Moment. Welcome back to mornings on 2. It is a busy morning. I just ducked out. Even my wind was blowing in the wind. It looks good. Im dave clark. Steve paulson is right over here. Your forecast is an interesting one. Its not going to hit until later except for the north bay. The evening commute will be far worse. It is pouring up in the Russian River area and points north. Ive had isolated areas of three to five inch amounts. San francisco, oakland should be around 10 00 to 2 00. Maybe a little later. East bay, 2 00 to 4 00. I cannot keep up on the rainfall rates. 3. 21. St. Helena over an inch of rain. Occidental over an inch. So its in the north bay. Eventually it will work its way south. When you see yellyand green on the returns, that means really heavy rain. Reports of three to five inches of rain. Everybody will be getting in on rain and wind. Wind advisories. There are advisories for the burn areas. And in the mountains it is wind and snow. Snow will be later on. Right now its the wind. Gusts up to 100 Miles Per Hour in the passes. It is cranking up and it will continue to do so over the next four to six hours. Until the front arrives. So that will be until this evening. I think its a wind event for many. The rain will eventually make it. It doesnt mean there is not rain in advance of it. 50s and 60s on the temps. Then the wind will pick up. Thats what is heading towards us. If you dont have the rain yet, it will get there, even south. 50s 0 and 60s on the temps. It is brutal up on the 101. It is. Other parts of the bay area are not seeing it yet. According to steve, you just heard the man, it will be coming in at the bay bridge. Probably the busiest commute. It is not raining yet. The traffic is moving along slowly. It is a normal commute which is to say it is slow traffic. Traffic will be busy here in the Santa Rosa Park area. We dont see a lot of stop and go traffic. We see traffic in petaluma that will be slow. Lets go to the south bay. Northbound 101 at tulle, there is a crash. If we can go back to the map on northbound 101, i can point out that northbound 101 is very heavy approaching tulle road. If you know your way around get off on city streets and go over to 82 and up that way to avoid this problem at tulle road. Lets go back to alex in the north bay. He has been driving around, finding rain. This time, where are you, alex . Reporter were in ronner park. It has just been the steady drizzle for the entire time weve been here but it is creating slick conditions. That is of course leading to various crashes in the area. The chp staying quite busy. Were just off of highway 101 south of gulf coast drive. The chp clearing up a twocar crash. One of the cars came off of the freeway. This accident happened about 6 15 this morning. You can see that a gray honda veered off the road and took out a sign. The honda hit some sort of debris in the roadway on the 101, sheet metal, slid out of control, hit another car and then both cars veered off of the roadway. The good news in all of this, neither of the drivers were hurt. Just damage as the car plowed through a highway sign and through the fence as well. The chp working on getting everything cleared in this area. Of course this is just one of many crashes that the chp and local police are dealing with up in this area. As we bring you back out to the live picture, you can see the rain is not falling in any sort of significant way in this area. But the roadways are wet enough that the driving conditions are very dangerous. Youre going to want to give yourself as we like to say extra time. Give yourself plenty of room between your car and that car in front of you. Just in case they have to stop, youre able to stop as well without sliding out of control. We will send it back to sal. Ill take it from here. Dave. Gasia. It is not a two second rule today, it is a four second rule. Good advice. Preparing for flooding at 17th and folsom in the mission district. The Public Utilities commission is installing flood barriers to try to stop the water from getting into the buildings in the area. They are accepting out a team of arborists to deal with branches or trees falling. Check the weather conditions any time through our ktvu weather app. Also on twitter, instagram and facebook. You drivers already paying 5 to drive across most bay area bridges. Soon you may be asked to pay even more. Christien kafton at the bay bridge now. Tell us about a proposal to raise tolls by as much as three bucks. Good morning, christian. Reporter yeah. Good morning, dave. That would be a big bite. The idea is just an idea. Take a look at the bay bridge toll plaza. Drivers are starting to pay that peak toll right now of 6. The idea would be to increase the toll on bridges like the bay bridge to Fund Improvements throughout the bay area. They started discussing the idea on wednesday. The plan could add one, two or three dollars on the bay bridge, dumbarton bridge and carquinez bridge. It would solve major transportation issues like widening roads. Drivers say they would need more information before deciding one way or the other but they would like to see improvements. It needs a lot of work. Theres pothole thats are mind altering and bone jarring all over the place. So i would say that if its going to really go to the roads and immediately, we need it. I guess it definitely would affect me. Thats like 3 would almost be a 50 increase. So i would hope that it would make it work way better. Reporter now, this is very much in the preliminary stages. The mtc could start discussing the idea and pitching it possibly to ledge late ores. They will start discussing it next month. Then it has to go to the legislature. Voters would have their say in 2018f it went into place, it would go into place sometime after that. All right. Christien kafton at the bay bridge toll plaza. Thank you. So we want today know how much of a difference this toll increase would make on the regular commuters expenses. Right now they pay about 1,500 a year on the bay bridge. If the 3 increase happens, they would pay 2,200 a year in tolls. That is an extra 750. Thats not far off from other commuting options. Daily ac transit riders on the same route pay 2,100 in fares. Bart riders pay about the same amount. Ferry riders pay about 3,500 a year. How much does it cost you to get to work . We know many of you have very long commutes. Sal is always covering that super commute in the Early Morning hours. We want to hear from you especially. Intelligence officials have, quote, a high level of confidence that putin wanted to affect the election outcome. According to the reports he had two reasons. One, a vendetta against Hillary Clinton and undermining the election to show American Allies they cannot depend on the united states. Ktvu interviewed eric about the allegations. A first world adversary was able to hack into email accounts, hack into databases. It is concerning. Congressman says since president elect donald trump is discounting u. S. Welcome back to mornings on 2. Schools in portland, oregon are closed today after a snowstorm brought the city to a halt. Up to five inches of snow is expected by midnight. The streets, look at them, clogged with traffic yesterday afternoon. Some drivers just gave up, abandoned their cars. Portland doesnt use rock salt on the roads for environmental reasons and because it rarely snows. The rail system worked all night giving rides and preventing ice buildup out there. You think about chicago, washington, d. C. , detroit. Those cities expect snow. They have the equipment and the personnel. When it happens in portland, we dont have anything for this. That is true. Same thing for seattle. If it happened here it would be crippling. We would be in trouble. Thank you, gasia and dave. We get pretty good rain already. It is getting very close now. Moving into parts of marin county. For the north bay, i cant emphasize enough, there are reports, i thank you up in the north, it is pouring. It is pouring. Man, it is coming down in buckets. Some of this will hit the coast and bayside by 10 00. Im talking about the main core of the front. The east bay. Peninsula, 2 00 to 6 00. It doesnt mean that you wont get rain beforehand. I try to keep up on these. I literally cannot. Cloverdale over an inch. Hillsberg over an inch. Occidental probably is by now. And san rafael. 65. It was brought to my attention by jim. He says im at the santa fe yacht club, is something wrong. No a lot of it has to do with terrain and wind and proximity to mount tam and the bay. Cody is up in ukiah. Two and a quarter since 10 00 p. M. Last night. It is still coming down in buckets. A couple of isolated three to five amounts. This is the heaviest rain right now. Just beginning to move in. That is torrential. West of hillsberg. When you start to see that light up. That is moving into the Russian River. Beginning to move in along western marin county. Inverness and moving towards mount tam. So just give it time. It is on its way. It is still a little off the coast from San Francisco and the san mateo coast. But it is picking up. Some of the moisture is taking aim at the Santa Cruz Mountains. All sorts of advisory. I cant keep up. Mainly wind today or flash flood watches for some of the burn areas. A combination of the wind and rain will give us a busy day. South of 24, southeast. Look for the gusts to be about 35, maybe 40 before everything is said and done. It is warm. Cold air doesnt arrive until tomorrow. Screaming up from the west southwest, see how things are juiced up. I think im going to sal s that right . Here i am, steve. Here he is, mr. Sal castaneda. Thank you, steve. No problem. No traffic out of the ordinary but people are asking about this afternoons commute. You heard the man, it is not likely to be a great afternoon commute because of the wind and rain. This is highway 24. Busy in lafayette and orinda as you drive to the tunnel and to the oakland side. Traffic will be just a little slow. But you will see slow traffic also on 580 at 24 and that whole area. Now, if we go to the bay bridge toll plaza, you can see the traffic is backed up for about a 15 to 20minute delay before you make it on to the bridge. It was better than yesterday when we had the problems on the span and on 80. Those problems are gone. Lets go to the south bay here. Im looking at northbound 101 coming up on tully road. This crash has been blocking lanes. Its a good idea to get on after tully. That its not look back. 280 looks slow after 17. And 85 slows from about the guadalupe exit and pockets through saar towing a the commute in general is looking rather nor malish. That will change once the rain hits. Lets go back to the desk. Thank you, sal. A chilling 1911 call played in north carolina. Im afraid. Where are you. Where are you inside the church . Up next, you will hear more of the final testimony from the only person, the only survivor of that South CarolinaChurch Shooting as the trial begins to wrap up.
