One will move out pretty quick and its already to the valley. You get a good look at whats going on here. Watch that dip in the jet stream. There is the system headed over to quincy. Cloudy early and then some sun. The 60s and 70s. 4 32. I hope todays much quieter for everybody, including you, after a tough day yesterday. It was kind of a tough one. Right now looking at a better commute i would say. We start off with the Solano County commute. Right now traffic is looking pretty good there. Not a bad commute so far. Its pretty light as you drive from American Canyon to vallejo and continue. Interstate 780 and 680 looking good across the span. This is a look at the bay bridge toll plaza. Traffic is looking good as well. In the south bay, we are doing very well get into highway 17. So far so good for the morning commute. Lets go back to the desk. Happening today, a group of education advocates, parents, and students in the south bay heading to sacramento to push for Public Education funding. The Silicon Valley Education Foundation leading the trip. The plan to talk to state lawmakers about Public Education issues and their concerns. Now, they are expected to leave san jose in about 90 minutes from now. During the winter some students work gloves to keep hands warm during class. The district has modernized 19 of the 24 schools. Tomorrow will be worked on the summer. The money comes from two bond measures. Teachers stay instead of creating a Good Environment for your students to learn, some of that money has gone to building multipurpose rooms as middle schools. The community wanted newer facilities and competitive facilities where kids could be apple could be able to access topoftheline education. Learning more about the two teenagers killed on memorial day. A truck carrying seven young people ran a red light at high speeds on monday and clipped of minivan at park street and lincoln avenues. The truck flipped over killing breanna ortega. Simon went to James Logan High School where he is being remembered as a standout and flight. Students at Logan High School have had a tough year. Two other classmates were also killed in car crashes. One after the schools prom, another over the labor day weekend. A student from the Dakota High School was also killed in the crash. Bart has more officers patrolling parking lot in the wake of recent car breakins at stations across the bay area. Nine cars were burglarized at the millbury station on monday. One car was broken into and another at the el cerrito station. One car was also stolen from that lot. I park you frequently. Police say despite the recent incidents, car burglaries are actually down compared to the center master. As always, they are urged to lock up and hide any items. Dont leave them insight. 4 36. The San Jose Police Department Says an alleged kidnapping victim has told them she made it up. She said she was taken from her apartment in san jose at knife. And forced to drive hundreds of miles to oregon. She managed to escape after the car ran out of gas. San jose Police Detectives met with the woman yesterday and during that interview she recanted her story. We have no other details at this point. San francisco sheriff ordering mandatory overtime for her 840 deputies because of a staffing shortage. The order came in a memo last week and some of the deputies are angry about it. We sat down with the sheriff to talk about the decision and uncover documents showing one deputy who made almost 300,000 in overtime last year. Reporter San Francisco is 840 sheriffs deputies work protests, handle security for several call for city called. Mainly, they oversee the four jails. In recent years, the jail population has declined to the tune of 1000 beds. So why is the sheriff mandating overtime for her employees . Its a problem where we havent caught up. With no hiring done during the former sheriffs term, there was 91 spots to fill when she took office last year. She is implementing fair share overtime. That means spreading the pain across the board and getting people to work at least 18 hour shift. Its a plan that doesnt sit well with some deputies already doing it extra 12 to 16 hours per pay period. That 60 hours of overtime plus you want to take away one of their days off in order to fulfill that. Our concern is if its an officer safety issue. They also have family and children. When are they supposed to be with them customer. Right now there are 94 vacancies. Half of those killed by people going through the academy right now but with people retiring and leaving the apartment, they simply cant fill them fast enough. At full staff, the department has 915 deputies. We understand that we do have a staffing issue but weve had it for quite a while. According to the transparent california website, three deputies made enormous amounts of overtime last year. All have an annual base pay of roughly 1,002,000. All made more than 189,000 a year in just overtime. The highest amount, antonio santiago who pulled in nearly 270,000 in overtime alone. It seems like a lot. Now, these people are choosing to work this. Frankly, they are being held accountable. Santiago was most likely working every day, often 16 hour shifts. Last year he surpassed the 1500 hours overtime threshold. The Union Defense santiago. Its different when deputies can set up their own overtime and prepare for it and plan for it then when all of the fun you are being told you have to work and you are not prepared. She will continue to work with the Mayors Office and Deputies Union to iron out a solution but doesnt foresee adequate Staffing Levels at least for two years. Scientists are warning that hundreds of miles of celtic forest under the california coast is vanishing from San Francisco all the way to the canadian border. Scientists say warmer ocean waters and fewer nutrients they need to survive three plus, theres been an explosion of purple see urchins which feed on kelp. Scientists call it a perfect storm of environmental impacts and human intervention may be needed. We have currently lost 93 percent of our kelp forest on the north coast. They could include going out and pulling urchins in specific areas so that we can support the regrowth in those areas. Right now the focus is on surveys and keeping policymakers updated about the threat. Theres also a dire warning about the future of australias Great Barrier reef. Two years ago australia announced a 2 billion project to preserve the Worlds Largest coral reef system. However, the british news site the guardian reports that a group of scientists does not believe the reef condition can be improved. Instead, they say the best hope is to maintain the reef. Not much. It looks like a day we get a little sun this afternoon. We will talk about that. Welcome back. 4 44. New details about the initial inspections of the new waterpark in dublin. A 10yearold boy was launched from a water slide on the opening day at the wave. He only suffered a few scratches, fortunately, but weve learned that two months before the waterpark opened an inspection revealed as many as 17 concerns with that water slide called the emerald plunge. The report about hazards listed, sharp aluminum fencing, sharp exposed threads, and a crack in the ride itself. The day before the park opened last friday, the same inspector said those issues had been fixed in the road, and im quoting, no safety hazards were observed. The accident is still being investigators. Investigators are looking at 30 similar slides to make sure there are no problems. Laying off 250 workers in san jose as part of a plan to do away with 1100 jobs worldwide. The mercury news reports filed a notice the state employment officials but the layoffs were effective may 18th and were permanent. The Company Expects earnings to drop this year compared to 2016. Cisco cut 940 employees in san jose last year and 390 the year before. United airlines facing a 400,000 fine for allegedly flying and unsafe plane. The faa says the airline replaced a fuel pump pressure switch in one of the 740 sevens. The faa says the airline did not complete the required inspection of the repair before the plane flew again. United flew the plane on 23 domestic and International Flights before the inspection. It now faces, again, a fine of 435,000. Walmart believes it has a way to track delivery drones. We dont have any problems between livermore and dublin, which yesterday we had because of various crashes. This looks good once you get to livermore all the way out to hayward. Again, we do have the slow traffic on the past. This is 280 in san jose. Its off to a nice start. A little damp there. I can tell by looking at the headlights reflecting off the pavement. You can see the officer asking the little girl, let me see your license and registration. Shes trying to make a run for it. No license, no registration. What are we going to do about this . He actually may have scared her just a little bit. You see her kind of taking off in her little pink barbie jeep. But it did have a happy ending. Officer let her go with a warning. And gave her a little batch sticker, too. She probably doesnt have a seatbelt either. I know my daughters barbie jeep did not. There she is, no seatbelt. Thats cute. Very cute. 4 51 is the time right now. Preparing the Golden Gate Bridge for an earthquake or other seismic activity. The decades long project entering its final phase. The Golden Gate Bridge is in the final phase of a retrofitting project to make it safer during a big earthquake or high winds. We explain the work that will begin next year will extend the lifespan of the bridge. Its also expected to save lives as well. The final phase of this multidecade retrofit program is the section just above my head between the two towers. Chosen to be last because it is more flexible and more earthquake resistant than any part of the bridge. It will strengthen the bridge into a socalled lifeline structure that can and will remain in operation. That means basically custom designed and tested shock absorbers that will cause it to shake a lot less. Even one as big as this 1906 earthquake computer simulation. But that can only happen once the work platforms are designed and tested to withstand wins seen every 10,000 years. Thats more than 100 miles per hour. That can only be accomplished by building an eightfoot mini suspension structure inside a wind tunnel to test platform designed to guarantee the safety of the workers and the integrity of the bridge. No one wants a repeat of the tacoma narrows bridge that ultimately collapsed under high winds. We expects construction to be complete in 2024. This began after the 1989 quake. The Golden Gate Bridge, which was not damaged by that quick, nonetheless, cause the bridge district to create a multiphase project to prevent collapse in the next big event. We started with the most vulnerable sections of the bridge. Phase i completed in 2001 retrofitted or replaced the entire structure on the marin county side. Phase 2 completed in 2008 did the same for the San Francisco side. Phase 3 completed in 2013 made sure that the bridge, even in a major quake, which might damage it, will not collapse it. So if someone is driving across the bridge and a major earthquake happens now, they wont die. There wont be any fatalities. While all this is going on, the bridge will at the suicide barrier net which was also wind and computer tested. The suicide barrier will be done in 2021. Ktvu, fox 2 news.
