They are trying to get that lower so they can do some work on the emergency spillway. It peaked out now it is below capacity level of 900. Water levels are slowly dropping. That is the good news. Three more days of a break and rain returns. There are some signs of decent rain and the Feather River canyon. Livermore it. 237. Still some 40s increasing high clouds. The energy will work its way toward us and were getting back into another rainy pattern. Partly cloudy mostly sunny for some high clouds. 60s on some of these temperatures. We have a couple of issues the whole commute on 580 is going to be extra slow. We dont have any letter h Train Service. That is not because of Weather Damage on the tracks, but more Freight Train traffic on the lines. Because of Weather Damage elsewhere. Monday and tuesday no service. More people on the past. We dont have the Train Service you have to drive. Or work from home. We had that big rig that was on fire on 580 westbound. Near half yard. Have a big rig in fremont that has jackknifed forgotten stuck on the median. About a block away from 680. They are trying to get a tow truck to get the struck out the way. 680 off ramps have been shot off. There is nowhere to go when you get down to the bottom. This is right in front of the big 5. You will see traffic as it gets later it will be detoured and delayed. At the bay bridge toll plaza it is still like this morning with no major issues. Getting into San Francisco. We are keeping an eye on the situation at oroville dam. Nearly 200,000 people had to evacuate yesterday because of the possibility of the emergency spillway. It could fail. Paul chambers is live. Talking about the steps that were taken to try to keep people safe. The goal this morning and throughout the day is to fix the erosion of that emergency spillway. Crews will use helicopters to drop rocks into the area. It is a little more hundred and 50 miles northeast of oakland. There are 2 spillways. Last week a whole developed in the main spillway and over the weekend water levels were so high the second emergency spillway was used for the first time in nearly 50 years. On sunday officials noted the hole in the spillway is more water came into the lake. They thought the spillway could possibly fail. If that is not address that we dont take care of it, essentially what were looking at is approximately a 30 foot wall of water coming out of the lake. That is why we took the appropriate measures we did. And implemented the evacuation process that we had going. Reporter both spillways are separate from the oroville dam. The governor. Issued an emergency order. The oroville dam itself is not in danger of failing. We want to stress the problem is the erosion of the emergency spillway. Engineers have a plan to at least shore up that spillway. It is a Pretty Simple plan involving bags of rocks. Tom miller is at the staging area. He walks us through how they will start to repair the hole later this morning. Reporter this place is abuzz with activity. They are racing to fill up these bags with boulders that will be placed on the auxiliary spillway. What you are looking at is the completed back. They will be picked up by helicopters as soon as it is feasible. They will place them on top of that weekend area of the spillway. There are several steps in the process. We are seeing dump trucks coming in and bringing in the boulders. And the dumping them off in the big pile in the middle. The black holes are picking them up, and those rocks are being a loaded into the bags. They are moved into that pile there are no helicopters flying right now that they are coming in around the state where they will be transported out to that spillway later this morning. I want to take you to the other side. Out to the right there is the dam in the foreground. Out there in the background you can see the part of the auxiliary spillway that is in question. That is where the rocks are going to be dropped off as they tried to strengthen that weekend area. We do not know how many bags crews are trying to fill out. Were told this will continue through the morning. Once daylight breaks they will have the helicopters working. The process of dropping those bags of rocks on the spillway will start later this morning. As soon as it happens we will give you an update. Evacuation centers are set up in bute, yuba, nevada and the glenn counties. There are at least 5 evacuation shelters in chico including one at the Silver Dollar fairgrounds. The red cross says 75 volunteers are providing food and water to evacuees. They are accepting pets and again alex savage is there this morning. He will have a live report coming up. Inmates were evacuated from 2 jails because of the possible failure at the oroville dam. Butte county Sheriffs Department evacuated inmates yesterday. And took them to nearby jails. In Sumter CountySheriffs Department evacuated 100 inmates. They are being held in other counties. Most you most schools and youth county will be closed. Except for the chico and paradise districts. Butte college the county office of education will also be closed. Swift Water Rescue Team is in chico to help out in case of flooding from the oroville dam spillover. The firefighters packed up jet skis and rescue gear and joined other crews at a staging area last night. We talked to menlo park fire chief about his swift Water Rescue Team. Even though the situation at the spillover has improved were still keeping an eye on rain that could hit the area on thursday. Right now they are committed up to 14 days. We will see what happens. If they need as they are we will stay there. If not they will cut us loose. So everyone knows we have water assets that menlo park by district. We are prepared for anything out in the bay and deeper waters. There is no indication of when the menlo park fire team will return home. They brought drones with them to help spot possible victims in the water. Governor. Brown issued an emergency order to help the states response to the situation. At the oroville dam. Ive been in close contact with Emergency Personnel, managing the suit situation through the weekend. It is clear the circumstances are complex. And rapidly changing. Flooding is being blamed and the derailment of a Union Pacific train and the sacramental aerial area. It has 22 cars off the track and into a river on friday. Driving into morgan hill and the silicon valley. Westbound 580, we have had more people on the Altamont Pass because of the h train not running. So more people will be taking the car. There is a big rig that was on fire. We still have a lot of commotion on 580 westbound. This accident in fremont has the truck that is on the center divider, they are trying to put it on a tow truck. Just about a block away from interstate 680. Is right in front of the store both directions are block. There are detours in place. As the morning goes on it will be a bigger traffic problem. We will see how long it takes them to get rid of this truck. At the bay bridge traffic is light. The metering lights come on at 5 30. Some people are going what did he say . Automall southbound. Right next to 680. Both directions. I can tell you there is very few options. Very limited options. The best scenario would be three weeks of dry weather. The inflow has tapered off. Just under 45,000. The outflow is 100,000. It can handle 160,000. However the last time that occurred was 1997. There was no damage to the building spillway. If there is no damage this morning they will ramp that up. If there is, they need more than two or three days of a break. The problem is with the auxiliary spillway and the erosion and that. At least the water is not coming over the spillway anymore. If we continue the outflow they can get it down before the rain returns. They have limited amount of time to do that. Wednesday night may be into thursday. The capacity is 900 feet. It has already started to be go go below that. Water levels are slowly dropping. It is the erosion on the auxiliary side. That is the one they had to shore up. They hope the main spillway is holding. There is a lot to look at in the next couple of hours. It is the start of a slow change. Crews were clear mudslides on the outflow road near fairway drive. If you drive in that area expected eastbound lanes be closed during repairs.
