Watch as a dirt bike rider tears down the asphalt of haight street. Smiling back at a officer bike officer. The group too quick for the officer on two wheels. The noisy kiss play played out right in front of the district captain, who said his station was flooded with complaints this past weekend. Lorenzo uploaded this video of the weekend action. You can see the riders hauled their bikes into a near vertical wheelie. Never slowing down, ignoring traffic laws, and other pedestrians. I wasnt sure how much control i had. It seemed a bike lane could be dangerous. The units are not authorized to chase these individuals on the motorcycles. San Francisco Police are under orders not to chase the bikers. Just like any other minor traffic violation. Someone will end up dead that way. Because of that, we have to caution the officers to try to identify these individuals. Reporter turning to other investigative techniques, including the same videos, where ridders flaunt their illegal activity. Rather than physically chase them, were going to have to do some good investigation and get them at a later date when its safe to do so. Reporter the chief tells me that during a meeting yesterday, several district captains expressed frustration with these riders frequently taking over the street. They could outmaneuver any car and do whatever they can to get away. So far, its worked. If police do catch any of these riders could they confiscate their bikes . Reporter none of these bikes has a license plate, and because of that, theyre not licensed to be on the road. The chief says they can seize them. The hope is, that maybe if they take away a few of the bikes, theyll take away the thrill. Were learning more about a police chase in alameda that ended with a crash inside the posey two. The chase began with a traffic stop around 5 30 tonight. Police say the driver bumped an officer and rammed his patrol car, then sped off. He hit another patrol car, and blew a tire. The chase then went into the tunnel. Just before reaching the oakland end, the suspect crashed into a minivan. The woman driving the van says Police Quickly caught him. I saw him running. I had already gotten out of my car screaming that he hit us. The cops jumped him, and had him to the ground. Reporter the driver was arrested, and taken away by ambulance. The family in that van was not hurt. There is new fallout tonight from that oil spill on the coast of Santa Barbara. Tonight, Governor Brown declared a state of emergency to free up funding. Pipeline officials now say as much as 105,000 gallons of oil spilled with about 21,000 gallons making it to the social. Heres a map of how this pipeline works. They pump oil to the shore, and eventually up to kern county. Right here, up about 20 miles west of Santa Barbara is where the pipeline broke. You can see the location from the air near highway 101. Allowing thousands of gallons to make its way near californias most popular coastline. It startwide a mechanical problem that caused a pipe to shut down. We restarted the pumps at 10 55 a. M. Pacific time, but were still having trouble with our pumping units. Reporter the entire pipeline was shut down 5 minutes later, but it wasnt until two and a half hours later that the oil spill was confirmed. Workers combed the beaches today to begin cleaning up oily sand and rocks while nine ships, including three skimmers tried to corral nine square miles of ocean covered in oily sheen. It can be a slow process, but we want to make sure that we do it right, so we get the beaches back to the pristine condition. Reporter a helicopter was used. A dead octopus, and fish were found covered in oil, but it wont be until tomorrow until fish and wildlife releases other wildlife affected. Certainly, some of them have been impacted. Again, were going to try to do as much as we can to rehabilitate mammals and birds. A very pungent smell, horrible. Reporter leaving those with reservations stuck for memorial day weekend. They spilled from a pipe at the shell refinery in martinez when a valve was left open. About 300 birds and other animals died. Hundreds more were treated. Shell was fined nearly 20 million. Oil companies have constructed a web of underground pipelines beneath the bay area to carry petroleum products. What happened in Santa Barbara is now weighing heavily on refinery opponents. If they expand the notion of bringing in more and more crude oil by marine shipment into the bay, we would then clearly expect that would increase the risk. Reporter the crone tray costa fire marshal tells us, there are pipelines crisscrossing the county. The larger the pipeline, the bigger the worry. For the first time in decades, the state water board is ordering farmers to stop pumping from the San Joaquin River watershed. Officials say the drought has given them no choice but to cut off farmers with the oldest water rides. Farmers with the newest water rides were already cut off last month. Reporter in sacramento today, dozens of protesters chanted outside a nestle plant. They are demanding that the company stop bottling california water. Protesters accused the company of selling bottled water for a profit, and then leaving the state high and dry. There was a similar protest in los angeles. Nestle responded with a statement saying that it shares the concern about the drought, and has made significant reductions to its own water use. The California Medical Association became the first in the country today to drop its opposition to aid in dying legislation. This van, pulled out of a Dialysis Clinic with no license plate out of the six other med express vans reported by two investigates, five came back with expired registration at the dmv. I think he was probably doing 20, 25 miles an hour when he hit me. I dont think he put on his brakes at all. Reporter this man says he was hit from behind in a stoplight last october. According to the state, rabas companies billed medical for more than 3 million since 2010. A judge recently ordered med express to pay back 1. 7 million, when it couldnt produce records of some services. Raba and his attorneys didnt dispute the charges. These are taxpayer dollars. We take it very seriously and we work to make sure these dollars are spent the way theyre intended. This is not safe. He blamed not knowing the rules for the recent problems with the state. 2 investigates found its not the first time nathan raba has been in trouble. He was arrested for driving on a suspended license and having a concealed weapon in his pickup truck. Raba denies he was even driving at the time. It was a nightmare. It was really a nightmare. Reporter Janice Kendrick says a corner store once owned by raba in oakland was a magnet for drugs and crime, before the city finally shut him down in 2006. Reporter even though we saw at least seven med express vans on the road, the state confirmed nathan raba is only licensed to have one van. The alameda District Attorney recently opened a Insurance Fraud case. The state has ordered med express to pay back money for the undocumented trips that it didnt have all the information for. However, the department of Healthcare Services does have the power to suspend the companys permit. Of course, weve now shared what we found with the state office. Theres been a lot of talk lately about a broken bolt in the tower of the new bay bridge. This is that bolt. Caltrans showed it off today. One of 421 bolts a at the base of the main tower. This particular bolt failed a strength test. Caltrans says it tested most of the other bolts and they all passed. They add strength so the bridge makes it through a very large earthquake. Caltrans still has to figure out where the water came from and make sure the tower stays dry. Bicyclists San Francisco are taking part in annual ride. The cyclists rode to some of the places where the most accidents take place, including south of market and the mission.
