Firefighters trying to rescue a construction worker who fell off a cliff near coit tower. Fire crews say he was working on a project to shore up the cliff there when he fell about 50 feet. He remained conscious after that fall, but at this point rescuers have yet to release any Additional Information on his condition. We have a crew heading to the scene. And we are continuing our coverage of developing news of another deadly and Controversial Police shooting of an africanamerican man. The latest in the minneapolis suburb of Falcon Heights last night. A 32yearold man was shot and killed during a traffic stop. This minnesota incident comes a little less than 48 hours after another controversial deadly Police Shooting of an African American man in baton rouge, louisiana, which sparked protests around the country as well as a federal civil rights probe go both incidents were captured on camera and shared on social media. The aftermath of the latest shooting was live streamed on facebook by the victims girlfriend. And a warning here. The video were about to show you is strong in nature. It could be disturbing to some viewers. He just shot his arm off. We got pulled over. I told him not to reach for it. I told him to get hit hand off it. You told him to get his i. D. , sir. His drivers license. Oh my god, please dont tell me he is dead. He was just getting his license. The video shows the man covered in blood. The woman taking the video says that they were pulled over for a broken taillight and they are boyfriend told the officer he was license today carry a weapon. When he started reaching for his wallet he was shot several times in the arm. Police have not confirmed these details, but did say they recovered a handgun at the scene and that the shooting is under investigation. This morning the girlfriend of the man who was shot was once again on Facebook Live talking about the shooting. Everyone we didnt do anything. We put our hands in the air. We knew our rights and we followed procedure. As following procedure, he baird arms. Not one shots, not two, not three, not four, but five shots. Those words coming this morning. Christien kafton here on the 9 following the stories in louisiana and minnesota. The ncaap and Community Leaders in louisiana just held a News Conference. What do they have to say . A lot of hot emotions. You just heard lavish reynolds. She is very emotional. The ncaap talking about this as well. Lets show you a little bit of some of that video we have been talking about all morning long. Again the victim in this case, the man who was shot, philando castile. Family members identifying him at this point. Police still not officially identifying him as the person shot in this incident. Friends and family again saying that he was a cafeteria worker. His girlfriend inside that car when that video was shot. As you were just saying, the ncaap just wrapping up a News Conference in minnesota and they are calling for action. We demand immediate action from the governor and others to make sure that this doesnt happen again because this time its gonna be a long, long hot summer. [ applause ] all right. You get a sense of the frustration already underway there in minnesota. This of course coming on the heels of that other shooting in baton rouge. That also captured on video. That video also shared very wide. You can see the person shot in that case alton sterling, that incident happening at a convenience store. We are learning new details about this. Again police have said that he had a weapon. There are some question about why they were called out. We are getting clarity on that. The latest we are hearing is that a homeless person who was in the area interacted with sterling shortly before those officers arrived calling and saying that sterling had a firearm. Officers then arrived and you can see the video as we showed it through the course of the morning. He was thrown over the hood of the car and then officers on top of him, eventually fired those shots, pulled something out of his pocket. Officers at this point not saying what they pulled out of his pocket. A lot of questions. Both of these shootings sparking a lot of controversy, sparking questions about the use of social media following these incidents because this video is clearly unfiltered. Its getting out right away. Right. And its live. That distressing view that i have never really seen in the aftermath of a shooting from that perspective, and that was the girlfriends first instinct was to do that and start documenting this live. Citizen journalism. Some people are documenting them as they occur because they dont want their phone to be seized. There is concerns some people are paranoid, concerned that their phone could be taken from them and that video could never get out. Thats one of the tactics that people are taking anytime there is a pullover. Anytime they get pulled over they stream it live immediately. With that Facebook Live and how fast it went around the country and world, millions of people have seen this video. Does it put the pressure on Police Departments to respond to the shootings . Usually we hear the case is under investigation. We cant reveal too much information. We hear it multiple jurisdictions during an officer involved shooting. My question, and i dont know the answer to this, but will they come forward more and more quicker because of that video that was live . That remains to be seen. As this technology develops i think you will see Police Departments evolve to try to take this into account. Its not clear exactly how thats going to evolve. Maybe they will continue doing the same thing. They certainly have the address the social media that gets out quickly. Informally, i have seen some Police Officers posting. Some saying that the shooting didnt seem right to them. So even within, you know, obviously the Police Department isnt a monolithic organization. Police departments through the country all have different opinions on this, even individual officers, obviously, have different opinions on how these shootings unfolded. I know here in oakland the Police Department a number of months ago took the unprecedented step of releasing some video from an officers own body camera in a case where there was a man, i believe a fatality involved. That was the first time opd had done that. So perhaps a small step to what you are saying. Is this video holding Police Officers accountable, or some might question is to making the job even harder for police . I have to say the two things i noticed in the video you shared, the girlfriend appears to be very calm in the short clip we are showing on tv. You can hear the stress in the Police Officers voice. He is shouting at her through the window with the gun still in his hands. Right. She does appear calm in the clips we have been playing. And its certainly in those unnaturally calm, i would say. I have had a chance to review the video and really the video goes on for about eight minutes or so, and later you can hear what sounds like panic, hysteria in her voice as she goes back and forth between talking to the officers. At one point she and her 7year old daughter were placed in the back of a police car as well. So once she was back in the police car she didnt know if her boyfriend was alive, dead, how badly injured he had been. You know, getting back to that issue about the video of this being released so quickly, in the louisiana case it does appear that the officers did have body cameras. Now, that video has not emerged yet. We havent seen that video yet. We have seen two amateur videos out there already that have been published on social media so people can see it from two different perspective. One shot from inside the car. The other shot by the clerk of the i believe its triple e or triple s, the store where it happened. Going back here in the bay area, the mario woods shooting in San Francisco. Video of that. Yesterday near 7th and market we had the scene of a man who was reported to have a weapon laying on the sidewalk and was down on the ground. The response by San FranciscoPolice Department wasnt, you know, 30 seconds like we saw in mario woods and shots fired. It was a three and a half hour standoff yesterday with that suicidal man. Police say the situation started when the man was acting belligerent at a corner in the tenderloin district and told officers he wanted them to kill him. Crisis negotiators tried to persuade the man to surrender. They took the man into custody without lethal force. Police released this picture. It shows a gun they found on the man. Officers are pleased it was resolved without a loss of life. The active chief said regarding that gun it was brandished at one point of the standoff and that man is still alive. The chief went ton say, i have to say this quote, we would have stayed here tomorrow. We were able to resolve it because we had enough time. Take the time. Set up the impressive. Set upper 50s the perimeter. He credits the reason why that ended peacefully, the reforms were created in the wake of the shooting of mario woods, that includes more Community Forums to talk about public safety, reforming their use of force policies to emphasize de escalation. And training for officers and these tech nation and a 17 Million Investment to make all off this happen. I have been working in real estate for the last two cycles, and oakland tends to catch the tail end of every single cycle. This time because the economy has been growing so tremendously because of the tech demand, oakland is starting to see that rising tide. Historic highs when it comes to price per square footage. Talk about that. Yeah. So right now 55 per square foot annually on average for the highest and best offices in oakland. The cbds . Yeah. Downtown oakland. Thats up 30 from a year ago, which is a tremendous increase. If you are a tenant looking for space, oakland is a bargain relative to San Francisco. Relative space in San Francisco is going for 95 a square foot. Companies such as uber, they announced they are coming to oakland, is that why . Ia. I think uber and for a lot of the Tech Companies in the bay area, they are looking to attract and attain the right work force. A third of the work force lives in the east bay, its an ideal choice because its a place where there is a lot of growth, retail growth, residential growth, and its where employees are living. In San Francisco i noticed a lot of construction going on still. A lot of cranes. A lot of big buildings. Commercial space. Will that have an affect on the city of oakland in driving the price back down because there is more Space Available in the city . It could. But that probably wont happen for the next 18 to 24 months. We have 4. 5 million square feet of office space underway in San Francisco. A third of that is preleased already. But a lot of that space wont complete for the next 18 to 24 months. The supply is very tight right now in oakland and in San Francisco. So there arent that many options. You mentioned Major Companies such as uber taking advantage of what is happening here. A lot of people are very upset saying artists, long time tenants are being forced out of places like downtown oakland because they cant compete with a multimillion dollar company. Thats correct. Thats one of the biggest constraints on the bay area economy right now. We have grown faster than the infrastructure can keep up. If you have driven on the freeways, you know traffic is congest the. If you are looking for an apartment, that rents are extremely high. We are on par with manhattan, which has never been seen before. There is some residual effects from all off this really strong economic growth. On par with manhattan . I dont think i have heard that around here. Manhattan wouldnt agree. What about the submarkets . Are they blossoming as a result of this . When i say submarkets, i mean the cities surrounding downtown oakland. Definitely. Yeah. So downtown oakland is the epicenter of a lot of this growth in the east bay. If you are looking for space, there arent a lot of options in the city center. There are some availabilities south . San leandro like the san leandro tech center. There are definitely some availability if you go out into the east bay to pleasanton, san ramon. Are companies from out of the bay area, are you getting phone calls from out of state that are curious about oakland and coming here and finding space, or is it really companies who are here in the bay area . Companies in the bay area. Largely the tech anchors that sort of, you know, are the foundation for our economy. They are just growing and expanding.
