Neighbors are saying this stretch of richmond parkway is a known hot spot for street racing. Alex savidge has been on the scene since 4 30 and has talked with people who witnessed the crash coming up in two minutes, he will tell us about the dramatic moments following the violent impact. Concord, 93. Wasnt that bad. But 97 today. Palo alto, 95. Well go 96 today. Heat advisory continues for one more day. By tomorrow, the west wind will kick in. High pressure too strong. 50s, 60s on the temperatures. Santa rosa is 51. But 67 already at sfo. San jose, 63. San jose last hour was 58. Were already beginning to warm up. Its a dome, a mountain of High Pressure. But that system will drop temperatures 30 degrees by the time we get to friday and saturday. The heat peeks out today. Temperatures will be very, very warm. Only on the immediate coast will we have temperatures that come down a little bit. It will be hot today. Record highs. Near 100 for a few. If we had a strong offshore breeze, we would be shattering records. Heres sal. Lets start at the bay bridge toll plaza. Its been a 30minute drive time. Its still saying pretty much the same, 30minute drive time getting into San Francisco. So just make sure that you know the traffic is going to be pretty busy as you drive into the city with no major issues except the slow traffic. For example, we havent had any major accidents or stalled vehicles in the area. Lets look at the commute on interstate 880. This traffic here is not all that bad. As a matter of fact, traffic northbound 880 moving along very nicely as you drive through the area. There are no major problems as you drive up to downtown oakland. Fiveminute drive time from the downtown oakland exit up to the or down to the airport. Northbound 87 near the ail ma dond almaden expressway, there was a crash there. There was also a crash at tully. Kirker pass road closed between pittsburg and concord. They are repairing a power line damaged in a fire last night. We have a lot of emails. So highway 4 is extra slow. People heard about this and coming over to concord on highway 4 is going to take you a while. Back to the desk. Thank you, sal. New this morning neighbors are describing a chaotic scene after a terrifying high speed crash in richmond. One woman died in an accident on the richmond parkway that triggered a power outage in the area. Alex savidge has been at the crash seen since 4 30. He seen since 4 30 he scene since 4 30 he has new information. Reporter good morning. One neighbor is certain it was a street race that led up to the crash. Hes calling on police to step up patrols along richmond parkway where he says the dangerous races are far too common. Last night, it was a young woman driving in a car killed when she slammed into a power pole. This crash knocked out power to hundreds of people in the area. It was at about 9 30 last night on girard boulevard, also known as richmond parkway, south of barrett avenue. The woman who was behind the wheel of a ford mustang died here at the scene. Richmond police have not said if they believe any other cars were involved here. But a witness who didnt want to be identified said he saw several other cars stopped in the middle of the road following the impact. There was one man who was simply frantic. Guy was screaming help help baby, im sorry. Im sorry. I didnt mean to. We ran to the car to try to help. Couldnt do nothing. It was so crumpled up. But you could hear the girl screaming saying help me help me reporter neighbors say they wanted to help the young victim inside the young car but they couldnt pry the door open. On top of that, the car appeared to be on fire. So the people backed away at that point. While witnesses said they saw several cars drive off before officers arrived here, police have not said if they believe racing was involved. I reached out to investigators and were still waiting to hear back. The accident led to the widespread power outage. More than 700 homes were in the dark for most of the night. Crews in richmond were called to a small grass fire early this morning. It began shortly after 2 30 a. M. Along 80 near cutting boulevard. Several engines responded. Firefighters say it began at a homeless camp in a field less than an acre burned. Right now, its not clear if anyone was hurt. Firefighters are urmging everyone to urging everyone to use caution, especially during the heat wave with dry brush providing fuel for flames. The homeless man accused of starting the fire that destroyed a former san jose studio is due back in court this morning. He faces felony arson and burglary charges for last months fire at the former knt building on park road. Prosecutors say witnesses started him spot the fire by pouring liquid on a mattress. Dozens of Homeless People who were living in the abandoned building managed to escape. 7 07. As you heard sal say, kirker pass road in Contra Costa County has been shut down again following a crash and fire. Traffic was really backed up for miles yesterday after a car knocked down a power pole on kirker pass road near the concord pittsburg border. This happened about 5 30 yesterday afternoon. The crews shut down the road overnight to fix the pole and also to pick up the downed power lines. They had to do more repark work a short time ago which forced the road to be closed. Stay tuned. Sal will tell you whats happening on kirker pass road right now coming up. City leaders in palo alto say it was all just a misunderstanding. A set of mysterious cameras were installed and for a while nobody knew what they were really used for. Brian flores is in palo alto now and, brian, you have an explanation. Good morning. Reporter good morning, dave. Yeah, even city leaders coming out saying they did not properly inform residents about why the cameras were popping up. As you take a look, this is one of them, off stanford evening. This morning, the mystery has been solved. The cameras are being used to gather bicycle and pedestrian rider. City leaders say the cameras are more accurate than some of the rubber tube cameras on the street. This is part of the bicycle boulevard program which will improve street conditions. Its a 25 million project. The problem here was the cameras were installed without any previous washing or explanation warning or explanation to residents. That didnt sit well with a homeowner who said a camera was installed in front of the home. He complained to the city. And the city during a public hearing recognized that it needed to do a better job. I do think its unfortunate, though, that we did not get this news out in advance and i think we had a few surprising situations with folks, sort of surprised by these cameras being put up. Well probably do more extensive outreach. Reporter the city also tells the mercury news that at least 25 cameras are installed throughout the city but they say they dont know exactly where they r the reason, it hired the reason, it hired thirdparty consultants to pick the locations and install the cameras and the city leaders say they dont know where they are until they are installed. Diablo Unified School District could adopt a controversial policy on how to handle students with head lice. Right now, the policy is to send infected students home. But this evening the school board will consider changing the policy to comply with state guidelines which state that a student should stay in school and not be isolated or subjected to restrictions. Thats because the cdc says students who are sent home with head lice may be bullied and their academic performance may suffer. Coming up at 7 45, pam cook will have more on this controversial policy shift and tell us about a new trend that some say is contributing to an increase of head lice cases. The buses still need to be built and wont arrive until early next year. 7 15. Happening now really dry conditions and santa ana winds fueling two wildfires in Southern California. Now, an Evacuation Order continues for 100 homes and businesses near the city of lompoc in Santa Barbara county. That winddriven fire has grown to 700 acres. Strike chain chain and helicopters were called. Much of Southern California is under red flag warnings and heat advisories. Now, a little further south in the san diego area, Evacuation Orders have been lifted now for more than 20,000 homes. Now, that fire has burned more than 800 acres. Its only 5 contained. The flames came within yards of homes about 20 miles north of san diego. Everyone was allowed to go back to their homes by 9 00 last night. It is 7 16. And happening today president obama is traveling to new york where he will try to Pressure Congress to back his plan to keep the countrys roads and bridges from falling apart. The president will make his remarks at a bridge outside new york city that needs to be replaced. The Highway Trust Fund which provides federal funding for transportation projects could run out of money by august. It is funded primarily through federal gasoline taxes. But the taxes is not kept pace with the countrys transportation needs. The president is proposing to add money to the fund using revenue from Corporate Tax reform. The pentagon has given approval to transfer the soldier once known as Bradley Manning to a civilian prison for hormone therapy treatment. Manning was convicted in august of leaking classified documents to wikileaks. After the conviction, manning announced the desire to live as a woman and to be called chelsey. That name change became official last month. Manning has asked for hormone therapy. Thats not possible in a military prison but could be done in a civilian prison. Justin bieber is being accused of an attempted robbery. Now, police say this stems from an incident that alleged occurred on monday in the los angeles area. And while the department is still being tightlipped about all of this, tmz claimed it talked to the alleged victim. She says Justin Bieber and his friends got into a scuffle at a batting cage in the l. A. Area. When bieber saw her reach for her cell phone, she claims he demanded he hand it over. When she refused, he allegedly reached into her purse and tried to grab her cell phone. So far, no arrests have been made. 7 18. Want to check in with sal and see whats happening on the roads. Northbound 87 is a mess because of an earlier crash. 85, 101, and so we have a lot of slow traffic there. The east bay as you mentioned weve been talking about it, kirker pass road is closed because of last nights fire, it damaged a power pole and well, a lot of people are on highway 4. A lot more people than normal because they cant use kirker pass road. I know steve knows about this. Its really popular. Lets take a look at highway 4 and show you how slow it is coming through. You can see the traffic is not just slow in this spot. But its going to be slow all the way over to highway 242. So please give yourself extra  time. Well be watching it for you until it reopens. Theres apparently a lot of confusion in california about when people can cross the streets and when they can step into the crosswalk. State law says if the countdown clock has started or if you see a flashing red light, flashing red hand. Pedestrians must stay on the sidewalk and not start crossing the street. But even people who should know that dont or at least didnt. The smokesman for muni told the chronicle, the countdown is a tool for pedestrians to judge if they can make it across the street if the light turns red. The police snow fid the chronicle thats not true and the muni spokesman apologized for misenveloping the public misinforming the public. A judge in san jose has scheduled another hearing today in the case of 49ers cornerback chris culliver. Hes not expected to be in court today. On friday, he pleaded not guilty to misdemeanor hitand run charges and felony possession of brass knuckles. San jose Police Arrested culliver two months ago after he reportedly struck a bicyclist on tully road and fled the scene. Investigators say he also rammed a witnesss vehicle and made several violent threats while holds brass knuckles. Some 49er fans are accusing the team of a money grab. The 49ers are introducing variable pricing for Single Game Tickets at the new 49ers stadium in santa clara. It means that instead of setting one ticket price for all ten preseason and regular season games, tickets for a particular seat will differ in price. It all depends on the popularity of the game. Some ticket prices could be 20 to 90 higher. They are not the only team in the nfl doing it. I would say half of the teams in the nfl will have some form of variable pricing. Some fans say they this pricing is not is not fair. But 96 of the stadium seats are held by season ticketholders. The team says this prices will only affect 500 to 1,000 tickets each home game.
