KTVU News At 5pm February 25, 2015

Yearold woman was taken to stanford hospital where she later died. Her name has not been released. She was apparently caught in a traffic backup and ended up on the tracks with nowhere to go. If she had backed up, she would have been in an intersection and going forward, she may have had other cars in front of her preventing her from moving forward. People who work near the train crossing say the intersection is often crowded and confusing. Many times, its like can i go . No, it doesnt look safe. Can i go . Ive been sitting here for, you know, five minutes almost. And just today, there was a minor accident a block from last nights collision. And the woman who heard last nights deadly crash says she was once struck by a car here while she was walking by last year. The train comes, already nervous trying to stay off the tracks or on to the other side. A pedestrian will run in the way. Theres too much going on. But changes are likely coming to this crosswalk. The menlo park public works director tells us the city received funding to design a different crossing. One that will have the street run underneath the track. But until that time, everyone should know that you never stop on the train tracks. If youre not clear to proceed all the way through the tracks, dont enter the rail crossing. And were back live. Now the crossing reopened an hour ago. Now the new crossing is most likely still more than two years away, but it should prevent the kind of accident that happened here yesterday. Gasia. Rob, thank you. There have been three accidents involving cal train in the last 24 hours. The first one as rob just told us was on the tracks in menlo park. The second was last night in San Francisco. A man was hit and killed inside a tunnel near 18th street and interstate 280. Later this morning, there was a third accident. Someone was hit, were told that person is still in the hospital. Not enough women in powerful roles. Women not making as much as men, and a possible run for the white house. Those were just some of the things that Hillary Clinton spoke about today here in the bay area. The former secretary of state spent the afternoon in santa clara talking to thousands of women and ali rasmus was at the conference and has more on Hillary Clintons message. Ali. Reporter that conference wrapped up a little while ago. You can see from the people leaving the Convention Center who the conference was geared towards. 5,000 women attended and its fair to say most of them were eager to hear what their keynote speaker, Hillary Clinton, had to say. The numbers are sobering. On the forbes list of the top 100 Venture Investors in tech, only four are women. Hillary clinton certainly knew her audience, speaking to a room full of 5,000 women in silicon valley. A woman with a bachelors degree here tends to make 60 less than a man with the same degree. The issues of equal pay for women in the workplace and paid sick and family leave for parents won Standing Ovations from members of the audience. Clinton then shifted to a broader economic message. The kind you expect a potential candidate to say. We no longer rise with productivity while ceo pay keeps going up. We have to figure out how to make this new economy work for everyone. Clinton made strong hints toward a possible run for president in 2016, but when put on the spot, she was coy. All in good time is my response, because you know, theres a lot to think about. I dont know how many of you are list makers. I have a very long list. Im going down it. Im very committed to go down it, but i havent checked off the last couple of things. Shes here for a reason, right . She needs this demographic. Michelle says the fact clinton was the keynote speaker at this womens conference says a lot about her future plans. She needs to be here just as much as the women who are here are interested in hearing what she has to say. I think its really a beneficial arrangement. And clinton spoke for an hour. Coming up at 6 00, well have more on what she had to say about the possible advantages any woman president could bring to the table. Frank, back to you. Ali rasmus, thank you. After a lengthy investigation, the Justice Department decided not to pursue federal civil rights charges against George Zimmerman for the shooting death of Trayvon Martin. Zimmerman was acquitted in july 2013 for killing the African American teenager. The Justice Department said there was insufficient evidence that would have required the killing was racially motivated. Eric holder said this should not end the conversation about race and racial inequality in this country. The parents of Trayvon Martin said they were disappointed. They will honor his memory to work tirelessly to make the world a better place. In Southern California, a commuter train had collided with a truck. 28 people were injured, four are in critical condition. Phil hsu shuman in los angeles reports that safety changes in the trains made a significant difference. This was a dramatic view from the ground at sunrise as First Responders continue their work. Five cars in route from oxnard to los angeles derailed. Three of the passenger cars tipped over, lying on their sides. Rescue workers there in three minutes after the first 911 call had to deal with a burning truck on the tracks and also a 50 injured passengers. The evacuation was orderly and went well. Again, as i indicated before, we recently done training with amtrak and metrolink on these types of incidents. So things went very well and coordinated very well between the agencies. Reporter and the fact there were no fatalities on board was no accident. Since 2010, they have been upgrading, adding crumbled resistant passenger cars at 15 million a piece. Crash energy management, the technology is called. This has a particular section in the front and back of each of those cars, in essence, a protection area. Designedded to absorb the force, directed away from the passengers and did perform the way it was supposed to. Investigators believe all this happened because of a mistake. A mistake made in the Early Morning darkness. A produce truck driver turned from rice avenue on to the Railroad Tracks rather than on to 5th street, which immediately parallels those tracks. He then got stuck. We dont know if this was his regular route or if this was st first time in town. Thats something not known to us yet. The engineer and the on coming train saw the truck try to brake. There wasnt time to stop. There is an existing plan for a bridge here on rice avenue. A grade separation is the term. Made more urgent before today, by the fact that two people were killed here back in 2014. But that bridge despite well known safety concerns here remains unfunded. Its a proposal at this point. Its been in the works for the last couple of years because if you close a railroad crossing, you have to open them up in another area and this is an area we identified as something where we would like to have a bridge. Reporting from los angeles and were just getting late word that is just coming in, that the driver of that truck that was abandoned on the tracks, that driver has now been arrested on felony hitand run charges. Oakland Unified School District has come to an agreement with two labor unions. The unions represent 1700 district employees, including School Security officers, food service assistance, and special education aids. Give some of the Union Members a 3 wage increase. Other members will receive additional pay increases to ensure that their wages meet or comped 12. 25 an hour. You may remember oakland teachers have been in a labor battle with the district. That expired in 2013. Cargo operations at the port of oakland ramped up seriously as thousands of desperate shippers and receivers are waiting for their goods. Ktvus tom vacar is live from alamedas port overlook with how the day went and how another looming snag could bring everything to a dead stop. Tom. A little bit hard to believe. Take a look here. Here at the port, these arent just containers on the ships. Since 9 11, they have been seen as security risks that simply cannot be ignored. The long beach pulled into oakland today after an extended stay in the bay at anchor. Its waiting dock was ready as cranes worked other ships down the line. Its 100 improvement over yesterday. We actually have containers that have become available, made available for us to pick up, and the trucks are moving in and out. But the usual wall to wall compliment of trucks picking up and dropping off containers was not here today. Everybody is doing a soft start, so you dont see too many trucks here yet, because theres uncertainty. While an incoming ship is certainly signs of progress, problem here at oakland is, there are at least 17 more waiting in president bay or circling outside in the ocean. And thats true all u. S. West coast ports. The working hours at the port are 8 to 5, and that needs to be increased to be able to dig through this backlog. At oakland based parmount, an export specialist, recovery is far, far away. We have Food Products loaded three weeks ago. These are short shelf life Food Products and they are going hong kong and the shelf life has run out. For most of the last two weeks, paramount has not been able to send anything overseas. And basically now we are starting to lose out to the southern hemisphere, chile, new zealand, which are actively shipping their new crop. Now that looming threat, defunding the department of homeland security. Each and every incoming container must be inspected for potential terror threats. Without them, no cargo leaves the port. Forcing people to work without pay indefinitely, no matter how indispensable is not a good recipe for security. This is to say nothing of repositioning all these massive container ships so some sort of a normal schedule can finally get back into order and finally start beginning to clear up this mess. Reporting live, tom vacar, ktvu fox 2 news. Yes, so many people waiting for things to get back to normal. Tom, thank you. A plan is in the works to try to avert a partial shutdown of the department of homeland security. Funding runs out friday at midnight. Today, Senate Republican leader offered a bill to fund the Department Without provisions to overturn president obamas executive actions on immigration. And that would be subject to a second vote. Ive indicated to the democratic leader that i would be happy to have his cooperation to advance a consideration of clean dhs bill. But democrats arent going along with that for now. Democratic senate leader, harry reid, wants assurances that the house will go along. The house passed a funding bill, but it includes a repeal of the president S Immigration policies. And house speaker, john boehner, said today that the house has acted and put the blame on Senate Democrats for not funding the bill. A unique tool to help adhd here in the bay area. The research that says pedaling could push students to succeed in the classroom. All you need is a bike. It changes everything. From the chilliest spots to the springlike highs. Ill have the conditions to expect in your neighborhood. At Kaiser Permanente everything you need is under one roof. Another way care and coverage together makes life easier. Okay, a little easier. That ban was signed by Governor Brown last fall and was set to be phased in at large supermarkets in july. However, it is now on hold until voters have the chance to weigh in. Opponents of the ban said the legislation will cost thousands of manufacturing jobs. Supporters say that the ban will help protect Marine Wildlife and reduce the cost of litter removal. Its been exactly six months since the napa earthquake. The quake caused major damage to napa, vallejo, and other communities nearby. Ktvus is live now. You spoke with the young teen who was seriously hurt, but he is doing much better now, isnt he . He is. Gasia, there are plenty of open wounds here around napa, as you can see, and while the frustrations continue for some. As a community with the teenage boy leading the emotional way, napa is rebounding strong. As he walks across his high school campus, you may never know what nick has been through. Being stuck in the woods right now, not coming to school. In the earthquake, the rocky area on august 24, nicks pelvis was crushed when the familys fireplace fell on top of him. It hurt a lot. I mean, sometimes i still remember how that night looked like. I can picture it all in my head. It was crazy. Like i said, i wouldnt want that to happen to anybody. Doctors told him he wouldnt walk for six months, but he proved them wrong, starting to walk three months ago. In fact, hes now running, even playing soccer, his favorite sport. They told me six to seven months. Im like no, thats too long for me, no way. But the positive attitude, and a smile on my face, well get through it. Just like nick, rising from the ashes of his injuries, so, too, is the city of napa. Although completing the repairs is taking time. I would think that if you had relatively minor damage, you would be fixed up for quite some time. If you have major damage, it might be half of the people who have major damage or waiting for the final repairs to be done. 153 buildings are made and red tagged. Part of the problems is there are not enough contractors here to do the work. At solice salon, most of the damage has been repaired. Its been tough getting to this point. Were going to make it through this. Its going to take time. When this first happened, someone told me, be prepared, its going to be a year. And i was surprised at that. And now i realize, they knew they were talking about. Gasia, some people told me that it feels like this quake was just yesterday while at the same time, it feels like it was a lifetime ago. You know, john, do any of the people you spoke with today say they can still be taken back to that moment . Is something shaking . I can imagine that sort of in your mind, you might be replaying it, even when you are perfectly safe. It feels like a normal day. As another person told me, any time another truck rolls by, they get taken to that moment. Im sure you remember. Yup. Thanks, john. We put up a slide show on our website, ktvu. Com, of what napa looks like now. Our photographer found messages of support. You see heres some valentines people posted around damaged buildings. That slide show is waiting for you at ktvu. Com right there on our home page. Lets talk about our weather now, bringing bill martin. A lot to talk about, i mean really. Its been so the same and theres no rain in the forecast. Temperatures are in the mid 60s. Cold overnight. That was sort of the story. Its been such a, you know beautiful day. Beautiful day. And its day after day, month after month of this, and again, you look at the long range models and bring a sprinkle in here, but nothing that will move the meter on our rain fall sense of average. Santa rosa is to 88 . These numbers are deceptive in that they look pretty good. The percent is what you look at. 93 , 111 . Thats good. But what is deceptive, what really matters is the snow pack and the snow pack is well below 50 . The snow pack is our water bank, if you will. Theres not a lot of snow up there. Theres not a lot of water coming down in the summer. So, thats what were watching and right now, we are going with more of the same, and it would be nice to get rain, but thats not going to happen. At least in the foreseeable future. Anything significant. Well get down the road and see a chance of a sprinkle in the fiveday forecast, its just barely a drizzle thing. So temperatures today were up there. Well get in the positive. 67 right now in walnut creek. So pretty warm. Overnight lows, been getting down there. We had that frost advisory last night. You had frost in forestville. Frost in la fayette. Frost throughout the inland bay valleys. Doesnt have to be freezing to get frost. You may be scraping windchills. Maybe even in the north bay as we go into the evening hours. So tomorrow morning, a few clouds. Not fog, just maybe a few lingering clouds. Plenty of mid 60s, upper 60s and a few low 70s popping up. Thats your bay area wednesday, which will look a lot like the bay area thursday. 68 in napa tomorrow. 65 in brentwood. Air quality remains good. Not bad. Winds were blowing pretty good today as well. And that keeps the air quality better. So its not stagnant, we are not seeing the spare the air scenarios that we saw in december. Pardon me, in january. We had spare the air in january. December is when we had all that rain. 67 in concord. 67 in brentwood. Well above the average. And a big departure from whats going on. I dont know if you watched any of the weather, but they have had, as a matter of fact, what i may start doing. Im going to start covering their stuff. It is storm after storm for them. Record snowfall, record cold, down to florida, down to georgia. And for us, its this eerie. Just keeps coming. I thought of you when the heater clicked on overnight. It was super cold overnight and Early Morning. By noon just open the door. Thank you, bill. A runway shut down in san jose. The malfunction that happened as one plane was coming in for a landing.
