That little bump here is going to flatten out and move right through the bay area. A lot of this moisture thats moving up out of the trough is going to move over Northern California. Currently you see a few airs of sprinkles up in Northern California. Ive had reports of sprinkles in sonoma and san jose as well. We have a Winter Weather storm watch in the mountain. They could see a foot anda half of snow. Weve got potential of perhaps half inch to an inch of rain in the mountains of north bay and perhaps Santa Cruz Mountains. When i come back ill dial it all in well have the complete forecast and timeline for the rain on the way. Reporter the San Pablo Reservoir is lower than it should be but customers dont have water restrictions a district spokeswoman tells me thats because customers cut backwater use 17 since the last drought. Its noon but this is no time for a drink. Drought cutbacks could make flowers thirsty this winter. Were in an all time dry. There is the dryest year on record. San Francisco Public Utilities Commission asked customers to cut water use by 10 and marin counties a slinging water supply is leading to a growing crisis. County leaders gathered for a summit and announced a 25 voluntary water rationing. If theres no rain in the near future that request to conserve water in marin county will be an order. Given how little rain theres been none whatsoever in the last 12 or 13 months we may recome to that conclusion sooner. Reporter its not just affecting time spent inst shower. Farmers are worried about crops and livestock even firefighters are cutting back doing fewer training exercises that use water. We did find someone in oakland who seems rather optimistic. This morning on capitol hill eastbound congressman eric squall well honored Sergeant Thomas smith on the floor of the house of representatives. Today it is with Great Sadness that i wish to honor Bay Area Rapid transit Sergeant Thomas smith whose end of watch came too early when he was tragically killed on january 21st of this year. Congressman swalwell also said Sergeant Smith will be remembered as a hero not because of how he died but because of how he lived. Sergeant was killed last tuesday in an accidental shooting by another officer. And coming up here were going to talk to two people who know exactly what sergeant tom smiths family is going through. Ktvu has learn of a strange possibly criminal action aimed at medical marijuana clubs in san jose. Robert handa found out some landlords are getting forged city letters to apparently get them to convict pot clubs. Robert handa reports. Reporter the many martinez marijuana shop is thriving and is not one of the shops that got a city order to close by january 31st since it is apparently in compliance with city codes. But yesterday the landlord got what appeared to be a new Compliance Order telling him medi martinez is a public nuisance. I got the letter and read the penalties for allowing him to stay here which was 2,400 per day after february 15th. Reporter David Armstrong was stunned when he was told he faced eviction. I gave him my case number. He said that doesnt exist in our system. It must be one of the 12 or 13 clubs that got one of these fraudulent letters. Reporter pot club owners say the motive is not easy to figure out since the bonus letters do not ask or demand money. It may get a strategy pot clubs not slated for closure to shut down. It could be a competitor, it could be someone whos not located properly and needs to move. East Bay Regional Park Police say 24 yearold luis zapata got separated from a group at Regional Park this morning he has the mental age of an 11 yearold. He was last seen near the dam at 10 30 this morning. Since then it was a frantic search on the ground and in the air to find him. News chopper 2 was overhead about 30 minutes ago when he was reunited with friends and searchers looking animated and apparently in good shape. You are looking live at the u. S. Hotel this afternoon ahead of his invited appearance at tonights state of the Union Address. My immediate feelings are wow, this is such a great honor. Reporter lee, the citys first Asian American mayor is being recognized as an extraordinary american. But president obama is also expected to speak on Immigration Reform and raising the minimum wage two subjects for which San Francisco has long been at the forefront. Its not about bragging its about modeling what works and certainly for minimum wage we have the highest minimum wage now in San Francisco. Critics high speed rail are questioning the timing of a Campaign Contribution by the states rail contractor to governor browns reelection campaign. The campaign accepted a contribution of 27,200 from tutor parian corporation. That company has more than a billion dollars in contracts with the california high speed rail authority. Three days after the donation the governor asked the California Supreme Court to intervene in two Lower Court Rulings that would have delayed construction of high speed rail. Some people are questioning the timing and say it suggests a conflicts conflict of interest in the governor is fixated on the high speed rail but hes ignored the dust bowl in the valley. One state senator who strongly a poses the high speed rail project criticized the governors move calling it quote you scratch my back ill scratch yours. It may not be much rain were expected to get soon but the roads can get slick becoming lower dangerous than you might think. It hasnt rained yet, but today the hydraulics on skid cars showed us what could happen when it does. Most drivers dont understand what it is to skid or what causes the skid. Reporter sfpd says the number one cause of a skid is speed. Following close hint is weather. Weve seen it happen before. When its been this dry and this dust he for so long. The first rain can mean big problems for drivers. Theres been a build up of oil and gravel. During the first set of heavy rains all of that material thats embedded in the roadway will rise to the surface and thats where its going to meet your tires and thats where youll potentially run into a skid. Most motorists will experience the back end sliding out. Reporter police say get your foot off the gas keep your eyes on the road and steer into the skid or better yet. Avoid it at almost all costs. Drivers in alabama tried to get traction on an ice covered freeway this morning it wasnt easy. The storm is bringing snow and freezing temperatures from texas all the way into virginia. In fact, a state of emergency was declared today in alabama, georgia, louisiana and both north and south carolina. The shift has begun. You can see the fog and low clouds. You can see some high clouds overhead as well. All on their way. They are moving inland and thats a moist flow. We had those east winds you wouldnt have seen this. Clear every night beautiful sunsets. It kind of looks like february out there. Well put in the satellite image you can see the moisture streaming in off the pacific. This ridge is going to flatten down and when it does it will push more moisture in our direction and bring us showers as we head into wednesday night thursday morning. Heres how it looks this is the mountains now weve got a winter storm watch in effect. Let me put that up there for you in these areas of white. Thats good. I think in the winter storm watch areas they could see 16 inches of snow. Towards yosemite and mammoth they could see a half inch of snow. This is wednesday into thursday morning. When is the last time it rained. Got a little bit of rain the 6th of december. As you look at january. We had a little bit of rain. Cloudy tonight, cloudy and cool tomorrow and then wednesday evening we get that shot for showers. High pressure drops down jet stream drops down and we get focused in on and we get cooler weather then we get some clouds and some showers out.
