Weve got light rain that will fall over the next, we will call it, 12 hours or so, and then by tonight thats when the brunt of the system sweeps through and we have wind as well as some heavy rain coming our way. Heres a live look outside our doors across the oakland estuary towards San Francisco, the overcast skies back in place, the scattered showers already falling this morning. Take a look at your temperatures at this sour, santa rosa 48, San Francisco 48, oakland 51, 46 in livermore and san jose checking in at 48 as well. Heres a look at stormtracker 2, go in close, take a look at the east bay where we are seeing light, scattered showers at this time, past 580 stretching towards 680 through milpitas, we have some there in livermore, closer to the bay we have got hayward as well as fremont with a little bit of light rain falling and over the north bay, weve got santa rosa, farther north into areas like cloverdale, saint whata reporting saint helena reporting light snow. Talk about our advisory first, this coming later today into the afternoon and notice it sticks around all the way until Tuesday Morning, we have the possibility of flooding and that watch is for the entire bay area. Meanwhile, if you are thinking about heading to tahoe, theres a lake wind advisory in place now. Im sure there will be more advisories popping up due to the snow that is coming our way as well as the wind. Heres a look at what this system is expected to bring us anywhere from an inch and a half to 5 inches and the models are looking even wetter today than they were yesterday, so ill show you that. Gusts expected to hit about 50 Miles Per Hour in some areas, especially along the coast, especially in our hills, and again we are looking at a winter storm watch for the sierra. So when i come back i will detail the time line of this system, we will take a look at the rainfall amounts and in the extended forecast when we will finally see dry weather coming up. The days and weeks of rain have created problems for the bay area, drivers, homeowners just really bogged down with all this wet and all these problems expected to continue with these latest storms. Yeah, its been a long winter indeed. Reservoirs and creeks are hitting levels they havent seen in years and ktvus allie rasmus joins us live in the area in pleasanton with a look at conditions there. Good morning, allie. Reporter good morning, frank. A light rain falling in pleasanton. We are standing next to the Pleasanton Canal which feeds into gold creek which runs parallel to 680. The water in the canal is much lower than its been in recent weeks but you can see from the mud and rain soaked vegetation on this canal, you can see how high the levels were. Show you video from earlier this month. Residents and people who live nearby gold creek and pleasanton say in the past month this creek is as high as its been in years. This is what it looked like earlier in february after some of the heavier rain showers we saw. Across the bay in novato, highway 37 remains a problem. It is still shut down on and off from february 9th because of flooding in the marshland it sits on. Heavy rainfall, a nearby levee broke this month inundating the highway and the highway itself has been sinking. Caltrans come up with a long term fix to raise the roadway and add new drainage pipes but that fix is still in progress. The road has not reopened yet. And on this president s day Holiday Weekend people might be heading to and from the sierra. You heard rosemary mention t Many School Districts in our area have the week off but keep in mind if youre headed that direction, chains are required on highway 50 between twin bridges and meyers in el dorado county, chains required on westbound interstate 80 between kingvale and wig rigs being stopped to show they have maximum chains required. Later on this morning, now that we are finally starting to get daylight through the clouds, we will be heading over to gold creek to get a look at the water levels there but throughout the bay area in general, people have certainly noticed their local creeks and streams higher than they have been in some cases in years because of the wet weather we have had pretty much seems like nonstop since december and there is more wet weather headed our way tomorrow as you heard rosemary mention. Even driving in with a little bit of rain, i saw the same puddles now that i know to watch out on the roadways, it happened so quickly once the rain starts to fall. Reporter yeah, you know, maybe we are kind of getting used to it. Its definitely different than it was last winter, winter before. I mean, this is the rainiest winter at least it seems like we have had in a while. Now its been on and off rain for the past month, month and a half, maybe we are getting used to the trouble spots on the roadways, maybe drivers can avoid them on stay safe on the road. We have been 50 plus days, in 2015, 40 plus days already in 2017. In the south bay flood concerns continue this morning at the largest reservoir in Santa Clara County, that would be the Anderson Reservoir. It is completely full and officials are watching the weather very closely with more rain on its way this week. Ktvus rob malcolm has the story out of morgan hill. Reporter for the first time in 11 years the spillway has been activated at the Anderson Reservoir, now at 104 capacity and sending 416 cubic feet of water per second into coyote creek. Grew up with a dam like this closeby but never seen it at capacity anywhere on close to this before. Scary. Reporter residents like kyle who live down below in morgan hill dont have to worry. Low lying areas in the south bay should be cautious with a risk from flooding from of flooding from sunday to tuesday. A neighborhood that the creek runs through, other neighborhoods that the creeks run through, through central san jose so the neighborhoods that are closest to the creek should be most aware of the possibility of flooding. Reporter because of impending storms, the Water District is hoping to drain as much water as possible. Forecast is beginning to strengthen and expecting stronger storm than we were seeing before. Reporter with the reservoir spilling over, homeowners near the dam arent worried about the flood danger. Instead, many have decided to make this site a big part of their day. You know what . Its magnificent. I had to make sure that i brought my daughter. I have not seen it this full. Last year it was full but it was nowhere near this full. Reporter that could also be a problem. The anderson dam has not been seismically retrofitted and must be kept at 88 because of the nearby calaveras falls. Wide range of estimates. It could be four weeks, could be nine weeks. Reporter if it rains more than they expect, possibly longer but right now the spillway is working as designed. Its performing well, but we inspected it recently like we have all of our spillways and we are not expecting any problems to the structure at all. Reporter rob malcolm, ktvu fox 2 news. Retrofit of the dam would cost 400 million and would take close to four years to complete. Meanwhile People Living near Lake Oroville still on standby to evacuate again even though the water level of the reservoir is down from its highest level the last few weeks. Crews working around the clock on the damaged spillway at that dam, water flow across the spillway has been cut to 449,000 gallons per second. Thats a little more than half the flow a week ago. State water Officials Say the water level is now about 46 feet below the top of the dam but they are concerned the water level could rise again because todays storm could drop as much as 5 inches of rain in butte county. More than 30,000 customers were without power on the Central Coast yesterday because of the storm. Pg e says majority of customers were in salinas. This morning 400 customers in salinas without power. Worried about downed powerlines especially with live wires. If your vehicle has come into contact with a downed powerline, we want to let our customers know to stay inside. The safest place is in your car. The ground around your car may be energized, honk your horn, roll down your window and yell for help but make sure to warn others to stay away. Pg e says they expect more outages during the next round of storms but they say crews are prepared. They have asked for some more help. Now, at least five deaths in Southern California are being blamed on the recent storm. Yesterday police in Ventura County say they found the body of a man in a creek who had been swept away by fast moving waters on friday. In San Bernardino county one person was found dead inside a car that was submerged in water. In sherman oaks, a 55yearold man was electrocuted by live powerlines that had been brought down by a tree and the chp says wet weather played a role in two deadly accidents in san diego. And check out this new video, so shocking, shows that car falling into a 20foot sinkhole in los angeles. That sinkhole opened up friday night. It swallowed two cars, one of the drivers did had to be rescued. When firefighters arrived they found a 48yearold woman standing on one of the cars. They had to lower a ladder to help her climb out. The driver of that second car was able to escape before it fell in. Oh, my gosh. And new this morning, a successful launch in florida from the Kennedy Space center. Thats the Spacex Falcon rocket blasting off less than a half hour ago from Cape Canaveral florida, it is the first launch from florida for Elon Musk Company since an explosion damaged the rocket and damaged the rocket pad. Take a look at stormtracker 2 where we have got north bay and east bay on the radar here where we are seeing some light rainfall along 680 from san ramon, maybe through areas like danville and dublin, crossing over towards 580, pleasanton, livermore seeing light rain at this time and it stretches a little bit farther north towards highway 4, crosses over near areas between vallejo and fairfield along i80 you will find some there and then to the north bay where we go where we have light scattered showers in santa rosa and farther north than that you will find some in lake county. Watch in place for flooding, starting at 4 00 this morning until Tuesday Morning for the entire bay area so expect the ponding on the streets, expect the unexpected, expect to be blown around by the wind because also a wind advisory with this storm. Heres 5 00 tomorrow afternoon and you notice that the rain didnt stop. It continued to fall as we get into monday night, it is still with us and we have scattered showers in the forecast for tuesday as well. As far as rainfall totals, heres a look through tonight, so just it looks like 1 2 or less for most of us, not a big deal today, ben lomond in the screws mountains could pick up an inch. Now here we are into monday night and take a look at some of these rainfall amounts, an inch and a half for san jose but 4 inches protected for oakland projected for oakland, 5 inches projected for san rafael. Yesterday we were looking at three, maybe 4 inches for our urban areas, we could see more than that. Areas like the Santa Cruz Mountains could pick up anywhere from five to 7 inches by Tuesday Morning. This is going to be a major storm. Giving you a look at the temperatures right now, 49 in San Francisco, 51 in oakland, 48 san jose, afternoon highs for today upper 50s to near 60, so temperatures not changing a whole lot but we will not have the sunshine today. We are going to have plenty of the cloud cover and the scattered showers and then as we get into monday, you know, just be prepared, its going to be coming down, tuesday we will have we will remain with scattered showers in the forecast, a chance on wednesday, finally dry out on thursday. How much snow in the sierra on monday . You know, well, snow levels are going to actually climb and then drop again on tuesday. Okay. So there could be actually flooding concerns as opposed to tough sledding getting down the hill if youre up there for the holiday. But a major storm, people should not take this as, oh, more rain headed our way. They should be prepared for prepare for flooding, rising creeks, streams, rivers. At least a lot of people are off.
