The traffic on highway 4 is slow mostly through pittsburg and baypointe and 680 slows 242 to 24 and lafayette. This morning the Santa Clara County District Attorney will announce at 10 00 this morning what he wants done to help victims of sexual crimes. He is going to propose new legislation inspired by the woman who was sexual lay assaulted at Stanford University by brock turner. Janine de la vega is in palo alto right now. Tell us more about this story, janine. Reporter dave, the case was prosecuted here in palo alto and now the d. A. And the prosecutor who tried the turner case are returning here this morning. They are going to be holding a News Conference at 10 00 a. M. They want justice for victims of sex crimes. Now, the District Attorney jeff rosen is going to be talking about new legislation. She is proposing that was inspired by the woman sexually assault by turner. We dont have details yet on what type of change he is asking for, but its clear that he heard the outcry from the public on this case. It attracted National Attention when the judge sentenced turner to six months in jail for sexually assaulting an unconscious intoxicated woman on the stanford campus. Prosecutors had asked for a much longer sentence. Since the judges ruling, petitions have circulated to recall the judge. Last week the d. A. Removed the judge from an unrelated Sexual Assault case in light of the controversy that he was facing. Right now in sacramento there is already a push for change. Lawmakers listened to emotional testimony in support of a bill that would remove the statute of limitations on rape and Sexual Assault cases. Currently, the limit is ten years. That bill comes in the wake of allegations against bill cosby. We know that the d. A. Rosen was disappointed with the sentence that turner received. He has said that the punishment did not fit the crime. So were just going to have to wait and see what this that he is proposing. The San Francisco commission is set to view on new use of force rules for the police. Groups are hoping to make lethal force a last resort. It does not address the issue of whether to give San Francisco Police Officers tasers. Thats gonna come in a separate vote. An Oakland City Council woman is under fire for reportedly using her power to interfere with a Housing Project for a lot next to her home. The Council Woman according to the report broke state and city ethics rules by delaying the approval process. The report doesnt many the Council Woman, but the San Francisco chronicle says a source identified her as city Council President. It was for officer Michael Katherman killed last week in the line of duty when his Police Motorcycle was hit head on by a minivan. Just reemphasizes the dangers of our jobs and really the importance of the brotherhood and sisterhood that we have. They put their life on the line for us. The least people can do is come out and show support. Officer katherman is the second San Jose Police officer to die in the line of duty in the last two years. A San Francisco man is facing charges after he was caught driving a party bus filled with teens and liquor. Marin county authorities received a tip monday night about a bus picking up teenage passengers in larkspur. Officers spotted the bus, so they stopped it and found 33 boys and girls between the ages of 15 and 17 on board. Officers also found 30 bottles of hard alcohol, marijuana and prescription pills. Investigators say a 16yearold boy booked that bus online. His friends say he meant no harm. People snuck it in their bags and pockets. Thats also bad, too. He got in trouble for everyone who just didnt even ask really. Authorities identified the driver as 63yearold james green. Police say he was arrested on charges including child endangerment, possession of controlled substance, and carrying a switch blade. 7 07. Police in the east bay city of newark are searching for whoever robbed the belongings of more than 100 cub scouts. Somebody broke into a trailer parked at Birch Grove Park where the cub scouts are holding a camp. The director discovered broken lots monday morning. At first he thought everything was fin. Then he realized expensive leather working tools and special archery equipment had been stolen. Just an hour after he reported the items missing the young cub scouts started to show up for camp. Kind of like weird. Why would just someone steal, like, a bow and an arrow . I dont understand why you steal this kind of thing. What do you use that for . Those things can bring happiness for the kids. Now, the Cub Scout Program searched 10,000 children a year. The whole scouting program. The Camp Director hopes who stole that equipment will find out how they have hurt and disappointed the kids and will give the stuff back. It will cost more than 3,000 and also a lot of time to replace this specialized archery equipment. Even with the rain this past winter, a study said it could take four years for the Sierra Snowpack to return to predrought levels. Researchers say in past droughts the state bounces back in a year. Officials at nearby apartment complex told the People Living there that there was an escapee from the jail. There were also rumors of an active shooter on the base. Hot and really dry weather conditions still hampering firefighters as they try to contain several big wildfires burning all across western states. Flames have burned more than 5,000 acres northeast of los angeles. Now, its now 10 contained, but those crews are also dealing with tripledigit temperatures, the wind, and the flames. Hundreds of people dont know when they are going to be allowed to go back home. And more than 1,500 people who live southeast of san diego, they are also evacuated because of the border fire. Its really bad. It was on the east side, it was coming down ferociously. The news is better from the fire burning near santa barbara. Now it is more than 80 contained and almost everyone who has been evacuated from there, they are going to be allowed to go back home by tonight. Seismologists report there is new evidence of movement along the san andreas fault. Earthquake researchers used Gps Technology to see the fault in Southern California. Its moved. They call that movement significant. The Scientists Say there are lobes of earth on the fault line. They are spread out in a wide area and all across the fault.
