted around 6 30. So redwood City Residents and others are open their windows. I did just get off the phone with the representative from bay area air control, air quality, rather. She tells me they are sending an inspector out this morning to look over the facility. The early readings show high levels of particle. The small particles can aggravate peoples breathing. They are showing elevated levels of particles in the air overnight. A real close call for people in one san rafael neighborhood. A driver lost control and a car crashed into a tree outside of a house. This happened about 2 00in blackstone relative 2 00 this morning on blackstone drive. The driver tried to run away but was detained for questioning. The house suffered minor damage. There is a new study out confirming what you and a lot of other drivers confirm what you know. The bay area has some of the worst traffic in america. Alex savidge explains why commutes are getting longer especially in the south bay. Reporter yes, especially back here. Analysts behind a new Traffic Survey say in large part you can blame job joth in Silicon Valley for a lot of those extra cars on the road. Were here along 101 through Mountain View. If you know this area, you know this is a traffic trouble spot where things tend to back up on most days. Drivers here in the south bay are spending a whole lot more time tapping the brakes lately. Commute times have jumped significantly in the past couple of years. According to a study that monitors traffic, san jose is the fifth most congested city in the country. Its quickly moved up the ranks. In 2010, san jose was the 13th most congested city. And if the economy recovers, more people are driving to work. One south bay driver told me hes certainty noticed the difference. I am dreading next year when the 49ers come here. Were gonna have sunday traffic. And i try to avoid i80 at all costs. The analysts behind this survey say this sudden increase of traffic in the south bay is almost unheard of. What theyve seen over the past years. For california drivers, heres another stat, drivers nationwide, they spend an average of 38 hours a year stuck in traffic while here in california, we waste an average of 62 hours tapping the brakes every year. There are reports at least six people have been killed there. Winds up to 70 miles an hour were reported before it weakened into a Tropical Storm and began moving toward china. The vietnamese government says more than 800,000 people were evacuated from the areas the storm was expected to hit. And typhoon haiyan hit the philippines over the weekend and just devastated that country. Now the u. S. Military is in the philippines and president obama is promising more aid if necessary. U. S. Marines in manila are working with soldiers unloading supplies. They will be flown to tacloban, one of the worsthit areas in the country. The u. S. Marines are the first outside help in whats expected to become a Major International relief mission. Its a whole government approach. The embassy has asked for not just military but International Relief organizations who are here. Ive seen the military having capabilities that are unique. At least 10,000 people are feared dead in the philippines. Some hospitals are turning patients away saying they dont have enough hospital space or medical supplies. 7 09. Bay area people are also helping with typhoon relief efforts in the philippines. Organizers from project pearl, they launched this drive at rc motors in san bruno. They are asked for canned food, baby food and personal Care Products like shampoo and took paste. In San Francisco, the west way Filipino Center collected supplies. They are hoping to send them off as soon as mob. It could make a difference between life and death at this point. They have no food, water. Organizers behind the donation efforts say at this time they are not accepting clothing. They say food, water and first aid supplies, they are the top priorities. Palo altos sister city in the philippines was hit hard by the typhoon haiyan. The Organization Neighbors aprod will be meeting wednesday on how to help people in palo. At least 31 people were dilled. Back to dry weather, thursday, friday. Cooler and breezy by the weekend but dry. California is hoping to avoid another year of drought that steve told you about by increasing snowfall in the clouds.
