Moving along to interstate 880 and the traffic here is going to be busy as well as you drive over to the downtown oakland area. Its not stop and go just yet. In fact, it looks okay. Lets go to the south bay, where we have had slow traffic this morning on 101, 280 and 85. I want to mention highway 17 is a mess because of an accident on the northbound 17 near the kass restaurant. This whole commute hasnt been that great. As a matter of fact, we have seen a bigger delay than usual in the area, and theres an overturned big rig. Southbound 680 as you drive down to mission boulevard. Its on the shoulder, but traffic may be a little bit slow as you head down the grade. Now that the National Guard has arrived in charlotte this morning to help local police and declare a state of emergency, companies such as the bank of america, wells fargo, 5th 5th third bank and duke energy told employees they were not required to return to work. The night began with a prayer vigil, but groups left the vigil to march through downtown charlotte. The demonstrations took a turn after 8 00 p. M. Police in riot gear fired tear gas at demonstrators who threw bottles and rocks at police. According to police, protesters looted businesses and set fires. At one point, a group stormed into the hyatt hotel and injured two employees. A protester was shot and critically injured, allegedly by another protester. You constantly tell us what we cannot do. We cannot kneel. We cannot march. We cannot stand. We cannot sing. So what can we do. Chief kerr putney, come out and tell us what we can do. The demonstrations began following the Police Shooting of africanamerican Keith Lamont Scott on tuesday. Police had been searching for a different man what they encountered scott. According to police, scott exited his car armed with a gun and ignored officers commands to drop his weapon. Scotts family refutes this saying scott was reading a book in his car when officers shot and killed him. Civil liberties groups are calling for police to release officers isobody camera video, but body camera video, but the police chief refuses to do so, citing a state law that says the public can view videos unless theres a judges order. I said put your hands on the car. He was walking to the car, and they shot him down like he was a dog. Officer shelby says she was on scene more than a minute before the start of the dash cam video. Crutcher appeared to be high on drugs, possibly pcp. Police say the drug was found in his vehicle. And shelby said he repeatedly ignored his demands and with his arms raised went toward his vehicle. She thought he was reaching to grab a weapon so she fired first. In the wake of shootings, questions are being raised about Police Policies regarding releasing police video of shootings. In tulsa, Police Released the video of the Terrence Crutcher video out of a commitment to full transparency and disclosure. In North Carolina, police have not released video of the shooting because of a law going in effect that requires a judge to make that decision.
