Fremont where police have a suspect who shot two Fremont Police officers surrounded. He is in a house that is on fire. We will have the latest on this investigation. Good morning. Thank you for joining us. It is thursday, june 2. Im pam cook. Im brian flores in for dave clark. We continue to follow developing news. Police are still in a standoff situation with the suspect, accused of shooting two Fremont Police officers yesterday afternoon. As weve been telling you, about 30 minutes ago that home with a suspect is holdup is now on fire. You can see that in the distance. A developing situation here. A swat team hired tear gas and flash bangs is hope of getting the suspect out. We have Live Team Coverage this morning. Christien kafton on the evacuations underway for neighbors but first here is janine de la vega at the scene with the latest. Reporter good morning. Its been about an hour since police have heard from the suspect. They were talking to him on a cell phone. They do not know if the battery died or if the suspect hung up. We do want to show you what the scene looks like right now. You can see the orange flames in the background. The house is on fire. The suspect is believed to be inside. About 30 minutes ago Oakland Police came here. They are coming in to relieve the Alameda CountySheriffs Department and the Union City NewarkPolice Department because they are tired. They have been here for hours, trying to get the suspect to surrender. Lets go to video we took a while ago. Around 11 30 pm last night the Police Department was able to track down the suspect who is believed to have shot the two Police Officers. This is a house on roberts and adams. They have been negotiating with him, trying to get him to come out. They know he is armed and is considered very dangerous. This is not his house. They believe he somehow broke in because there were signs of forced entry. Even though the house is on fire, firefighters have been putting water on it and he could be passed out. He could be alive, they just dont know. Here is the latest on what a sergeant just told us. We believe he is still inside. We have not talk to him in close to 45 minutes or more. That does not mean he is not still in there. He has shown as he is willing to stay for the long haul on this. We have put a lot of tear gas in there. Weve had numerous negotiations with him. He told us he is willing to go the long haul and thats what were doing. Theres no rush for us to go in there, to put anyone else in jeopardy. Reporter at this point they are hoping for some sort of peaceful resolution. For him to peacefully surrender. Have not had any communication with him for the past hour. Now that there is a firstteam inside their, the oakland Police Officers are hoping that maybe there will be some sort of change. In the meantime there is a shelter in place in effect for all the residents within the perimeter. They want other residents of fremont who were not in this area to know that they are safe. They have this situation isolated. We will continue to stay out here and follow up on this and give you any updates as soon as we get it. We will check back in with you throughout the morning. Moving now from fremont Brandon Carranza on the other side of the perimeter where the people who have been evacuated are stranded. Are there a lot of people out of their homes . Reporter yes. As you may imagine this is having a teacher impact on the neighborhood. Lets give you a sense of where we are. You can see some of the emergency vehicles. Were about a block away from where janine and our other news crew is. You can see it looks like a letter from a fire vehicle that may be involved in putting out the fire at the house with a suspect is occupied. You can see chp has closed off roberts avenue in this area. A lot of closed off homes in this area. As you can see there is a line of vehicles. This line has been getting bigger and smaller as residents in the area try to see if they can get back home. I spoke with this gentleman a moment ago. Sir, you said youve been trying to get back home. How long have you been trying . Since quarter after three yesterday. You are stuck here trying to get him . Are you hearing anything from the police they have not said anything. They are still talking to the guy. He is hunkered down in that house over there. Reporter do you know anything about the home where this is taking place . Its next to where i live. Reporter have you spoken to the resident there . No. I havent talked to him. Ive been sitting in this line for nine or 10 hours already. Thats all weve been doing. Reporter good luck in getting home. That is a common story. They are trying to get home. There is a shelter that has been set up. If we can roll video. We stopped by there on our way here to the scene. This is a red cross shelter that has been set up. There are about a dozen people there who are sleeping at this hour. That address is 40086 paseo padre parkway in fremont. That is the place were some folks are sheltering. We spoke with one young man who told us this home, where this is happening, is close to where he lives. Reporter how long has it been since you went home . The came back from work around 8 00 and i was not able to get in. Im still waiting. Reporter as you can here, residents are getting frustrated, trying to figure out where they can go and with cant go. Many people have been displaced for hours from their homes. You heard from the gentleman who was here. Hes been displaced since 3 00 yesterday afternoon. Can we show a growing line of cars here . You saw that one car, two trucks here. That white truck just pulled up and was waiting in line. Clearly, many people are displaced from their homes, we need for a resolution so they can go home. We will continue monitoring the situation here and monitoring the other side of the scene where all of this is unfolding. Were about a block from janine, a half block away from with the suspect is hold up. Today so much. That gentleman waiting for nine hours trying to get home. Such a hard situation. We know they are trying to get to go about their days. We know schools in the area are planning to open. People obviously need to get to work. We will follow this situation. While police are trying to capture the suspect, others are Holding Vigil where the two Police Officers are being treated. The first officer shot underwent emergency surgery at san joses Regional Medical center. He is in critical condition. He has been with the Police Department for about a year. The second officer is a 10 year veteran. He is listed in stable condition. Is obviously very tragic any time gun violence happens in the city. And when someone takes a shot at Law Enforcement or attempts to hurt someone in Law Enforcement, its terrible. City leaders including fremont mayor bill harrison rushed to the hospital when he heard about the shooting. He tells ktvu he knows both officers and was able to see one of them. Other agencies who drop by the hospital include san jose police, said it will department of Public Safety and the Santa Clara CountySheriffs Office. We will keep following this developing story throughout the morning. We will post updates on mine as well and check our social media pages. We will be checking in with janine and with Christien Kafton throughout the morning. This is also affecting traffic in the area because roads are blocked off and there is a fire. Sal, how does it look for people waking up and need to get in and around that area. That area is pretty busy. Right now traffic is going to be affected if youre getting off 680 at washington. You will not be able to go further. I want to put up a map. You can see 680 at washington and 880. This is generally where the area is. If we back out a little bit it is in this area of fremont, right here. Closest to 680, somewhat close to 880. I will show you some of the streets that are blocked off. There is a blockage on washington as you head up toward fremont boulevard. And fremont at adams. There is a Shopping Center here that is completely offlimits in this area. As the morning commute wakes up, you will see more and more delays. Its been early and mostly going on overnight but now were getting more traffic. This will become an issue in this area. Lets move on to other traffic. I want to show you interstate i want to show you interstate 880. Traffic is moving well on the freeways in oakland. 880 and 580. When you get to the bay bridge toll plaza, it is still light westbound trying to get into San Francisco. For some, very foggy out there. Some of the fog is down on the deck. Be careful. Yesterday was a strange day for temperatures. Some dropped dramatically. Sum, only a few degrees. We had a huge difference in temperatures. Some areas to the east are clear but you can see fog down on the deck. That is a sign that High Pressure is builtin and we have a warm air aloft. Napa, 76 yesterday. Oakland, 74. Downhome downtown san jose went from 89 down to 82. Some areas did not get out of the mid and upper 90s. Mainly in the east bay. Low clouds and fog. There is a big cloud deck in the east bay. High pressure is building in. 50s on temperatures. 50 in half moon bay. Berkeley at 54. South bay temperatures in the 50s. 49 in scotts valley. 59 in campbell and saratoga. Low clouds and fog and some of that is very thick. Once that burns off we will have sunshine with a few high clouds spinning in. This flow will work its way towards us, probably not until sunday. Morning fog. Cool and hot. 90s inland, 60s by the coast. Another day of tremendous differences in temperatures. 60s, 70s, 80s and 90s. A new report said San FranciscoPolice Officers should stop citing people who sleep on the streets. The citys budget analyst said writing citations in enforcing socalled, qualityoflife laws, is costing the city more than 20 million a year. The San Francisco examiner which has seen the analysis said the report recommends other agencies to respond to those types of incidents. It goes on to say that Police Enforcement has increased 35 but that the number of people on the streets has held steady since 2013. The semper cisco Police Commission approved a policy requiring officers to wear body cameras. At its meeting last night the commission signed off on a set of rules proposed by the Police Officers union. Those rules require officers to provide a brief initial statement about an incident he for reviewing the footage from the camera. Then a full statement. It was a compromise with some critics saying officers might adjust the reports depending on what is captured on the cameras. Officers say they want to wear the cameras. The body cameras are going to be a powerful tool for us in terms of the investigatory progress. They will provide an instant and impartial account of events. They are very important in terms of transparency and accountability. San francisco Police Officers could be outfitted with cameras as early as august 1. A call for more police reforms. Coming up, the protest planned for today following the most recent officerinvolved shooting in San Francisco. Accusations of faulty recordkeeping that led to gas leaks and an explosion. The huge fine for pg e that has nothing to do with the 2010 san bruno pipeline explosion. Thefor instance, looking ates things is an activity. We make uplack in nature service. E, drivers say they are fed up about being mistreated or attacked by unruly passengers. The San Francisco examiner reports that a Transit Workers Union emailed members in the Transportation Agency last month to criticize a rise in assault on operators. The union tells of drivers that if they are assaulted they should stop the bus or real car and, take it out of service. Current practice requires drivers to finish the route and then report the incident. The union said reported assaults went from 18 in 2013 to it to eat last year. The city college of San Francisco in its faculty and are at odds after two counselors were reassigned. The union said two of the schools four counselors were replaced with a 15 minute video to help students who need to get their Financial Aid reinstated. The changes upset the American Federation of teachers 2121 which claims of the move took resources away from students at the main campus. The feud over the counselors started more than a year ago with the counselors first said their cubicle to do provide students with privacy. Ccsf has fired five more Financial Aid workers to meet accreditation requirements. The California PublicUtilities CommissionAdministrative Law judge has fined people pg e 24. 3 million for an accurate records of its natural gas pipeline. The faulty records involve more than a dozen cities. They are blamed for outages, leaks and a house explosion in carmel. The probe is separate from the record 1. 6 billion fine levied against pg e last year for the deadly san bruno pipeline explosion in 2010. Pg e could still decide to appeal yesterdays fine. This is in an area west of 680 and northeast of 880. As you drive in the area there is a wide area that is closed off. That rectangle uc, fremont boulevard, washington, roberts, adams, is a good area to avoid. There is a residential area along with a strip mall. This area is affected by the standoff in the area. Traffic is moving along well here in the east bay so far. At the bay bridge toll plaza we do not have a big back up yet. The commute is beginning to wake up but right now we only have a little slow traffic to report here. A lot of fog out there. It looks like it will burn off sooner. Some warm air aloft and High Pressure nosing in but not before a lot of fog on the deck on the golden gate bridge. Also on both sides of the caldecott tunnel. This will burn off sooner today. Rain in a series of lowes continue to move through. The entire state is covered with some sort of thunderstorm activity or heavy rain. Especially around houston and west of houston. Oakland, 74 to 68. Conquered, livermore and points east only dropped a couple degrees. For some it was hot and for others it was cooler. There are signs it will be warmer today.
