Just arrived on scene and is being briefed. She will share that information with us as soon as she gets briefed from the officers here who are here on scene. This is what we know so far. It happened around 4 00 this morning. San Francisco Police officers arrived on scene trying to apprehend a suspect. Now, we have heard and we have seen video of two officers being treated. Weve heard that the officers were treated for pepper spray related injuries that may have occurred in the process of trying to apprehend the suspect. We also heard that the suspect was somehow shot during the scuffle. The suspect made his way into a nearby home and barricaded himself inside for some time. Later giving himself up to police. Were hearing also that the suspect was transported for injuries that he received in the course of that scuffle with Police Officers and that officerinvolved shooting. At this point, no update on his condition. No word on his identity either. So coming back to our live shot, you can see that san Francisco Police still here on scene. Keeping people out of the area, allowing some residents to leave as the morning progresses so if people need to leave to go to work or go to school or carry on their daily business, they can leave the area. Not allowing anyone inside the area. Officerinvolved shooting. Two officers injured in the course of this attempt to arrest. From what we understand, again, the officers may have been injured with some kind of pepper spray. No word on the severity of the injuries to the suspect. We will continue to monitor developments out here. Again, we are waiting for the Public Information officer to come to us to tell us exactly what is happening out here and what has happened this morning. Possibly provide more information on the identity of the suspect and why they were here in the first place. Okay. We will wait for the answers then. Thank you. The time is 7 02. Time to talk about weather. You know its cold. There was ice in some of the windshields in my neighborhood. Its cold. Steve paulson knows all about it. Its cold but were going to shift gears and go to rain by tomorrow, guys. It sure looks like projected over now well, starting tomorrow, going until about 6 00 p. M. On sunday, sfo is showing forecasts of about four and a half inches of rain. Thats just sfo. The first bulls eye i have seep is over the Santa Cruz Mountains. About 8 to 10. Thats just based on one model. Thats just the morning run. Still another day to go before it comes together. There will be good rain in napa county and marin county as well. Its on its way. 20s and 30s for the temps. A couple 40s but a lot of 20s. Woodside. Freeze warning out until 9 00. Flash flood watches start on saturday because this moisture source coming up from the pacific. Once it starts setting up shop, the key is where the plume will develop. And if it develops over the Santa Cruz Mountains or marin county, you get five to ten inches of rain. Probably a break late saturday. And then things pick up on sunday, including the winds. 40s and 50s on the temps. Sal, what do you want to start with . We want to look at a normal commute to give you an idea what was youre facing. That would be interstate 80. This is not a bad commute. 20 minutes to drive from the carquinez bridge to the mac maze. Not bad. When you get to the toll plaza if youre going into San Francisco, a backup there. Its not completely light. If we look at the east bay commutes, they have been better than they normally are. 580 looks okay from livermore to Castro Valley and into the hayward area. 880 is not getting the big backups we normally see between hayward, fremont and heading into san jose. Of course the san mateo and dumbarton bridge are lighter than usual. 7 04. Lets go back to the desk. Thank you, sal. For one People Living in an oakland Apartment Building, they were awoken by a fire. It may have started by a heater by a bed. It forced more than a dozen people from the units. Alex savidge has been at the unit all morning long. Im sure that a lot of people were scared this morning. Some people broke out windows trying to escape the fire that swept through this Apartment Building early this morning. Two people had to be treated for minor smoke inhalation this morning. The good news is there were no serious injuries out here. We are learning that this fire at this Apartment Building may have been started because a blanket on someones bed was touching a wall furnace inside a first floor unit. Here are some of the pictures from early this morning. The fire started just after 4 00 a. M. The flames spreadly spread from the first floor to the second floor and the third floor as well. This building is on the 3800 block of harrison street. Oakland firefighters showed up quickly and were knocking on doors and escorting people from the building to safety. Everybody got out okay. No serious injuries. We talked with one man who lives on the first floor of the building. He kicked out a window trying to escape his unit. As we went to our hallway on the first floor, it was too smoky to go that way. I had to kick in some of the windows to get fresh air. Firefighters were there in seconds it felt like. And they told us to stay put while they put out the fire. They eventually got us out. What i know, everyone got out. Reporter and there were a total of 14 people who live in this building who were forced out of their units by the fire. They will have to find another place to stay for the time being. But all of them are getting some help from the red cross. Again, the fire under control here. Firefighters just doing mopup work, working to meaning sure that all of the hot spots are out in the building. Again, no serious injuries. A couple people treated for minor smoke inhalation. But this related to the extremely cold weather because it turns out, gasia, that someones blanket on the bed was touching a wall heater. That may have been what sparked the fire. A lot of people using heaters and extra blankets tonight. Hopefully people can see and learn and prevent another incident. Carrie fisher and her mom Debbie Reynolds will be laid to rest. A private memorial was held for them yesterday in the hollywood hills. Friends and family members paid their respects. Todays Burial Service will also be private. A very unlikely and emotional meeting was caught on cell phone video between a man trying to turn his life around and the flower vendor that he robbed at gun point in bay point almost three years ago. I cant even ask for forgiveness. What i can do as a man is come to you and let you know that i am sorry and i understand. And i want you to know that im here to make this right for you. Joe duke says he was a drug addict three years ago looking for money when he robbed that flower stand owner at a gas station. Last month he pulled up to the same gas station and saw the man he robbed. Duke decided to approach him because he is now clean and sober after serving time in jail and he wanted to make amends by giving the flower stand owner the money that he had. Theres no words to explain. Its not something that you can put into words that you can by making amends like that. Its so powerful. Within within you. What a story. There is good news and some bad news. Also good news from the gap. Our pam cook is back in the studio this morning with this mornings money business. Good news from the gap. A very good Holiday Shopping season. The San Francisco retailer reports store sales were up 4 in december, compared to a 5 drop last year. Ringing the opening bell this morning, family black and decker helping to kick off the professional bull rider season. There is a big event tonight at Madison Square garden. They are ringing the bell. Checking in on the numbers, pretty good day so far. A little bit flat after that jobs report came out. We will talk about that in a second. I want to give you the very latest reading. The dow jones up slightly. So is the s p 500. Nasdaq posting the biggest gain of a third of a percent. 16 points there. Affecting the markets is the latest monthly jobs report. 156,000 jobs were added last month. That is less than the 178,000 expected. The Unemployment Rate is up a bit to 4. 7. However analysts say a broader measure of unemployment that counts discouraged workers and those working parttime increased to 9. 2 . One bright side, there was a sharp increase in hourly wages last month. Well, a new report by Career Builder says 40 of employers plan to hire permanent fulltime workers this year. The report says the hiring outlook for 2017 is the best that the u. S. Has seen in ten years. Wages will go up as well. That report finds 66 of Companies Plan to increase salaries on initial job offers. 47 plan to boost their companys minimum wage. Also a new report by adam Data Solutions finds that renters are spending about 39 of their monthly income on rent. That is more than the recommended 30 . In San Francisco, that number is a whopping 77 of income on rent. Guess what, owning a home costing even more in San Francisco. Monthly housing payments take up 100 of one paycheck. Nationally that is 37 . And of course we unfortunately are seeing housing prices going up here in the bay area. So that percentage is also going up as well. Thank you, pam. Wow. All right, pam. New this morning, were hearing that San Francisco mayor ed lee will appoint hiv aids aids activist as a supervise. He once was an hiv aids advisor to the former mayor newsome. He will fill the seat formerly held by weiner who is now on the senate. We will be talking to scott weanner a couple minutes. Lets head out the door to where Sal Castaneda is keeping an eye on it. Families are still staying home, not doing school or work today. This may be the last time that we see that. I think youre right. Some commutes are always going to be busy unless its a major holiday like christmas. For example, if we were to go out to the toll plaza, you would see that there is slow traffic there at the toll plaza. You will see it there. Its what a nice looking nice looking sky there. I digress. Look at that. If youre not looking at your tv screen. But the backup is about 15 minutes. That looks kind of normal. But i do think that next month, next monday when a lot of schools are back after the winter break you will see a lot more traffic around the bay. Lets look at interstate 880 northbound and southbound. Traffic is looking good in both directions. As gasia mentioned and she is absolutely right, if you look at these maps normally we see a lot of red on the maps. I see a little on highway 4. Thats about all. A little on the ultima pass. Thats about it. Most of the commutes out there are doing okay. Moving to the south bay looking for red. I dont see a lot. A little. Thats what youre dealing with. Take it easy out there. Now that the sun is up, i dont think we will have any more problems with black ice. Lets bring the weather expert, the meteorologist Steve Paulson in. The coldest temperatures are right at sunrise. Maybe another, what, a little bit of time maybe. Okay. A little bit. After that, that is correct. Okay. All right lets i know its cold. I just stepped outside. Man, its freezing out there. Lets get to what is coming this weekend. You probably heard by now Atmospheric River. This one has origins down in the tropical pacific. So it holds a lot of moisture. Now, saturday wont be anything crazy. Its nothing that we havent seen before. That will be just a good rainer. I think we actually get a break maybe late saturday. Its sunday, thats when the deepest moisture and also about 40 to 50 Miles Per Hour what we call low level jet starts to come in. By that i mean 5,000 feet. Once that brings the air in, the projection for sfo through sunday at 6 00 p. M. Is four and a half inches of rain. Now, thats just sfo. If you put that if you took that and funnelled that over the Santa Cruz Mountains or marin county, you can double that. 8 to 10. Other locations wont get that much. 2 to 4 but gusts to 50 Miles Per Hour. Where this plume sets up makes a huge difference. Okay. That would be the heaviest. Early sunday. So far it looks like it wants to be over marin county, San Francisco. And then start now, it also goes up to napa county and lake county. More so than Mendocino County. So close im just broad brushing it here. That is torrential rain right there. When you see that in the yellow, then it starts to slide south. Look in the sierra. I mean, thats projections of 24 inches of liquid over the next seven days. Then it goes to the Santa Cruz Mountains. That would be sunday night. Ill buy into that for right now. I think it starts north. Marin county, maybe San Francisco. And then goes south. Everybody is in the mix here until late sunday, early monday. Then it will finally slide out of the picture. More systems coming in next week. So just because we get this one weekend doesnt mean were done. 20s on the temperatures. 30s for some. And the freeze warning is out until 9 00. We also have flash flood watches out. 2 below in truckee. It was 20 below in alturris this morning. Sacramento at 30. There is your moisture source right there. Again, saturday will be a run. Some of this cold air by the way is going to get trapped. There could be freezing rape in parts of the Sacramento Valley and up 80 you have to encounter that. Sunday it looks like rain as the snow level goes way up and the wind will crank up. The key on this is if you take this moisture and you start to lift it up over these hills, thats when you can squeeze out 8 to 10 inches of rain. This is the projection. This is the forecast model gfs. It has a wet bias. No doubt about it. But it has a lot of company this time. Look at the projections here as we go out to tuesday and wednesday. 8 and a half inches of rain. San jose 6. Santa rosa 6. 40s and 50s. Its probably a little heavy but it is close. Rain saturday. The Oakland Raiders flew to houston yesterday ahead of the wild card game. The first appearance since the 20022003 season when they lost in the super bowl. The texans blew a 4th quarter lead and the raiders won 2720. One of the best teams in the league before derek carr got hurt. Super bowl 51 which you can see on ktvu fox 2 will be played in february on the 5th at Houston Energy stadium. Law enforcement are ready for the big game. They spent the last two years drawing up and enacting a security plan. Officials wont go into specifics but they do say that there will be a less visible police force compared to last years super bowl related events in San Francisco and santa clara. Houston Officials Say the bay area was highly criticized for what some describe as a highly mill tarrized presence. Im not going to talk about the specifics of the security measures. Quite frankly if someone wants to try someone, were not going to tell them what to do. Houston expects to spend five and a half Million Dollars on the cost including security. Steph curry and kevin durant found out they are the stop allstar vote getters in the western conference. The first fan ballot returns came out. Kevin durant leads with 540,000 votes. Steph cur see right behind him. But coming in fifth, a surprise, with more than 439,000 votes. Now lebron james and irving of the cavaliers are the top two overall vote getters.
