Lets go see what we have in the morning commute. Traffic is moving along nicely at the bay bridge toll plaza. A little bit of a backup and some of those liens. What you make it onto the bridge it looks good. Also looking at interstate 880. Traffic looks good if you are trying to catch a flight at the airport. Traffic looks good heading down to the airport. In san jose in the south bay, traffic looks good on 101, 85 and 280. Lets go back to the desk. New traffic signs are going up at a San Francisco intersection where a woman was killed last month. Alex savidge joins us live. Market and seventh to talk about the changes being made their. Reporter good morning. The mta has started to install these new signs. They put a few in already to make it clear to drivers that you cannot make a left turn from seventh street onto market at this intersection. You can see the sign there. The only vehicles exempt are buses and taxis and bicycles. Safety advocates criticized the old signs as being too difficult to read. All these changes are prompted by a deadly crash that happened at this intersection about a month ago. A driver who was making an illegal left turn onto market, hit and killed a woman as she crossed the busy street in her wheelchair. According to the examiner, the victim was 38 years old. As we push in, you can see there is a memorial that has been set up for her. There was a vigil that took place here last night. You can see mourners left behind a purple flowers in the picture on this poll in honor of the victim of that crash. The head of the mta has called this womans death, tragic and preventable. Now we see that the mta is trying to make changes to make sure this doesnt happen again. Here is a look at some of the top stories were following. And arraignment continues today for a man charged with killing a Richmond Police officer in a family dispute. Robert vega first appeared in court two weeks ago on charges including the murder of veteran officer, gus vegas. The suspect was dating vegas his daughter and they had a six yearold son together. The search continued yesterday for a missing man in Half Moon Bay who was feared to be swept out to sea. Michael dwyer of brisbane was reported missing on monday. His Jeep Wrangler was found parked near venice beach in Half Moon Bay. A witness reported seeing a man enter the water monday afternoon. He was overcome by the strong current. A search yesterday did not turn up any sign of the missing man. The Sonoma County quarter said the body found near bodega bay is that of Steven Mitchell of santa rosa. The body was found in the water south of salmon creek. Investigators said that mitchell had left a suicide note on february 14. He was an attorney who represented Sonoma County in a civil suit filed by the family of 13yearold, andy lopez. Lopez was caught by a sheriffs deputy in 2013 while he was holding an airsoft rifle that looked like a real assault rifle. In an apparent hate crime will be the topic of discussion at Human Relations Commission meeting at el cerrito today. The incident happened one week ago at a home on arlington road. In africanamerican family said someone set a fire under their car and left a sign with the racial slur on their lawn. The police are asking neighbors to check their Home Security systems to see if there is Surveillance Video of anyone walking, biking or driving between 1 30 am and 4 am last wednesday morning. The public is invited to attend tonights meeting which starts at 7 pm at city hall. A preliminary hearing could last longer than expected for three Santa Clara County sheriffs deputies charged with killing an inmate. Attorneys plan to wrap up the proceedings today. It could go into tomorrow. Prosecutors will call in an inmate to testify who claims he was beaten by corrections officers. Another inmate yesterday testified that he saw three deputies go into the cell of Michael Tyree last august and then heard tyree screen, stop, please stop. The inmates said he saw one of the guards later kicked tyrees head with his foot to see if he was okay. Kicking his head. That was his welfare check. That was his last welfare check. He was gone. The indignity of that. Defense attorneys pointed out that the inmate witness is in the country illegally and that his deportation is being deferred while he testifies. A former San Francisco sheriffs deputy accused of staging fights between inmates scheduled to appear in court next monday. The San Francisco District Attorney and the fbi held a Conference Announcing the 17 charges filed against former deputy, scott you. To current deputies were also charged in connection to this case. Inmates say that he told them he had to fight each other or he would handcuff, mace ortiz them. The defense attorney said at most his client may have let inmates wrestle to settle a dispute about who a stronger. A new documentary is taking a look into the lives of people who survive on the streets of oakland by recycling bottles and cans. Its called, dogtown redemption. Dogtown is the name of the neighborhood, redemption is what the recyclers are seeking. Much of the documentary takes place at alliance recycling in west oakland where a filmmakers tell the stories of homeless recyclers. Its hard to make a living like this. You have to get up before the garbage man get here. Get up before the recyclers get up. You have to do what you have to do to survive. One of the recyclers profiled is ms. K. She was attacked and killed on the street one month before the film was completed. The filmmakers dedicated dogtown redemption to her. It will be shown at the new Parkway Theater on april 9 and 10th. The city of san jose is rolling out the red carpet for a film festival. Over the next two weeks, more than 100 people are estimated to attend cinequest 2016. Here is more on why this years festival is being called one of the most anticipated. The fact that it is a helen mirren movie who is my favorite actress and the fact that it is a beautiful theater that i havent seen before, that was enough. Reporter now in its 26th year, it showcases more than 200 films. The majority are independent. The festival comes amid controversy over the lack of diversity in films. Organizers say this years festival is more inclusive than years past. Recently we had issues with the academy. Cinequest has 50 of its films directed by women. Two of the bills would expand the state assault weapons ban to include firearms with the so called, bullet button, which allows ammunition magazines to be easily detached. A third bill targets firearms a frames making been subject to the same control laws as the gun itself. Firearm frames can be quickly converted to a functioning gun without a traceable serial number. The last bill would prevent californians from buying more than one per month. Behind each of those shootings, a familys life is turned upside down and loved ones have broken hearts for the rest of their lives. The nra set these bills would do nothing to reduce californias of Violent Crime rate or stop criminals from breaking the law. A decision has been made on the future of the cheval gun club. The east Bay Regional Park District voted last night to close the gun club. That decision came after more than five hours of comments any room packed with nearly 500 people. Some say b were concerned about the range causing a lead problem in the watershed area and the millions of dollars to clean it up. The San Francisco board of supervisors unanimously approved a new law that raises the minimum age for buying tobacco from 18 years old to 21. The new law means as of june 1, no one under 21 will be able to buy tobacco in San Francisco legally. The Tobacco Industry are goes San Francisco cannot trump state law which fixes the minimum age at 18. The city said it is ready to defend itself against a lawsuit if necessary. As a matter of smart public health, anything we can do to delay when people start smoking , its going to be better for help in our community. The City Attorney believes this law is extremely defensible. The Sonoma County town of helzberg passed a similar law last year but it was never enforced because the Tobacco Industry threatened to sue. That threat came in the form of a handwritten note at West Valley College in saratoga. The College President said student workers inside the Campus Center found the note yesterday morning. Know claimed that a student wanted to blow up the campus. All students, visitors and employees were evacuated. The school shut down for the rest of the day.
