They are called skittles parties but instead of candy, kids are passing around cold medications and pills. Ken wayne is live. Reporter it is no secret some people use medications to get high. Over the counter cough syrups are popular among teenagers but the socalled skittles parties are taking that practice to a whole new level. Within the last two weeks at least five High School Students suffered an overdose and were taken to the hospital. We were alerted by students that teachers were off. Reporter three students felt high at Mount Tamalpais high and two at francis drake. We heard one of the students may have ingested cough pilling. I have talked to a few people who have been to these skittle parties. Reporter a pill party is where a group of students get aheld of prescription drugs by raiding their parents medicine cabinet and putting them into a single bowl to randomly sample. Just taking random pills is an extremely dumb thing to do and incredibly dangerous. Reporter students say it has been going on at least a year. Some parent are just learning about it. It is like russian roulette. It is bad enough to take drugs when know what they are. It is crazy. Reporter 27 people died of drug poisoning deaths in 2013. Adding, this is an important reminder for us to have conversations with our children early and often about the potential harms of medications. It is one more piece of information that is important for parenting i would say. I had a conversation with my daughter. And, it was useful. Reporter the five students who overdosed this month are going to be okay. Jeff stewart is originally from the midwest and wondered how kids who lived in such beautiful surroundings could even consider drugs. Go to the beach. Go to the mountain. Go sailing. Reporter some over the counter cough syrups contain triple c. We found these products across the street from mount tam high. You do not have to be 18 years old to buy them and they are not locked. With the skittles party. I dont get it. Is the point to try the get high or is it kind of a dare as to who can take more pills . Reporter i havent heard anything about a dare. What i heard is a group of kids get together. Pour all of the drugs into a bowl and start popping them and wait to see what happens. Sometimes, the outcome is not very good. Yeah. All right. Ken wayne in marin county. Thank you. We have some sad news to tell you about for one bay area family. Ktvu fox 2 news news confirmed a u. S. Marine corp. Pilot killed today in a crash overseas was from the east bay. His name was taj sareen. He grew up in Castro Valley and went to the university of San Francisco where he graduated in 2004. He was stationed in san diego. He was at the controls of an f 18 hornet like this one. It crashed shortly after taking off from an air base in eastern england. It went down on farmland. One witness said it was fortunate it did not crash into any homes. He was flying with five other f18s on their way back to southern california. The other planes were diverted to another air base. British and american authorities are now investigating. Vice President Joe Biden says he is out of time and is not going to pursue a run for the white house. It could have dramatically changed the election and even the course of history. But after mourning the death of his son beau, he says his window of opportunity had closed. Mourning the death of his son to cancer which has no time limit, and deciding whether to make a run at the democratic nomination which does have time limits. Though biden is not in the race, he will influence as much as he can where we stand as a party and where we need to go as a nation. Good morning folks. Reporter it took vice President Joe Biden just minutes to end months of speculation. Unfortunately, i believe we are out of time. The time necessary to mount a Winning Campaign for the nomination. Reporter the Vice President will not make a third run for the presidency. But while i will not be a candidate, i will not be silent. Reporter biden gave a sense of what his stump speech would sound like from partisan politics. It is mean spirited. Reporter to equity in america. It is about affording every person dignity. There are some fresh indications tonight that republican congressman paul ryan seems to be the next speaker of the house. He got the tentative support of the freedom caucus. He told them he needed all House Republican to unify behind him. While the conservatives are now says they could support ryan, they also say their votes are far from unconditional. Are we there tonight yet . No . We have a little ways to go. But im willing to start the conversations because i trust paul. We will vote for him, but we are not agreeing, it was not a consensus. There is no consensus on any preconditions that he asked for. And it needs to include. Freedom caucus members wan to change the procedures to make it easier to remove a speaker from office. Ryan said that would make the job too difficult. House republicans are set to vote on the speakership next wednesday. There are new developments tonight in the highly contagious shigella outbreak linked to a san jose restaurant. County Health Officials now say nearly 100 people have contracted that bacterial disorder. Ktvu fox 2 news Azenith Smith says some of them are considering legal action. Reporter drained and exhausted is how alicia is feeling after three days in the hospital. It turned into one of the worst experiences of her life. Saturday afternoon came around. And, i could barely make it back to my room from the bathroom without feeling really faint. Reporter the day before ingram dined at the san juan restaurant and noticed stomach cramping and diarrhea. She was diagnosed with shigella. We are getting information but it looks like the majority of patients being cared for in the icu have improved. Reporter county Health Officials say there are 93 reported cases connected to this shigella outbreak. 24 confirmed cases. At one point, a dozen people were sent to the icu. The majority of them ate at the same restaurant. The law firm fletcher has been flooded with calls looking to sue the restaurant for medical expenses and lost earnings. Someone is pregnant in the hospital. Whole families have been affected. Reporter poor food handling practices, contaminated food and water are the ways it spreads. Alicia wants to know what a lot of people are asking. What happened and who or what was the source . It was negligence. Or, if it was like, some sort of malicious intent. Im just curious. It is such an odd, or unusual thing to have happen. Reporter she still suffers from severe diarrhea and stomach cramps and her doctors say she will have die jestive problems for the next two months. The attorney involved in both cases says his clients deserve to be compensated for medical expenses and lost wages and that more lawsuits could be coming. People deserve to be compensated. The medical bills for some of these folks in icu who have gone to the er, you know, are in the tens of thousands of dollars. And for some of these people, maybe hundreds of thousands in icu. The lawsuits claim the owner of the restaurant was negligent in making an selling the food and supervising the employees who prepare the food. The vote was unanimous and cracks down on some existing fireplaces. Jana katsuyama is live in san rafael with who is affected and when. Reporter julie, this would affect people throughout the district in all nine bay area counties. Some people say this will help make the bay areas air cleaner. Other people say it goes too far and it isnt fair. We have seen a big change. Reporter hearth and home are just not what they used to be when david and his family got into the fire burning business. He says new devices have come a long way. You can take that piece of wood, burn it for 11 hours and heat your home. 2,000 square feet. Reporter he spoke out at the bay area quality meeting and opposed the ban to wood burning devices and impose more restrictions on people using them. The people in the rural areas that do not have natural gas and they have to pay for propane, they still want to burn wood. And the Wood Burning Technology has increased to the point where they are almost as clean as gas. Reporter the district estimates some 19,000 bay area homes use wood for heat. It says wood fires account for nearly 40 of pollution during winter months. The districts ruling would ban even the new cleaner epa certified stoves that would improve air quality and peoples health. Trying to limit the pollutants that people breathe into their lungs and affects their health. Reporter hundreds of residents rely on wood as a primary source of heat. Still, some say the bay area needs to change with the times. My house is 100 years old. But new ones . Change happens. Reporter the changes are scheduled to take effect on november 1 of 2016. And the district plans to create a 3 million fund to provide incentive money for people who do depend on wood for heat to convert to cleaner technology. It involves penning 44 million to build and preserve housing for 500 teachers by the year 2020 and proposes a rental Subsidy Program for teachers as well as down payment assistance. And it would offer eviction prevention services. Today, teachers voiced their frustration over being priced out of the San Francisco market. Ly probably be looking for a job outside the district. For the next school year. Because i simply cannot afford to live. Not even within San Francisco, but within commuting distance of San Francisco. That teacher is a member of the united educators of San Francisco. They approved aaron pescin and his pledge to work to help more teachers live in the city where they are employed. An emotional plea today in a south bay courtroom. It came from the driver of a big rig involved in a deadly pileup in the Santa Cruz Mountains more than a year ago. As Christina Rendon reports, this could affect other cases. There has been a terrible accident. Reporter the calls from multiple witnesses. A big rig piled up and took everything out. Reporter ten cars were hit. Seven people hurt. One man killed. It happened when the driver lost control of his tractor trailer. He told ktvu fox 2 news he slammed on the brakes but nothing happened. He apologized moments after. The person who lost his life. Im sorry to the person who died and the people injured. Reporter now more than a year later, he pled no contest to a vehicular manslaughter charge. A charge resulting from the death of Danny Mcguire from santa cruz. The Santa Clara County District Attorneys Office is satisfied with the plea. It occurred because some avoidable mistakes that were made by mr. Sing. That is why we feel that todays no contest plea is justice in this case. Reporter sing and the Trucking Company have two pending civil lawsuits against them filed by the family of mcguire and another victim hurt in the crash. It is not clear how his no contest plea will affect the cases. His Attorney Says sing is remorseful and wants to move on. He will be back in court for december for a sentencing hearing. You can see the highs from this afternoon. A lot of 70s and 80s but tomorrow we will begin to cool things off. Temperatures come down a good two to eight degrees from today stahist. On the satellite, we have a weather system up here along the north coast. And we have the fog already regrouping. It was showing up dense near the coastline.
