We have scattered showers now. We will bump up the intensity later this afternoon. There is the coverage. There are lots of clouds in place. There is some action in parts of the north bay, good coverage towards portions of san raphael, petaluma. More development offshore and also around san mateo, portions of the east bay as well, scattered showers working back into the region. The temperatures are upper 50s to the 60s. We are holding onto rain showers throughout the morning. Into the afternoon hours by 3 00, especially after 4 00 we will bump up coverage and intensity by 6 00 tonight. I think the afternoon and evening commute will be an extra challenge. We are not out of the woods yet for the morning commute now because we have some rain south showing up on the radar and of course wet roads that will complicate things at least for this morning, especially later on today. We are looking at a commute mark where traffic is going to be busy all over the place. Its just wet enough to make it a little slower. Lets start with the bay bridge because a lot of people want to know what that looks like getting into the city right now. It doesnt look bad. It looks like a little bit of rain on the camera lens in oakland as you drive to the toll plaza, 15 to 20 minute delay, no major problems on the bridge crossing into San Francisco. We are looking at interstate 880. In oakland it looks good. In hayward it begins to slow for the trip into fremont. Normal. The valley commute is going to be busy. We are continuing our coverage of a developing story in richmond where an on ramp remains closed because of a homicide investigation. Allie is live with new information about the victim and the crime scene. Reporter hill top drive is open in both directions. It had been closed for most of the overnight hours. Its open. You can see traffic going by. Just beyond us where you see the crime scene tape, thats the entrance to the on ramp thats shut down. The crime scene extends from the on ramp down the hill to a park and ride parking lot. Well explain why in a second. Earlier, we could see evidence markers for the shell casings scattered up and down that ramp. Investigators are still piecing together what happened. We found out about 15 minutes ago that the park and ride is part of this crime scene. At 12 30, chp first got the call about a person lying on the shoulder. They werent sure if it was a pedestrian that had been hit. When they arrived, they discovered that the person had been killed in an apparent homicide. The shooting or conflict that led to the shooting of the man may have started at the park and ride and the victim may have tried to run away, running up the freeway on ramp as he was shot. He was shot multiple times. All we know about the victim is he is a latino male. We dont know his approximate age. This is an unusual spot for a crime scene. Theyre going to try to find Surveillance Video from nearby businesses to help with the investigation. We are trying to get any investigation leads at the gas station on either side of the freeway. We will do as much as we can to obtain that info and see if we can find out. Reporter you see some investigators using their flash lights to go through some of the bushes and the brush. Its a very grassy area by this freeway on ramp. Investigators say theyre going to be waiting until the sun comes up, until there is more daylight out here, to continue gathering evidence. This freeway on ramp will be shut down for at least the next couple hours as they have time to continue looking for clues out here. Thank you. One of the seven wounded in a drive by shooting last week died from his injuries. 35 year old William Chavis died tuesday night at a hospital. He was sitting in a car late saturday when a gunman in another car started shooting. Six people on the street were hit. He was the only victim in a car. Investigators dont think he was the intended target. No arrests have been made. 7 05. Three people arrested in connection with several locker room break ins at gyms in the vac ville area. 40 year old raul ramos had an arrest warrant. Police had been searching for him since august following a report that gym lockers were broken into. Photos from surveillance cameras identified him. The chp says inside the car they found items belonging to hundreds of people including 100 credit cards, 50 drivers licenses, cell phones, laptops, jewelry, 50 sets of keys. They had keys to my house and my car. They also had my drivers license. My stomach sank. It was a real concern that they could just show up and get into my house. Officers say they found bolt cutters and a stolen gun inside the car. The driver of the car and another passenger both from sacramento were also arrested. Strong after shacks felt this morning in central italy after the area was rocked by two powerful earthquakes. The first measured 5. 9. The second was bigger at 6. 1. Well share day time video taken a short time ago. You can see the damage done to some of the buildings and homes. Churches are also damaged. So far reports of injuries are minimal but police are blaming the quake for causing a heart attack that killed a 73 year old man. The earthquakes come two months after a 6. 2 earth quake hit near the same area killing nearly 300. Italians say the latest earthquakes have left them feeling helpless and vulnerable. I have was at home inside when the first quake hit. Then we went out because the earth kept moving all the time. The more serious damage was caused by the second quake. The mayor of one town describes the damage as apocalyptic and says his town is finished. There have been after shocks some as strong as 4. 9. 7 07. A Record Number of people around the country have voted in the november 8 president ial election. 37 states have early voting. So far, more than 12. 5 million votes have been cast and thats a lot higher than the rate in the 2012 election. In San Francisco, thousands of people have already turned in their ballots. Theyre being processed as they come in, so there will be numbers to announce as soon as the polls close on election night. City Election Officials say early voting is a growing trend. The numbers of ballots going out is the highest ever issued. Weve got the most voters ever in San Francisco registered to vote. Weve got the most voters who have come at this point in the cycle to city hall to cast ballots. San francisco has one of the highest vote by mail percentages in the state. 60 of San Francisco voters voted without going to the polls on election day. San franciscos elections director says he is experiencing a big problem with ballots. When the five page ballot is folded and put into the envelope it is too thick to fit into the processing machine. He is asking San Francisco voters to fold each page separately and then stack them together before putting the entire ballot into the envelope. That way individual ballots wont have to be processed by hand and that will speed up the election results. There are reports of a different kind of ballot problem in nevada and a few other states. Most people say things are going off without a hitch but one woman in las vegas says while she was working on her ballot she heard the man in the booth next to her complaining about a problem. She says she decided to hold off on voting for now. He said that when he hit the submit button, everything shifted. And it wasnt the same people that he voted for. It completely matched to everything i marked on the ballot. There were no problems with that. Several other people said they had heard about problems but they didnt have any themselves when they went to vote. Voting officials are telling voters to check ballots carefully before they hit submit and if there is a problem they want to know before the ballot is cast. 7 10. We had rain. United Nations Agency for children says yesterdays air strike in syria was the deadliest attack on a school since syrias civil war started almost six years ago. Video taken several miles away, you see a Mushroom Cloud caused by the blast. Officials arriving say at least 35 people were killed including 20 children and six teachers. The air strike hit a residential area that included a school as children were gathering outside. Officials blame the air strike on the Syrian Government and russia for attacking a strong hold of the rebels. Orlando magic opened their nba season with a tribute to the victims of the Pulse Night Club massacre. The team held a moment of silence and banner with a 49 raised in honor of the victims killed. First responders held a flag for the National Anthem while survivors ands relatives of those killed watched. The magic wore special shirts during their warm up. This is the first sporting event in orlando since the tragedy on june 12. A woman who was supposed to sing the National Anthem says her formation wasperformance was canceled moments before because of what she was wearing. The organization is telling me i cant because i am wearing a we matters jersey. She posted this video on twitter and says the philadelphia 76ers told her minutes before she was due to sing she could not wear the jersey. The 76ers didnt say why the performance was canceled but issued a statement saying the philadelphia 76ers organization encourages meaningful actions to drive social change. Drivers are women and only pick up women. The creator of the app says he came up with the idea after hearing about scary experiences from the 19 year old daughter. I had a girlfriend get locked in a car with a male driver and he said you cant get out unless you give me a kiss. Thank goodness she got out and nothing else happened. Its something that we have to deal with every day. The creator says the app is not meant to be discriminatory against women. Men can ride with a female user. If a man tries to book a ride on his own the company will refer the man to another ride service. See jane go is only in Orange County but the company does hope to expand. Thats interesting. 7 15. Sal is right over there. You have been busy since you came in watching our commute. A little bit of wet weather goes a long way unfortunately and leads to more collisions. It seems that way as a strong correlation between any wet weather and more collisions. Lets look at the bridges trying to get across east bay and peninsula in San Francisco. The bay bridge, it is backed up for 15 to 20 minute delay before you make it on to the span. We are seeing slow traffic as well. San mateo bridge will be okay if you are driving across. It is slow all the way across though. I can show you the maps. You see it is slow here and slow all the way across the peninsula. Done barten bridge is pretty much the same. The freeway interested hayward and fremont is slower than it was a while ago. Most of it is under the speed limit traffic. At 7 16, lets go to mark. Hi there. You can see whats happening, moisture directed toward Central California, Northern California, just like your garden hose. With that, we are talking about more rainfall. In fact the stronger part of the system as i mentioned moves in later today. We still have wet roads out there scattered around the bay area as you can see up in the north bay. Thats going to eventually move south. Let me clear that out and show you the rain showers in parts of the north bay. Santa rosa, sonoma, parts of marin, east bay. Central portion of the bay, San Francisco, oakland, hayward, at least we have rain showers in the middle of the bay. It looks like we have more development in the Santa Cruz Mountains and points south. The current numbers are on the mild side in the upper 50s to lower 60s. This is the warm portion of the system. We have moisture being pushed in from a hurricane and thats why it feels so tropical with that moisture moving in from the southwest. This is for thursday and friday. A big rainfall range for thursday and friday, 3 4 of an inch all the way to three inches. We are watching coastal hills especially towards the Santa Cruz Mountains. The hills actually force the the clouds up. You can squeeze more rain out. We will have heavy rain later today and actually into friday as well. To the south, we have a Flash Flood Watch posted. Rainfall potentially would be three to four inches. That will be a concern. Rain returns for today and into friday and then up stream, another system that will impact our weekend, at least for today. Two contra costa firefighters on paid administrative leave after drunk and disorderly conduct. One was booked on resisting arrest and assaulting a Police Officer. The Marriott Hotel called police early sunday saying four drunk guests would not leave a room. Authorities identified them as 31 year old firefighter Andrew Desmond and his girlfriend. Also identified were 32 year old johnson firefighter and his wife. Johnsons photo is from the Facebook Page of east county today while the wifes comes from instagram. The four were at the hotel for a charity ball hosted by Firefighters Union for the bikes phoretics program. The for tikes program. There was a scuffle between desmond and two Police Officers. We want to see what happens and let the facts come out of the case. Well make evaluations based on that. We take public trust seriously and we want to be sure we get that part right. Firefighters union released a statement saying local 1230 apologizes to Marriott Hotel, Walnut Creek Police department, fire district, and the public we serve for the unfortunate incident at the site of our charity event. The two Police Officers suffered minor injuries. The firefighters and their companions were released on bail. A landlord of East Palo Alto is rejecting a plea deal. Prosecutors had offered a deal that included him pleading guilty to one count of felony vandalism. He would pay full restitution to victims and serve between one to three years in jail. What we are showing now is surveillance from the Stanford Gardens apartments which he owned that the victim says shows him shooting out windows of cars owned by tenants. Prosecutors say he wanted tenants in rent control apartments to move sought he could raise the rent on the units. Its the motivation that we believe underlies this that really does cut at something thats the core of the bay area, thats housing. To make a few bucks, the willingness to cause people to try to get them to be thrown on the streets, thats why the conduct is far more egregious and warranted felony treatment rather than a misdemeanor treatment. He is scheduled to appear for a preliminary hearing december 13 but historian says the 74 year old landlord is scheduled for surgery and that could delay the date of the hearing.
