They have never used the emergency spillway this year. Why isnt the emergency spillway concrete . I dont know. Were talking about that down the road. About an hour ago, we are expected to get an update at a News Conference with the department of Water Resources. Alex savage has been live there. Whats going on mow . Good morning, just got off the phone as a matter of fact with the representative from the California Department of Water Resources. Ahead of the News Conference an hour from now, essentially what i got from him is theres a far less concern this morning about a kol lapgs on that auxiliary spillway when the water was cresting over the top. The lake level came down four feet below the crest point where were spilling over the auxiliary spillway that is eroding and caused so much concern yesterday and triggered the Evacuation Orders. An improving situation over night, still doing a lot of work out here this morning to try and put a temporary fix in place. Well take you first to a live look from sky fox and show you what things like up above. They were able to relieve the pressure overnight because they ramped up the amount of water that was being released from the main spillway here at Lake Oroville and coming over the dam and again, the lake level came down and theyre seeing an improve situation. Other emergency officials got up in the air in a helicopter taking an airline tour and trying to assess just how bad the erosion is there on that auxiliary spillway. They can try to put together a plan and figure out what to do next. I talked with a representative from the California Department of Water Resources just a few minutes ago about the improving situation overnight and whats next. The water was cut off so the erosion stopped so we have teams going out now that are assessing the what the erosion looks like and they will yauz those assessments to develop a plan for how to respond. As they develop that plan, one aspect of that is preparing these giant bags that you see right here sitting in this parking lot. This is kind of a staging area up above the dam and you can see all those bags are filled with huge rocks. At some point, if they feel its necessary, they have a number of helicopters on stand by. Theyre picking up the large bags and placing them in position to try and shore up the portion of that spillway that is eroding. Keep in mind, its the emergency spillway, the secondary spillway and we should also point out the main spillway has damage as well. They are continuing to use that to release water from Lake Oroville and again that situation improving but certainly not out of the woods. Especially with more rain on the way here on thursday. Thank you for the update. Bringing in Steve Paulsen now. We talked about the damage on the main spillway as more and more water goes down it. Do you think the damage is worsening there . Yes. They have no option because of the emergency spillway was being breached. So they had to start releasing water. I think it was 55,000 cubic feet. They had to get the lake level down to take the pressure off the emergency spillway. The problem here i havent heard any update there was damage as you know to the spillway. Major erosion on the left side and the right side. Thats right there. So im sure that hole is bigger now. What other option do they have . They have to ramp it up so they can work on the emergency spillway. The problem is youre creating a bigger hole now on that spillway. But they have to go full throttle to get the lake down. Thats what theyre dealing with now. They will focus on the spillway after the emergency. How big is the storm coming in . How much brain are we expecting . Rain. Based on what ive seen, thursday through next wednesday of next week. Ive seen some projections of 10 inches. Theres creeks contributing to the inflow. Its a lot less than it was cht the outflow is greater but theyre still feeding into the Feather River downstream. They have to get this down 50 feet is the order. I hope they can buy time on that. They have three days max and rain comes in thursday through wednesday of next week and ive seen some projections of a foot of rain up in the Feather River canyon. Above that, big snow pack. These are not cold systems coming in. Theyre mid latitude. Closer to home here, youre seeing tweets by people saying ive never seen the water this high. Highway 162, thats 234r50d floods. So much water is coming out of the oroville coming into the Feather River feeding into the delta so the cause way is having issues. If we get another foot of rain up there, theyre on borrowed time but what other choice do they have than to dump water out and hope it holds . . Thank you, well see you again this hour. Thousands of people forced from their homes last night. Many were given less than an hour to pack up and head to Higher Ground in case the emergency spillway failed. The emergency evacuation extended beyond butte county and suter. Officials surge people in low lying areas to move to Higher Ground since it was thought that a 30foot wall of water called have gone downstream into the community. Traffic was backed up for miles. Although some families stayed in their cars, many people hope to return home soon. This was a scene in yuba county where there were long lines at gas stations as drivers filled up before leaving evacuation zones and hotels reported in the area as being full. Crews now have a better opportunity to assess the situation and let residents know they can return home but again for now, the Evacuation Order remains in place. State officials are keeping a close eye on rain that could start in the area in two days. Right now theyre committed for up to a 14day mission. Well see what happens. Union pacific needs to reroute the freight trains on the same tracks because of weather related problems elsewhere. 5,000 people ride the ace train every weekday. E leshlly the hayward fault line that goes up san pablo bay, they think now it does connect to the rogers creek fault line. That means if theres an earthquake anywhere along the fault line its going to travel up and down the fault being bigger than previously expected. This is all Ground Breaking stuff. Im really excited to be able to share it in this show in the way were doing it. This isnt the first time ive been preparing for an interview and gotten more and more squared. We all live in the bay area and the earthquakes underneath San Francisco and east bay are now connected. How are you finding this out . Will you get more information about this as time goes on . Well, scientists in the area are constantly studying these things. What theyre really trying to do is have as much Early Detection as possible. You know, you guys live in the San Francisco bay and youre more familiar with earthquakes than most of the country. One thing that most people dont understand is that as soon as an earthquake fires, you could have an Early Detection system 20 seconds ahead of time which might give people the ability to take cover. Well, we found anomalies underneath the wreck yard there on alacatrez that indicate there may be tunnels. So the legends had it they there were a whole potential of tunnels. If you watch that show from the 90s, the rock you have in your head theres a whole system. Anybody who has gone to the rock knows thats not real. When we found the anomalies and started to investigate what people were discovered there further, it actually made me think there is problem more to these legends that people give them credit for. Heres what it looked like. The water coming down the main concrete spillway while workers are assessing the emergency spillway looking for eroded holes. At this point nearly 200,000 in butte, yushgs counties are evacuated. The spillway was close to collapsing although they say the danger has decreased this morning. The auxiliary spillway is Still Standing but not being used to release water. Thats the main spillway. Officials say the latest report shows the reservoir is still 100 capacity but the lake has indeed dropped a few feet which is a great sign. Thats important. We have been waiting and monitoring a News Conference happening today. We now expect that to happen at noon. First, back to alex savage at the scene where i see work continuing to fill the large bags of rocks. Crews here are working against the clock over the next couple of days. They want to get a temporary fix in place before the next round of rain moves in on thursday. Ill tell you about some of the work happening here at the staging hear. We have seen a lot of activity throughout morning. The heavy machinery is out. They have been moving these boulders and loading them into these bags that you see over here on the right hand side. Then whats going to happen we understand later in the morning is those helicopters on stand by are taking the bags and place them in the area that is eroding on the emergency spillway here at the oroville dam. Thats the spillway that caused so much concern just yesterday when they were worried that it was in imminent danger of collapsing. They issued the order for 200,000 People Living down river. All those people moved to shelters and many of them moved to hotels and went to Higher Ground. Overnight they did have some better news. As we have been talking about, the level of Dakota Access pipeline oroville did come down about four feet according to a representative from the California Department of Water Resources and heres what spokesmen for the department told me about the situation a few minutes ago. The immediate threat was reduced last night by stopping the erosion. Now the emotion that was on there stopped and the lake is being brought down as we speak. Its going down. Im looking at the chart now. About four inches an hour or so. So the level of the lake is as you heard is falling at a very good pace, the kind of pace that water officials do want to see.
