The good news is, in terms of the updates from bart, they feel like they are getting close to pinpointing whatever the problem is on this section of track in the east bay. They have been running test trains this morning to try to pinpoint where these power surges are happening that have damaged dozens of cars and taken them out of service. As a matter of fact, those test trains are carrying a few passengers. This is a train headed to sfo this morning. This is not one of those test trains that you are looking at here. But they are running test trains, carrying passengers. But still the situation this morning is that you have a majority of riders who are using those bus bridges to get where they need to go this morning. That was the scene here to get between pittsburg, bay point, and North Concord. So bart is not running a full schedule of trains along this section of track as engineers try to pinpoint the electrical problem that damaged at least 50 cars in the past week. Maintenance crews spent the weekend repairing dozens of cars. As a matter of fact, 36 more train cars were put into Service Today compared with last friday. That is easing the overcrowding on the whole system just a bit. Of course, the situation is not ideal for bart officials or for riders. We are still down in our car count, but seeing this positive trend for the better a good news. As long as we dont have significant incidents that takes out other cars, this is a good shape towards easing crowding this is a good sign towards easing crowding. Reporter bart brought in some outside experts, they said, this past weekend to try to figure out exactly whats causing these electrical surges along this section of track, and they say they are doing everything in their power to figure out what this problem is. But they still acknowledge, bart officials do, that it could take several months really to fix this problem permanently and get those damaged cars back in service. So again they are running these test trains, but the bus bridges will remain in place we understand for maybe the next week or so. Thats what bart officials want riders to plan for. Le a these passengers on test trains, are people volunteering to go on the trains . Are they being randomly selected in who gets to ride the test trains . Reporter if people want to, they just need to listen to the station agents. If people want to get on them, the acts who are helping folks out will just let them know to hop on one of those trains. Have you been able to gauge whether or not people are a little bit crankier now than they were when the problem started . Is this wearing down on people . I didnt run into too many you know, people seem to be taking it in stride, i would say, all morning long. I didnt get too many running up that were overly angry, over frustrated about whats taking place. A lot of people say it took me an extra 20 minutes, 30 minutes this morning. But the bus bridge worked out okay for them. They got on their train and got off to work. The frustration level may build somewhat, but i think people understand bart is doing what it can. A lot of people opted to get into their cars either to get to the North Concord bart station or some people just said, heck, i am going to stay in the car the whole way. Last year the governor cut water use by 25 because of the drought. State water officials will look at the snowpack and decide if its time to relax or drop restrictions. Until then the utility district says people should keep saving water. One year of average rain may not be enough to repair for years of drought. Because we dont know how long droughts will be, we have to keep these practices alive. While mean reservoirs in Northern California are full, others in central and Southern California remain low. The faa is investigating an iphone fire onboard an Alaska Airlines flight from Washington State to hawaii. The city of san jose taking steps towards building manufactured housing for the homeless on a plot of land it owns. Its on evans lane. The San Jose Mercury news reports the county sent out notices of intent last week to award contracts. The buildings would house between 100 to 170 homeless people. Look similar to the facilities at the homeless center. It would have six to eight bedrooms with a communele kitchen. A Court Hearing is set for this week in the case against the man accused in the shooting death of kate steinle. Lawyers for Juan Francisco Sanchez Lopez are asking for the murder charge to be dismissed saying the shooting was an accident. Steinle was shot and killed in july while out on a walk with her family an San Franciscos pier 14. Lopezsanchez pleaded not guilty to seconddegree murder and other charges in her death. The case also ignited a National Debate over immigration. Lopezsanchez is from mexico and is in the country illegally. He had been deported five times and was released from jail, even though federal immigration authorities asked for him to remain in custody. An update on the sentencing of ray mound chow. It was expected to happen this week in San Francisco, but the federal Court Calendar is out and sentencing is not on it. A jury convicted him in january on 162 counts including racketeering and murder. The murder conviction carries a mandatory life sentence. Chows arrest in 2014 was farther of a fiveyear federal undercover operation, which resulted in charges against former state senator leland yee. Coming up on mornings on 2 the 9, we are taking a look at the bay area roads and transit systems up and running and we are asking you how much you would pay for gas to improve our commute. We have seen this morning with bart even with regular maintenance, road and transit systems deteriorate with time. What it will take to get out of this hole. Reporter looking at back, the metropolitan Transportation Commission says we have already racked up 20 billion in backlogged deferred maintenance. That just to bring the systems up to a good state of repair without spending a penny for anything new. Of that 20 billion, about 15 billion of that is accounted for by bart, muni, ac transit, and caltrain. Reporter after that, another 28 billion for local, county, and state roads. Again without any new construction. So at the Farmers Market we asked, how much more people would be willing to pay to get the roads back in the condition that has made them the envy of the world. We are paying so much on summer blend gas and i do a lot of driving. No. I definitely would pay more. I mean, 10 cents a gallon. Reporter what if i said a dime . Done. Reporter 25 cents . I would want to see the money added to the gasoline cost would actually go to fix the roads. Whatever that is. Reporter back in the 1960s, the gas tax was seven cents a gallon. The state paid cash for our roads. Now paying interest on road bonds. Gas taxes eaten away by inflation has not been raise inside 20 years. Back to 100 on roads only, the price per gallon would be 53 cents more a gallon. With the gas prices the way they are today, i would be willing to pay another 50 cents a gallon. Like 50, 60 cents more to the gallon. Reporter otherwise, the wear and tier will increase the shortfall on roads and transit. We are short about 48 billion of just bringing the system up to a state of good repair. So thats a total of 48 billion just to bring us back to up to where we should be. People said that they would be willing to pay more, but like that one guy said, are you sure that money is going to go to fix the roads . Every penny . Thats a concern, that the legislature, which has ultimate power, will take that money and use it for something else. Most people do not trust the government enough to give them that kind of authority. Would that spend that much money . I doubt people want to spend 50 cents a gallon. But i think people would be willing to spend more if they thought for sure they would see real improvements. We are we are not just talking about the big highways and freeways. Also the street in front of your house. We are talking about a system which is largely 40, 50, 60 years old. After it gets that old you have to put more money into it to maintain it. Or what do you do . Tear it down and do Something Big like the bay bridge. Think of it like you have a 10yearold car and the transmission breaks, okay . You take it in there and 3,000 later you drive out in that same old car. It works, but you dont see anything for your money. A lot of people feel that way. They dont see anything for their money, or just paving these roads. Whats that going to do to improve capacity . Nothing. It just keeps the roads run. What is your sense of the general frustration of this topic . Tell me about what you are hearing on the streets compared to when we were richer, we werent concerned with paying our mortgage . One of the things you hear a lot is when you go to another state people come back and say i was just in arizona or i was just in florida. God, their roads are in great shape. Wow, this is just amazing and they look at california and say, well, you know, we are just we got a problem. The problem is we havent been putting enough money into it. Remember 20 years since the gas tax was raised. In the last two years, we have cut the gas tax. That mone
