It is. January 4th. Im gasia mikaelian. Good morning. Im dave clark. It is a busy morning. The big story this morning, your weather. This is a live picture of san jose. Now, i heard from a lady who said that, dave, were finally getting rain in san jose. It looks to be dry right now. Look at the clouds there. Im not an expert like mark tamayo, but he will be talking about the weather out there. Lets bring in our expert Team Coverage. Janine de la vega is out in the elements. Alex savidge tracking the roadways. Mark tamayo has a look where the heaviest rain is falling right now. Scattered rain developing off shore, hitting the peninsula right now. The intense downpours, they have backed off. The rainfall and the strong winds. San rafael, over three inches of rain. San ramon, over two inches. Not just a few sprinkles here. Strong winds as well. The wind advisory has expired. Gusting to 50 Miles Per Hour towards mount diablo. Over 61 Miles Per Hour. As you can see right now on the radar the past few frames, things beginning to back off. Its not totally dry. You can see more development in the Santa Cruz Mountains. Over six inches of rain, approaches 7 inches. Up in the north bay, we still have this. This is the most serious warning, a Flash Flood Warning in place for another 45 minutes, 43 minutes. As we back up the maps, you see the coverage focused towards San Francisco, portions of the san rafael, richmond, vallejo and fairfield. Not as much coverage here but lots of clouds. Once again the showers hitting the Santa Cruz Mountains. Bigger picture in the pacific, you see this continuous band of moisture being directed towards the bay area. We call this an Atmospheric River. It set up last night. A stronger went set up for the weekend. Showers this morning at 7 00. Then a chance at 12 00 and a chance at 4 00 as well. We cant guarantee a dry forecast. But more breaks in the action as you can see. 9 00 this morning. And then we will see more development possibly into the afternoon hours. By 3 00 and into the evening hours when were talking about a break thankfully as we head into thursday. Alex has an update on the roadways and a lot of standing water on the roadways. Right . Yeah. Aside from the roads looking rough this morning, we have an issue with bart because of the wet weather. We understand that bart has a 20minute delay on the San Francisco line. This is in the eastbound direction. So folks trying to sort of make that reverse commute towards the east bay on the San Francisco line folks i should say coming up from the daly city area up into the city could experience delays because of the wet weather. A problem on bart this morning. We will take you to the roadways now. And we will show you that there is heavy traffic. Solid traffic on highway 4 coming out of pittsburg and antioch up and over the hill into concord. No major crashes though in the area to really complicate things. Thats the good news. Here is a live look at the east shore freeway. You see the folks on the left are headed westbound towards the macarthur maze. It is stacked up through berkeley and also pretty slow getting through the toll plaza into San Francisco this morning. Finally let me show you here on the maps that we have still some pretty significant slowing up and over the ultimate pass and folks trying to get into the livermore valley. It frees up towards dublin on 580. Most of the people most affected by the rain are drivers, especially folks making their way through the Santa Cruz Mountains. Its not just when the rain is falling. Janine de la vega is joining us where the roads are slick this morning. Gentleman nip, good morning to you. Reporter good morning, alex. The rain is coming down. It is still a light sprinkle. It seems like its almost a mist. But it is making the roads here wet. This is highway 17 that youre looking at, just off of bear creek. The chp has been monitoring all of highway 17 very closely. And take a look at this. Just before 5 00 this morning, a tree fell down off of northbound highway 17 at idlewild road. Residents who were stuck couldnt drive out because it was completely blocking the roadway. Caltrans came and chopped up the branches to clear up the road there. They have been responding to a lot of mud and debris and downed trees calls keeping them busy. We have flooding on bear creek. A vehicle was stuck two feet deep. A couple of trees down. Weve had on the santa cruz side we had a lot more trees down and mudslides. Basically common what happens on a rainy day. Reporter residents who live in the area where the loma fire burned 4500 acres last fall are concerned about landslides and the damage that may cause. Many are stocking up on propane and candles in case of a power outage. The ground is so saturated that it is causing power lines to come down throughout the Santa Cruz Mountains. Also in other areas of the south bay. Right now pg e is dealing with numerous outages. In gilroy, 272 customers without power. Scotts valley, 200 customers without power. A new one popped up in morgan hill. Approximate 70 people without power. Roads are wet. Watch out for accidents. We know the chp has been dealing with one it looks like a bad one on lawrence expressway near cabrio. The last time we checked, lanes were blocked. Avoid that if you can. Back to you in the studio. Janine, looking over your shoulder, traffic is moving good and its not raining right now where you are . Reporter you know, i can see it. I know you probably cant see it on camera. Right now 4,000 local pg e customers have no electricity. In the last hour, pg e said two big Power Outages hit fremont. 18 people have no electricity right now. At the height of the storm, 10,000 customers had no electricity. Oakland mayor will make a major announcement today. She hired a new police chief. Frank mallicoat is in the news room. Frank, for the first time in oaklands 165year history, a woman will lead the police department. That is right, dave. Her name is an patrick. She was the chief of police for three different cities in Washington State and hired by the city of chicago to spear head reforms in the troubled department. Her last was chief of the city of spoken. A population of a little over 200,000. She has been on the radar of a number of big cities up for the top job in seattle and chicago. She was the second in command at a Sheriffs Office in washington worked for the fbi studying Police Discipline  which will serve her well in oakland which is a department that hasnt had a chief since june and went through an embarrassing three chiefs in a week and a half this past summer. Five officers were charged following a sex scandal with a prostitute who was under aged. She wants to root out the department. Important to note, oakland is one of the first major cities to have a female mayor, a female police and fire chief at the same time. That announcement expected around noon today later today. The question is how important is it for them to get involved with their new cities . We now know 76 people have been injured. The train plowed into a terminal at the height of the morning commute. It is unclear what caused it to happen. We know none of the injuries are life threatening. Authorities say there is no indication that the derailment was deliberate. The time is 7 10. Flu cases here in california are on the rise now. What is blamed for this increase and what you can do to prevent it. Plus, wet roads around the bay area. Of course that has led to a lot of extra crashes and some major slowdowns. Good morning, hillary. Reporter good morning, pam. What is going on . We talked about ford. Theyre going to invest here in michigan instead of in mexico. But president elect donald trump has a lot to say about the auto industry. Yeah. Thats right. So two major Car Manufacturers caught trumps attention yesterday. Ford did first because they decided to ditch plans to build a 1. 6 million plant in mexico. Instead they will invest 700 million in michigan which they say will create 700 u. S. Jobs. And that caught trumps attention. And he thanked them on twitter for the move and said that a lot more of this is going to follow. A lot more companies are going to make this decision. Another big car manufacturer caught his attention. He called them out on twitter for something that he is not happy with. Gm, general motors, he called them out because he says theyre making their chevy cruze in mexico and importing it into the u. S. And he says if they want to keep doing that, theyre going to have to pay a big border tax. But gm pushed back, saying they actually make most of their chevy cruze vehicles in ohio. But they make a few of the hatchbacks that they sell to the Global Market in mexico and sell a few into the u. S. So gm pushing back a little bit on this. We will see if they ultimately fold as we have seen other companies do. Like ford and carrier. And see if they decide to move their entire operations to the u. S. If they dont, we know that the hatchbacks being imported into the u. S. Will be paying a big border tax according to trumps claims on twitter. Pam. Definitely a story that we will continue to follow. He plans to visit and meet with people in every state by the end of the year. He says he wants to know how americans are living, working and thinking about the future. Zuckerberg of course known for his often ambitious resolutions. Previously he learned mandarin. He met a new person every day and then he only ate meat that he killed himself. Those are some of his other resolutions. Last year he pledged to run 365 miles in a year and create an ai assistant. We have had a glimpse of that. Fiat chrysler pulling off the cover of the new car at the Consumer Electronics show in las vegas. What do users want . More selfies. It has a plug in port for every passenger. It can take a group shot of everyone in the car and send it to all of the phones and they can share it on social media. The car is capable of limited selfdriving. The driver is expected to take over at any time. Hopefully they will be safe while taking the group selfie. And then also Carnival Cruise lines working on new technology to make sure that passengers have a personal trip with the very best service possible. Im going to talk about that more in the next hour on mornings on 2. The group selfie, when im driving, i see them its all about the selfie. It seems to encourage that. Then when is it distracted driving . I think right away. It is an interesting topic. The time is 7 17. Speaking of driving, we need to check our traffic. Alex, how is it looking right now . Were doing okay. Okay. We have sort of recovered. We had the heavy rain early this morning during the commute. Lots of crashes. Were doing pretty good now. Slow spots out there of course. I want to let folks know there is a delay on bart, the San Francisco line that we should tell you about. Because of an equipment issue in daly city. We want to tell you about this issue that we have been keeping tabs on in oakland. A huge tree came down during this mornings storm at mountain boulevard and ascon drive. This is in the montclair neighborhood off of highway 13. It could impact folks as they try to get to the freeway this morning in the neighborhood. Now i want to show you the san mateo bridge where things are backed up, especially from the east bay across the span over to the peninsula. You have heavy traffic coming up to the toll plaza. Not much better than that heading westbound across the bridge. And finally let me give you a look at the maps here. In the south bay, you can see we have pretty good traffic down in the san jose area. The only problem were keeping track of there is a crash northbound 280 at Stephens Creek boulevard. It looks like things are cleared out of the way there. I dont see too much in the way of backups. 7 19 is the time. Mark is here now and there could be showers lingering for the rest of this mornings ride . Yes. Still popup rain showers, alex. Thankfully the most intense part of the storm moved in before the morning commute out there. Early this morning, strong winds and heavy rain with strong winds as well. The rainfall in the bay area and also the snowfall out in the up in the mountains, take a look at the totals. Just over the past 24 hours, they typically report between 6 00 and 7 00 this morning. These are new totals for squaw, sugar bowl, north star and diamond peaks. The bases going up from 17 to 18 to two feet of snow at sugar bowl where they have a weather hold on the lifts because things are stormy up there in the mountains. Keep an eye on the forecast for today. As you can see the storm is heading out to the east. We have lingering rain showers to talk about locally. Come in closer and we still have the Flash Flood Warning posted for portions of Sonoma County, out towards the area. It is supposed to expire at 7 45 this morning. That is the case. It should expire in the next 30 minutes or so. We will back the maps out and show you there is coverage up in parts of the north bay. You can see from san rafael to novato to vallejo and portions of the east bay as well. So concord and alamo welt roadways. We will back the maps out and show you coverage moving into the south bay, at least approaching the south bay. Here we are in the Santa Cruz Mountains. Still action in this area, picking up the most rainfall, approaching 7 inches in the past hour. Extremely cold. This is the warmer side of the weather system. And we will take a closer look at the current weather pattern out there. You can see the narrow band of moisture being directed toward central california. Were expecting another event this weekend that will increase the wind speeds and also bring in significant rain be fall this weekend. Wind speeds rights now, the wind advisory has expired. The winds have backed off a bit. Winds around 3 to 5 to 7 Miles Per Hour. In San Francisco this morning, some scattered showers out there. Then the chance throughout the day. 12 00. And then by 4 00, we will hold on to the possibility of showers. Here we are this morning. And then still into the afternoon hours, we cant guarantee a dry forecast. Still clouds out there. And a few popup showers. In fact this forecast model wants to generate more showers in the evening hours. Tomorrow should be dry. For thursday and into friday. But then into the weekend, look what happens as we head towards saturday. Another band of moisture being directed right on toward the bay area. So with that, we could have flooding issues. Also strong winds. In fact, these are both high probabilities this weekend. Another major event, another major weather event approaching the bay area this weekend. Temperatures for this afternoon mainly in the 50s for afternoon highs. For your wednesday afternoon. And for a look ahead, your five day forecast, we get a break thursday and friday. Keep the umbrella handy for today. And then were talking about another strong system. Typically we will talk about a day of rain and then a day off of rain. This weekend, it could be raining right on throughout. Not just a light rain. Heavy rainfall and Flood Warnings. Can gasia handle all of that. I dont have a choice. It sounds to me like this is maybe rain that would cause you to cancel an outdoor birthday party. Yes. Or a trip to the zoo. This is the kind of plan changing weather.
