The Police Department and. He claims they took Surveillance Video and locked them in a police vehicle. It shows the deadly altercation. Its unusual, shes never done anything like this in her past which is disappeared. 2 of the 4 suspects were in court yesterday. Prosecutors say Emanuel Espinoza was the only suspect a new victim prior to the disappearance. So far theyve not given investigators any information in the search. Caltrans is is making preparations for a repair project on the san mateo bridge. To westbound lanes will close at night for the rest of this week. Reporter the lane closures here on the san mateo bridge start at 7 pm and it affects the westbound direction. Caltrans says doing it at this time of the least impact. There is a 3 foot wide hole on the westbound back of the bridge. Take a look, you can see crews put a metal plate over it as a temporary fix. They found that African Americans and latinos were searched without consent far more than other white and asians. It concluded Police Officers association has the upper hand and intimidated officers who wanted to speak with them during the review. The panel made 81 recommendations. This was prompted by racial Text Messages exchanged between officers. I spoke with the executive director of the panel earlier today. He says the recommendations, the question is whether or not to implemented. Unfortunately the department has a history of scandals coming up every 10 years or so. A report coming out with recommendations in that report sitting on the shelf. Its up to the public to review this report and decide whether they agree with it. And pressure the city to adopt them. The panel said Police Officers association has the upper hand and in some cases intimidating officers who want to speak to the panel during a review. The president poa president says the panel is a kangaroo court. Former police chief of San Francisco tony rivera, what do you think about these recommendations . They have the legal standing. The Police Department does not have to do any of these things. But will they . I read over the report last night and there is some good information. And some good recommendations. Certainly we support transparency. We want to get to the truth and what is going on on the streets of our city. But there is a couple of assumptions that i have a problem with. They talk about the Organizational Culture and racial bias. When you have 2000 officers, theres no question some of them are biased. I think the great majority of our officers are good Public Servants who care about the people that they serve. This was true even back in the days and i was chief. We have one of the most diversified Police Departments in the country. This is not a Good Old Boys Club . More individual than systemic . Very much so. The recommendations on transparency and more discipline, are good recommendations. I think that is what we need. One of the things that we talk about with officer misconduct that is mentioned is holding the sergeants and the tenants accountable. Discipline has to come within the department. Bringing in an Inspector General or whatever, we have seen how that has worked in oakland. The chief has to be responsible for the discipline of the department. And he has to hold the captains, the lieutenants in the sergeants accountable. Do you agree with chief greg stepping down . That is between the chief and mayor. We all have our peaks and valleys in terms of administrative positions. Reflecting back, i think of mine in my relationship with the mayor. I really cant secondguess mary lee on this. Driving in San Francisco at night a young africanamerican is getting pulled over. Is it going to be treated the same way as a guy whos driving on sunset pulled over . Is it going to be the same oryza going to be bias where the police treat that African American by different way. The governor of minnesota brought this up. We treat lacks the same way we treat whites . We should. Do we . Not all the time. It is an important thing we need to bring into our training. We need to bring into our mindset as Public Servants. They tried to get benefits. They are tough on discipline. That is to be expected. That is what they do. In georges case he is the District Attorney and its in his best interest to get along with the the Police Department, the chief of police, the along with the officers. Unfortunately the perception and the department is that he is an antagonist. In your history can you give us perspective. Has the District Attorney of San Francisco always had a great relationship with the poa are always has a been rough . When i was chief, we used to be with the District Attorney every 2 weeks. To discuss problems. We also met with the poa on regular basis. We didnt always agree. But we were civil. When youre citizens can read in black and white what some officers are saying about them, can you understand how that can be damaging . I can. We have to start embracing transparency. I think, and i certainly agree with this panels recommendation on transparency. I think the truth is what we want to get out. Some of the recommendations underway, better this better data collection. Is this a good blueprint . Its good in identifying these issues. In their solutions, im not sure i can support that. 1st of all we have the police to Mission System we have in San Francisco ensuring civilian oversight. It also gives the commissioners an opportunity to develop expertise on police issues. I think, from what i know of the commission and the commissioners i know personally, they do an outstanding job. I understand the it pay like 100 per month. That system isnt working. I think that system can work with the proper support. The key thing is, and were doing a search for a chief in San Francisco, and in oakland, theyre talking about all of these Different Things theyre looking for. There are 3 things chief needs to do. Engage the community, control crime, and discipline the organization. If you look at the problems that the chiefs have had over the years, discipline is the key one. You cant engage in Community Well if you dont have discipline in your organization. You cant control crime well if you dont have discipline. It goes to basic things like the appearance of officers. Daniel miranda age 66 was arrested last week, he turned himself in to authorities in san mateo county. The sheriffs department. He is from tuscan barrow which is south of hampton bay. Police believe there could be more victims. They are asking anyone to come forward. He actually lives, he was booked on multiple counts of child molestation last wednesday. He has had a couple of other cases against him, but previous ones had insufficient evidence so they had been reopened. The alleged abuse happened at his home to a 1999 and 2013. Hes being held on 6. 4 and 2013. Hes being held on 6. 4 million bail. Authorities believe there could be more victims. Were switching to a fire truck crash that people saw on air. The city may have to shell out 5 million for that motorcyclist who was struck by the fire truck 3 years ago. Reporter the city would maybe have to pay 5 million. The firefighter who allegedly struck the motorcycle 3 years ago would be forced to pay 10,000 of that money. You may remember Michael Quinn<\/a> was allegedly driving drunk when he struck and severely injured a motorcyclist. Criminally he may be off the hook because the judge dismissed blood samples. But civilly he may have to pay part of this settlement. Its expected to be introduced at the board of supervisors meeting and will go to the government ought and oversight committee. Jack fraser was a motorcyclist who was hit in june 2013. Despite the blood samples being suppressed as evidence, the da still proceeding with the case. There will be a hearing at the hall of justice today after a series of appeals from the defense. But i remember when no one went to his 1st special Education School<\/a> and they turned to ron and said, his older brother walter was at a Public Elementary School<\/a> and i said, if every school taught every child the way owen is learning through his passion, it would benefit every child. Ron, you write about just saying the word autism. It was difficult. So many labels in terms. When you boiled it down, things changed. Yes. The thing is, you dont want to label anyone. And whats interesting now is that this movie is in theaters. The book is out. The view of what that label means is changing. And ellen is helping change it. Owen is helping change it. Is not defined by. I think that is how it is with virtually all the kids who have this particular challenge. Heart of it is the example that owen is setting. In a way its kind of change that he will always hope for deep down. That people will see him for how i am really am. A diamond in the rough, and unpolished gem. I more than what i appear.
