For the third time in less than week, there has been a new chief in charge there is a new chief in charge of the Oakland Police department. Mayor libby schaaf replaced chief wentz to chief fairow. The mayor received information that caused her to lose confidence in fairow. That information was that fairow once had an extramarital affair with a subordinate. The mayor said the background check went too fast. Several Oakland City Council members say its regrettable and a clear sign of failed leadership within city government. New acting police chief Paul Figueroa is looking forward to making positive changes. Obviously, there is some things that need to be addressed within the department. I can tell you the next few days are critical for us. I am solidifying the daytoday operations for the department. Acting chief Paul Figueroa rose through the ranks as starting as a police cadet in 1991. Joining us now is Crime Reporter henry lee. Its shocking really that yesterday just through my day just looking at the tweets its like oh my gosh, all over again. When is it going to stop . We had three chiefs in a week in 2013. It is deja vu. The question is, who is going to lead the department. The mayor says she wants an outside candidate to come in. And the question is, who is that going to be . Its hard enough to be a cop in this town. Who wants to be police chief here in oakland . Lets talk about this affair that got ben fairow put out here. Is in the first time this affair has come to light now . And why did it come up a week late after this background check . I have had cops tell me that some of them knew about this. Others did not. Certainly, it came to the fore in mayor schaff picked fairow to lead this department on an interim basis. Obviously, its the epitome of hipocracy if you had fairow, who admitted to having an affair, leading the department when its dealing with a sex scandal. We talked about this. The amare apparently referenced the fact that the background check process was too fast. I think what fairow did wouldnt have come up in a background check. Am i right . Yeah. I mean, the question is, you know, a lot of this has to do with private activity that doesnt necessarily impinge on your work as a Law Enforcement officer. We saw the statement from chief Kenton Rainey from bart police saying this does not impact his duties as a batter deputy chief. The question remains though, when you have the private life intersecting with your public duties, thats a big question. So it doesnt preclude him from working for the bart Police Department. In terms of working for the Oakland Police department, the mayor feels it does preclude ben fairow from holding that job . Thats what she told us last night. Okay. I did want to ask you one more thing about the Police Department going forward, henry, because it seems as if the sex scandal keeps growing. Is there going to be an end to the sex scandal, and are we going to be able to, is oakland going to be able to right the ship . Is this all we are going to find out . I hope that this investigation will come to a close. The key thing, looking forward, can we recruit and hire quality candidates . Young cops are get nothing trouble. So thats why john burris and mayor schaff want to make sure that we pick the right officers. Are we moving too fast. They want 800 officers in the city next year. They need to make sure that candidates are top notch. Paul figueroa is in now as the police chief. He has been with the department a long time. You know quite a bit about him. Doesnt sound as though the mayor wants to have someone like him, an insider, keep that job. Do you think he would make a good chief long term . He might. Mayor schaff wants someone from the outside. Paul figueroa was passed over in the first place to be interim chief when schaff named fairow. So clearly its going to be someone from outside. Then, of course, the rank and file is going to say this outsider, he or she doesnt know all the politics and we have had outside candidates who left in frustration. We were taking the temperature of oaklanders this morning. A lot of people are disappointing. They are frustrated. They dont like the fact that our city is back in the National Spotlight again, especially for Something Like this. Absolutely. Mayor schaff owned up to the mistake. Lets move forward and pick the right candidate next time. Do you suppose if she hadnt found out about this and then late ter comes out that ben fairow had these affairs, you know, three months later, do you think that would have been a crisis, too . Or do you think it would have been overlooked . I think they would have said why didnt you vet fairow more, you know . This is what the mayor said. I found out on monday, i talked to him tuesday, and hes out. She wants to take it slow. Do you think she rushed the vetting process in this case . We know that she and fairow go way back. They know each other when fairow was back at the opd in his previous work during the 21 years. So could that have clouded her judgment . Its possible. Now she is moving forward. Today there will be a procession taking the body of San Jose Police officer Michael Katherman from the Santa Clara CountyCoroners Office to a funeral home. Katherman was the motorcycle officer killed in a headon collision while he was on duty tuesday afternoon. Coworkers say katherman adored his wife and two sons, loved his job, and volunteered with groups supporting Police Officers and their families. There is a growing memorial at the san jose Police Department that includes a motorcycle, flowers, and notes from children. I just asked him, what are you talking about . And then they said a Police Officer died. I think it shows the kids how much the officers are appreciated and supported and what they actually do for this community and what they do give up. Earlier this year, katherman participated in the 2016 Police Unity Tour in honor of michael johnson. The last San Jose Police officer to die in the line of duty. Police say two men were sitting in a car when someone came up to them and opened fire. At this point, we know both men are in critical condition. Police say they do not have a detailed description of the gunman, but they are looking for a man and a woman that were seen driving away in a black sedan. Family and friends of a teenage girl shot and killed in downtown oakland tuesday held a memorial last night. People gathered at carter park to release balloons in honor of rejiney jefferies. Jefferies and other teens had just come from a memorial when suddenly there was gunfire. Her mother talked about how quickly her life was turned upside down. I called my daughter and was she okay . She said yes. I got a phone call she had been shot at 5 36. And here is some video of jefferies doing a praise and worship dance at the funeral for those two oakland boys who had drowned over memorial day weekend. This video was taken just hours before she was killed. A young girl who held on to jefferies that night tried to stop the bleeding, but the teen died later at the hospital. An autopsy is going to be performed on a little twoyear old boy who was dragged away tuesday night by an alligator at a Disney Resort in florida. We talked about this yesterday on the 9. Researchers have recovered the body of little lane graves yesterday afternoon. They say his body was intact and he likely drowned. At this point authorities have pulled out five alligators from the lagoon and they euthanized them for analysis. The nebraska toddler was playing in the water about a foot deep, we are told, when an alligator snatched the little boy and dragged him underwater. The boys father tried desperately but failed to wrestle the child from the alligators jaws. As a precaution, disney has closed all beaches, ferry boats and marinas until further notice. So many people thinking and talking about this story. Joining us on the phone from the oakland zoo is a zoological manager margaret rouser. Thanks for joining us. And ill start first with as horrific as what happened is, alligator attacks are actually fairly rare in florida, arent they . Well, they are fairly rare. However, alligators they avoid humans as much as possible. They are well known in florida to take dogs and cats and peoples pets. You know, prey is prey to them. Its not they are not looking at weather its a child or a dog are a cat. They are just they are hungry. Is there anything that you think needs to be done in terms of warning the public when they may be in a place where they will come in contact with alligators like we saw in this particular case . Do you think there is more that resort and an organization like disney can do in terms of trying to minimize the number of alligators in one particular area . Can that be done . I am not sure about minimizing the number of alligators. Alligators are native to florida. Thats their home. They have always been there. Its not a bad idea to warn people for sure. I think, you know, i lived in florida for six years, and florida natives are well aware of the alligators and they are well aware of staying away. Of course, its a big tourist attraction. Of course, you cant expect somebody from someplace else to have the same type of knowledge that a florida local would. Of course, they are not gonna understand what to avoid and how to stay away from things. What do you think disney is going to do or let me ask it this way. What would you do if you were in charge of that resort . Would you put up more signs . Would you make sure everyone who checked into the property got a verbal warning . That kind of thing . You know, i really dont want to speculate on what somebody else should do. I havent actually been to that lee resort. I dont know the layout. I really wouldnt want to speculate. I was surprised. This a grim detail. The fact that the little boys body was found intact, i guess the alligator didnt eat the child. It suspected that the child may have drowned. Talk to me about that. Reporter that actually is not surprising at all. Its very common for well, particularly largest. Large malleation who are solitary, to attack sort of larger prey. Its something thats too big for them to eat all at once. They dont take bites and chew their food the same way we do. What alligators do is grab a large prey item, drag it underwater, drown it, and then stash it and literally wait for it to start falling apart and then eat it. They would have to eat from a pile of cold bacon in order to prove they werent muslim. If they didnt eat the bacon, they would go into a muslim registry, which looked like a bridal registry.
