It is slow coming around the corner and getting up to highway 17 where you will see even more slow traffic getting into the valley here. Just up the road, 280 at the 880 interchange it will be under the speed limit getting up to the cupertino area. We are looking at the rest of the south bay here. You can see that the traffic is beginning to get crowded on 101, 80 and 280 as we just showed you. 880 southbound is slowing in hayward as you drive towards the dumbarton and the san mateo bridge. The san mateo traffic is slow this morning, heading up to the highrise. Slowing in richmond and slowing approaching the Richmond San Rafael bridge toll plaza. San rafael bridge, there is the slow traffic in person as you look at the slow traffic there. 880 is also not too bad near the coliseum. At the bay bridge, there is a 15 to 20 minute delay before you make it on to the span. Back to the desk. East bay mud will vote on a pretty big increase. Allie rasmus is there to explain to us why the utility says it needs customers paying 19 more for our water. Reporter yes. Were at the Lafayette Reservoir where steve pointeddous it is noticeably breezy out here. It looks like the reservoir is in good shape. The grounds and the trail that circle it are well maintained. East bay mud says it needs to increase rates to replace aging pipes. The pipe thats carry this water to homes and businesses to more than a million customers. Some of the pipelines were built back in the 1920s. The Water Utility says it needs more than 600 million over the next five years to maintain and upgrade the system. A rate increase would pay for the first two years of that project. But its tough to find an east bay mud customer who thinks this 19 rate increase al is a good idea. Part of the reason that east bay mud is because people conserved water during the drought and that resulted in less money for the utility. A lot of people feel like for myself who dont waste any water have put in all kinds of plans that are drought resistant. Now this is what we get rewarded with. It is really unfortunate. Reporter now, under the proposal, the first part of the 19 rate increase if approved would go into effect as early as this week. The second phase goes into effect a year from now. The average water bill would go up from 47 right now to 60 a month by this time next year. Of course it is just the average. A lot of customers pay more than that. Some pay less. According to the east bay times, a rate increase can be blocked if the majority of district customers file written protests by the end of a public hearing scheduled for today. Sometimes those written protests can be mailed in. Since this hearing is scheduled for 1 00 this afternoon, people would have to bring the protests written protests in in person. Again, the scheduled hearing and expected vote is supposed to happen at 1 00 this afternoon at east bay muds district headquarters in oakland. Back to you. We will see how many letters they get by 1 00. Investigators in mississippi going over the wreckage of a marine corps plane that crashed yesterday, killing at least 16 people. It was a refueling tank they are crashed yesterday in a soy bean field about 85 miles north of jackson, mississippi. Crash debris was scatter for five miles. You can see the flames. A loud boom was heard and witnesses say the plane spiraling down with smoke pouring from the engine. One witness says the flames were so intense that nobody could get close to help anybody on board. Tragically it was all over. But it was loud. It was scary. It was just scary. I seen all the black smoke. It was horrifying. 16 bodies were recovered from that wreckage. There were no survivors. The fbi has joined local and state agencies for the investigation. And just a little while ago, President Trump offered his sympathies. He tweeted marine plane crash in mississippi is heart breaking. The air bus was cleared for landing just before midnight. But the pilot was lined up on a taxi way that is parallel to the runway. At that moment four planes were waiting to take off on the taxi way. Other pilots were able to warn air Traffic Controllers who sent the plane around. The pilot circled and landed without incident. Is investigating to see how the mistake happened and how close the plane came to the ground. New this morning in san leandro, firefighters battled a hillside fire that threatened a home. It started this morning at 5 30 this morning. Several drivers saw the flames and the smoke. They called 911. The flames spread to the back deck of this house on hannah drive. Firefighters were able to keep it from spreading to the house. The cause of that fire is under investigation. Stigation. Now, we do have an update for you on a brush fire that started yesterday near san jose. It started as a small fire on metcalf road near san philipe road. Just a couple moments ago, cal fire says it has burned 70 aches but now 8 70 acres but is now 80 contained. Fire crews say the shifting winds and the hot temperatures have made it really hard to control this fire. Now, the smoke has been thick. You could see it for several miles. One woman was relieved to know it was not as close as she thought and said this is a wake up call for people who live nearby. Just a reminder not to let our guard down. We learned last year when it came close, when we had an evacuation plan, it made us think about what we would have to do if we had to leave quickly. No structures have burned. It may take a few more days before the fire is totally out. Federal investigators cant say if the big fire in oakland was arson but it is one possibility. Theyre concerned because this is the fourth time in a year fire has erupted at a construction site where a new Housing Development was close to completion. Now investigators have released Surveillance Video from one of the other fires where a suspect is seen all dressed in black with a backpack and black gloves. A camera shows someone climbing up scaffolding and climbing back down a few minutes later there are flames. The director of a Nonprofit Organization says the fires are creating more pressure for people who need affordable housing. These fires threaten to drag oakland backward. That will make it more difficult for builders, developers to borrow money, to finance projects. It will make it more expensive to get insurance. And it will, you know, make people scared of oakland again. Many people worry the fires are being set about someone angry in Alameda County. There was a photo posted on twitter. Two members of the bart board are questioning a controversial memo by a top official about recent crimes at bart stations. Last friday the chronicle obtained the memo written by the bart assistant general manager hamil. It included crimes on bart. On saturday around, the alarm at the school went off. A Security Guard said he saw two juveniles running from the school. Some of the vandalism includes graffiti on almost every part of a classroom, scratched computer screens and a shattered window. The school is a home for our students. Middle School Students in San Francisco wont be able to have chocolate month when they return to school next month. At the five schools involved, the number of milk cartons on lunch trays did not change at all. Food experts say one carton of chocolate milk contains 40 of the maximum amount of sugar for a child daily. The chocolate part of the chocolate milk adds 40 calories compared to regular milk.
