Mike mibach enjoying another day off. Alex savidge is at my side. Good to be here. Incredible pictures from a huge fire that struck in the middle of the night in a downtown part of lafayette. The overnight fire wiped out a building and destroyed at least nine businesses. Establishments including a popular Italian Restaurant and the chamber of commerce as well. The building was in flames when firefighters start arriving at the scene. This fire at lafayette circle near highway 24 and the lafayette bart station, firefighters say the blaze could have been even worse. Ktvus allie rasmus is on scene where the fire crews say Mother Nature was on their side overnight. Reporter yes. Im sorry, sal. Had the weather conditions been different, had it been a windy night, the fire marshal says the outcome could have been worse. It could have easily spread. This is the damaged behind us. It was a two story building. Actually two buildings connected by a breezeway. You can see it is completely destroyed. This morning we have seen a lot of folks come back who worked here, taking in and looking at the damage for themselves. A lot of shock and disbelief and disappointed, understandably upset faces out here. Investigators have not been able to go inside to figure out where and how it started. According to the fire marshal this morning, there were initial reports that it may have started in the restaurant that is on the ground floor in the back of the building. But that is just some of the initial call thats they got. The cause and location of the fire is still very much under investigation. At least nine businesses were destroyed in this fire. This twostory building housed that Italian Restaurant, very popular in lafayette. The chamber of commerce of its offices here for many years as well. There was also a hair salon and Accounting Firm and many other Small Businesses inside. I was contemplating to come and take a look because i knew it was going to be emotional. And yeah, i just came down to see how bad the damage was. And i didnt realize it was actually this bad. So just emotional. Im sure that the board is going to come together. Im sure that the city and the chamber will come together and theyre going to come up with some sort of temporary solution to find a home for the chamber. Reporter now, you may remember about seven months ago, back in january, we were reporting on this building in this same location because of a eucalyptus that had fallen after the winter storms. It caused damage to part of the restaurant here. Several cars were crushed. No one was hurt. But, again, were back out here this morning, 7 months later, because of the fire that completely gutted the building. To give you an idea of where this is, this building is very close to the downtown lafayette area. The address is 100 lafayette circle. It is tucked away. There is an Apartment Building next door to it. All of the people who lived here had to be evacuated as a precaution but have been allowed to go back in. If you go down this curved road where you see the two cars driving up ahead of us, this curved road leads out to mount diablo boulevard. Thats where the man drag of downtown lafayette is. In close proximity. The building where the fire happened, very close to the downtown area. And the fire marshal and firefighters say it is very fortunate that the flames did not spread to any other homes or businesses. Allie rasmus live in lafayette. Thank you, allie. Its only been a few days since a 196unit Housing Development in oakland went up in flames. You were there when it happened. Yes. A string of construction fires that raises questions about arson and why someone would destroy badly needed housing just before it goes on the market. Candice nguyen sat down with the spokesman for the developer on the project and he says the company was already on alert and taking extra security precautions long before the fire on friday. Watch out. Reporter millions of dollars, years of processing city permits. Resulted in rubble for Wood Partners, the developer and owner of the waverly construction site destroyed in the blaze. The fourth fire in the east bay in the last year that is now raising questions about a possible arsonist targeting construction projects. Two emryville fire thats were determine today be arson. One near lake merritt that was also suspicious. Do they have concern about this before it actually happened . Everyone has been on alert who builds buildings in the east bay ever since the fires in emryville and oakland prior to this. Reporter a Spokesman Says before the fire, the company had already implemented extra security to prevent possible arson. There was security cameras on the property. There were extra security guards. Reporter Wood Partners isnt the only builder concerned that Bay Area Development may be under attack. We live in fear, in terror, and our neighbors as well. You go around and see how they are. Theyre afraid of being under fire. Reporter are the developers going to rebuild. We have every intense of rebuilding in oakland. They will have more than the security that has been had in the past. We talk about more security cameras, actual people. But it sounds like you did have all of that. We had a lot of things in place. Security cameras and security. But there is something able to get around that and create issues like that. That is our suspicion right now. Reporter Wood Partners has every intense to start from the ground up again. Even though so much was lost in such a short amount of time. What would you say to other developers who are thinking about coming to oakland but now because of what they see on the news theyre concerned about it. But concerned but dont be discouraged. Reporter singer says with the plans to rebuild, he hopes the city will expedite the permitting process, a process that they will have to go through again. Happening today there is a conference going on in oakland to address the issue of Affordable Housing all across the country. Today is registration and a key note speech at this housing summit designed to bring people together, people from different points of view, to identify the specific problems, share resources and hope to come up with some solutions. People attending this event include community activists, political officials, educators. Were happy to be joined by the oakland director for the bay area planning and urbana sewsation or spur. Thank you for being here. Thank you for having me. We had a chat in the green room. You broke down a couple different types. You say in some cases it might be good. Well, what i think i mean is that there are different aspects, different concepts packed in that word. Some look at neighborhood improvement. And the improved public conditions in the neighborhood. The improved type of businesses that are in neighborhoods. And they really like that. But others look to the displacement aspect that sometimes happens. And that is something that nobody really likes. I remember in the excelcior district where i grew up. People were waiting for a starbucks. It never came. They were waiting for that improvement. When starbucks shows up if it ever does in the neighborhood, people will oppose it. What is the balance here . People wont necessarily oppose it. I remember working in san jose about 15 years ago and i think i told you this story earlier where one of the neighborhood activists wanted to get to the point that dominos would deliver in her neighborhood. That was her goal for neighborhood improvement. I think that it is very possible and there are lots of cases where you can have neighborhood improvement but you can have renter protections so that people who have been there for a long time can stay in the neighborhood. And you can also have new construction. So as demand for housing in the neighborhood increases, the supply increases as well. So people are not squeezed. Talk about building Affordable Housing i was reading in your eyes a lot of times it starts with design. Youre talking about building smaller housing unit thats are more efficiently built. How do we start designing housing that is ultimately more affordable for people here in the bay area. Design and smaller affordable units is one of the solutions that we have in the bay area. The city of oakland is making it easier to build what they call accessory units. Relaxing parking so you dont have to build more parking. That is one of the many things. Those are not the only solutions. Multi story, multiunit buildings are also very necessary. Even if theyre market rate . We have seen the push back here. We had had a building burn to the ground on friday. There is a benefit in your eyes to market rate housing. Absolutely. We are in a private economy. And if there is not enough supply, higher up the cost chain, people who can afford that will move down the cost chain. And outbid those who are lower down. We need lots more housing at all income levels. Talk about housing density. Just from covering the stories, housing density, traffic, infill, that affects the environment and it also puts more people in a packed area. Right. So thats what developers in the city want to do. Bring more density into the community. Well, sal, i think theres a lot of benefit for density if it is done right. If you have more people in a neighborhood, those are more potential customers within walking distance to spend money and support more neighborhood businesses, which is what everyone is looking for in oakland. More retail downtown, east oakland, where have you. More people to potentially ride ac transit. So the lines become profitable. So theres more revenue coming in. More revenue per acre for the city to henry pushish the infrastructure we need. There are a lot of benefits if it is done properly. One of my Favorite Places is brooklyn, new york. A lot of people complain oakland to brooklyn. A huge change in brooklyn. Density, brooklyn is not much bigger than oakland. They do that with five stories all around town. And if you go around that place, theres vibrant exciting neighborhood after vibrant exciting neighborhood. Theres a lot to learn there. Most people that i know, their favorite cities in the world are place with that set of median five story density. Barcelona is the same way. No tall buildings. All five stories. I have never met anybody who has been there who hasnt come back here and says wow. You may have seen it online, websites taking a day of action against proposed internet regulation. Supporters of the concept say it is important for everyone who wants to remain in place to let the government know. You may have noticed yesterday online, well known websites posted messages protesting the trump administrations proposed roll back of Net Neutrality protections. Facebook and amazon were among the 80,000 websites that opposed any changes to the rules. Imagine if you and i had the greatest idea in the world and we got into our garage and we built out a new streaming app to compete with youtube and some of these other big players, right. If we if Net Neutrality is rolled back, isps could be charging streaming services more money to get online and to consumers. Somebody like netflix and youtube have deep pockets where they can pay that extra fee. We have startup money. We dont have a lot of money to spend on that sort of thing. Police in the north bay are looking for a woman suspected of using a counterfeit 100 bill to buy treats at a high school bake sale. The music students were outside of olivers market raising money for their travel and instrument funds. And they say this woman you see here, michelle cruz, caught on Surveillance Video shopping inside of the store handed them a 100 bill. What seemed like a 100 bill to buy 20 worth of goodies. The students gave her 80 in change. One of the students noticed key features on the bill were missing. I have come across a bunch of hundreds before. So i know what to look for and also i have been kind of trained. Me and evan took the bill. It felt like they stole from all of us all at once. It made me really upset. The woman drove off before students could stop her. The students say they are amazed at the support that they have received after people heard about this story. They say people who might have known about the bake sale are now coming forward to help out with donations. Police are hoping that someone will help them locate michelle cruz.
