Lets get your week started with a check on weather and traffic. Steve is here. Rains gonna be coming in later on . For most, yeah. As far as the wear, Southern California has not participated. Northern california for sure. So if talk to weather folks, they say we are fine. You talk to water officials, they give you a different story. Understandably so. Rain moving into the north bay. Russian river, forestville, santa rosa to Mendocino County and eventually its going to make it south. So take the rain gear with you. You will need it probably later. Not so much this morning, unless you are north. Temperatures upper 50s, slow 60s with rain develop. Not a lot of rain. Similar to yesterdays system. Heaviest amounts in marin county north,. 5 to 1 inch. San francisco, oakland, concord south, thunderstorm activity for Northern California. That will continue into the northern Sacramento County lake county later on. It has some good cold air with it. You see the darker green around clearlake. It likes rain to pick up santa rosa to saint helene a, calistoga north. Otherwise, clouds on the move. They are going to increase. 40s and 50s on the temps. System will sweep in right there. Once that does, that will give rain for everybody. More afternoon evening. Cloudy. Mostly cloudy. Cool. Breezy at times. Bart, steve, because we have new developments on the power problems that have been affecting bart service. Alex savidge is at one of the bart stations. Good morning, alex. Reporter good morning to you. Bart is actually making quite bait of progress trying to pinpoint the exact problem here. But of course that does not is not going to help this mornings commute. We still have a bus bridge in place and riders were watching them here as we maybe can show you here. A bus pulled up a short time ago. Riders are still taking a bus to get from the pittsburg bay point station to North Concord this morning. That bus bridge remains in place this morning. About a dozen buses have been running all morning on on basically a loop. Those buses are carrying people between these two stations and getting them where they need to go. That entire section of traffic remains shut down this morning as engineers work to figure out what this electrical problem is that has damaged at least 50 cars in the last week and knocked them out of service, and that came after another 80 cars were taken out of service in february because of a similar power surge problem. With these cars out of service, bart is running short of trains during the peak commute hours. That is leading to overcrowding. Lots of bart riders tell me they are waking up extra early to make it to work on time. I am a driver, too. So i am going to be late to work today. Its okay. We had to get around. Bart guys fixed it. We got to pay the price. Reporter and this morning this was the scene as we watched a couple of test trains running along the tracks between pittsburg bay point and North Concord as engineers ride on those trains. They are trying to figure out where that spike in voltage is happening that seems to be knocking the cars out of service. We also did see this morning that some of those test trains were carrying passengers. Now, bart does tell us though that the bus bridge will remain in effect for this morning and the rest of today at the very least, and its possible the bus bridge could be in place tomorrow as well. We obviously will have to wait and see. We will check in with bart officials later on today toe see again how this testing is going. But it sounds, sal, like they are making some progress as they really try to narrow down exactly what this electrical issue is and then, of course, try to fix that problem and get that portion of track re opened. This is a look at westbound skyway right before highway 101 in San Francisco. Traffic is slow up to this crash as traffic is backing up onto the bay bridge. Looks like they are making some progress here, but they still have that fast lane taken away and its causing a jam up on the bridge. We are looking at the toll plaza now on the oakland side. You will see the traffic is going to be slow. Its backed up to the macarthur maze. One of the big problems has been in the south bay this morning. Northbound 17 near glenwood drive they are clearing a crash. They are making progress here, but the traffic is still very slow from santa cruz all the way over. If this is our commute, you need extra time through that area. We are also looking at the commute here on 580 as you drive from the altamont pass. More on a 680 south. 7 06. Back to the desk. Thank you. San francisco teachers could be exempt from certain types of nofault evictions under a city ordinance. According to the examiner, a study found more than 40 of educators in San Francisco say they fear losing their homes. A union leader tells the paper, San Francisco schools, which are already facing a teacher shortage, could see a turnover of hundreds more teachers this school year. A Supervisors Committee will take up the ordinance later today. 7 06. People in the north bay are seeing rain this morning and it has been a wet winter overall for the bay area thanks to el nino storms. Now some people are questioning whether a drought emergency still exists in california. Last year Governor Brown issued a mandate to cut water use by 25 . Officials will take a look at the snowpack and see if its time to drop or leaks those restrictions. The utility district says people should keep saving water until then. One year of average rain may not be enough to repair four years of drought because we dont know how long droughts will be. We have to keep these practices alive. Reservoirs here in Northern California are full, but many in central and Southern California remain low. In fact, data out last week show 74 of the state remains under a severe drought. Folsom lake near sacramento has rebounded so well, officials are releasing water downstream. Water releases are routine but havent been needed in years because of the drought. Marine killed in an isis rocket attack in iraq over the weekend was from Southern California. 27yearold Staff Sergeant louie cardon of temecula was killed saturday when isis rockets sent rockets into his area. Cardon is the First American to die in combat in iraq since 2007. Flights have resumed at the russian airport where a dubaibased plane crashed while trying to land saturday killing all 62 people on board. The flydubois plane was making a second attempt to land when it crashed. Most of the passengers were russians on vacation. Aviation experts are examining the flight recorders and looking at the weather conditions, pilot error or equipment problems as a possible cause of the crash. Time is 7 09. A man accused of planning the paris attacks in november told investigators he was plotting another major assault when he was arrested in belgium last week. Authorities say he has admitted he was involved in the attacks and he was supposed to die this night, setting off a suicide vest at the stadium. He says he changed his mind. He want to go to the south of france in paris and be a suicide bomber, but its tough. 130 people were killed in the attacks in paris. Abdeslam was stopped in belgium. Authorities believe a suicide vest was found days later on a street in paris. New this morning some commuters on the peninsula may have to take a detour because of a caltrain replacement project on a busy street leading to the bay shore freeway. These are live pictures coming from that area. Beginning today popular avenue in san mateo will be closed through traffic. This is the live look in that area, as we mentioned. The closure is for eight weeks between ramona and clairemont streets. Popular avenue connects El Camino Real and highway 101. It involves assembling a new steel infrastructure and demolishing a caltrain bridge. Its part of a 38 million bridge replacement project in san mateo. President obama makes history. We are looking for a report of a brushfire southbound 101 at 80. I do see some brake lights there. I dont see any smoke. The Fire Department is going to check, and that will make traffic slow. The start time is 10 00 a. M. And thats when everybodys gonna head in to the headquarters to watch to see what tim cook says. Now, usually apple introduces bigger displays and thinner products. But today Analysts Expect the company will unveil smaller products. Its rumored a new iphone will be introduced similar to the iphone 5s but will have the upgraded features of an smartphone 6 like a better camera and apple pay. The other new product is expected to be a new model of the ipad pro. It, too, will also have a smaller 9. 7inch display. Engineers have designed it with a speedier processor and upgraded fee. Insiders do not think tim cook will address the Ongoing Court battle between apple and the fbi. They will meet tomorrow to argue whether apple should build new software to hack into the iphone of the Santa Barbara shooter. Apple says it shouldnt be forced to make iphones less secure while the government maintains it needs apples help because its a matter of national security. Now we have San Francisco getting into the act, brian and gasia. Northbound i am sorry, southbound 101 near the 80 split. The Fire Department was going to check on a word of a brushfire. Now, i dont see anything here. The Fire Department kind of rolled by, it looks like. There was an earlier accident in this area as well. So it looks like all is good, but the traffic is backing up on the skyway and that means the traffic on the bridge will be likely a little bit slower. Lets take a look at the bay bridge toll plaza. This backup is not looking good. It looks worse than it normally does. I see a caltrans truck here perhaps tend to go a stall on the tending to a stall on the stretch. The carpool lanes are okay. Thats all i can say about that. Northbound 17 near the glenwood drive exit has been cleared up. The traffic is going to be still slow though because the crash is on the shoulder. But at least all the lanes are open and traffic is beginning to get a little bit better. I also want to mention, if you are driving on the dumbarton bridge, an earlier accident in menlo park near willow and traffic is slow heading west to the facebook campus. You might want to think about using the san mateo bridge or maybe 237. 7 16. Lets go to steve. Rain up north. So far its been staying there. But clouds are beginning to thicken up and roll in as the front inches closer. For most of the morning commute it looks like we will stay dry. There are some areas of fog around. Clouds increasing through the morning. That will lead to rain early afternoon for most, but some areas had good rain the past 24 hours, especially from marin county northward. 1. 7 still raining. Wildflowers are loving this rain and beautiful display as we heal from the fire. That is true. Some very good rain, especially up to the north. We will focus on that. Cazadero, Russian River over an inch. Same for occidental. Cazadero, occidental, yorkville, Mendocino County an inch. St. Helena an inch. There were other areas, i think larkspur. 70. Pacific can had a third of an inch. After that, there wasnt much. A couple onehundreths the peninsula, east bay, south bay. Napa over a quarter of inch. Santa rosa up to three quarters, i believe. Some of the heavier amounts are north. There is going to be embedded lines of thunderstorms stretching north of Mendocino County to the northern sacramento valley. Could clip Mendocino County, lake county. I think south of that, no. You can see the darker green picking up around clearlake, middle town, cobb, lake port as well and just about in line from santa rosa to st. Helena. Clouds are on the move. Researchers envision a Digital Traffic controller that allow cars to flow through intersections seamlessly. They say the network would tell each war when there is a slot available to move forward.
