Now we arrived here within minutes after those emergency crews a arriving t. Took a water rescue crew to use a paddle board to reach that victim. By the time they pulled him he was unresponsive. We watched for about 10 minutes as they administered emergency care. Those firefighters also say it appears that alcohol was a factor in this incident.
