You are a weird owner and that is okay. There are 31 teams in the nfl and then there is the open raiders. Reporter we know libby schaaf met with mark davis and representatives from the nfl. I asked the mayor as she came into the meeting how the meeting went this afternoon. She told me it was positive and productive. She thinks there is still time to get the raiders to stay in oakland. It was interesting the raiders owner mark davis was there. We heard the one guy say you are a weird owner. No offense. Were there any angry comments directed at mark davis since he is the one who is considering moveing the team . Reporter sure there were. He addressed some of those personally. But other people got up and said you know, i had something prepared i was going to say. Now that i see who is here, i have thrown that out the window. They had nothing but respect for him not only showing up to this, but doing more than just showing up. Staying and listening and actually at some point standing up to comment on some of the things they were saying. So, what happens now . Reporter now we wait. They take all of this information from the meetings this week from oakland, saint louis, san diego. They bring it to the team owners. They say no decisions have been made right now. New at 10 00, the high stakes battle waged in the ballot box over short day rentals in San Francisco. San francisco voters will determine the fate of the hottest issue on the ballot. Jana katsuyama is live where representatives of the two sides debated proposition f tonight. Reporter it was a very lively debate here tonight. And, what happens next tuesday really could have an impact nationwide. In how other cities view home sharing services and their regulations. It is a battle on the streets of San Francisco where these days and in almost neighborhood, you will find rooms and entire houses for rent. I understand the issue of people renting out their place. They may need to get a little extra money. Reporter proposition f would put restrictions on short term rentals. We are going to talk about proposition f. Reporter in the university of San Francisco law school, a no on f and yes on f debated. Four to 2,000 units have been permanently removed from the market to be used as short term rental. Reporter it would limit the number of short term rental days to 75 instead of 90. It would ban short term rental of inlaw units. The vast majority of airbnb hosts in San Francisco are sharing the home in which they live to help make ends meet. To pais their rent or mortgage and afford life in San Francisco as the cost of living increasing. Reporter prop f supporters say the measure is needed because the current law is difficult to enforce. The city should be allowed to work it out. Ads are everywhere. According to the San Francisco Ethics Commission with posts Campaign Finance records, the no on prop f side has raised more than 8 million to campaign against the measure. Yes has raised 300,000. There are three victims in all which say he sexually assaulted them. Many of the students go right to school right here at jfck. These pictures posted on barry dugars Facebook Page show him on happier days. Now, he is facing serious charges of Sexual Assault on on three minors. Two victims report that their guardian at their transitional home had sexually assaulted them. Reporter dugar is a known sex offender and operates a group home for boys ages 16 to 25. Here he is on the megans law website showing his charges. He was convicted in 2009 and served time at san quentin. My name is barry dugar and im the founder ceo of true. It provides housing for individuals that are either homeless or have been incarcerated. That video of dugar is from the prison reentry website. He also runs an adult transitional house and a shelter for battered women. He doesnt have a license with the state of california. The Contra Costa County or the city of richmond. The person inside shut the door. Less than a 30 second walk from the home is this elementary school. You may wonder how can a registered sex offender live in this area . As long as you are not on supervised parole or probation, you can live anywhere you want as long as police know where you are. If you are a registered sex offender, you do have to register once a year on your birthday within five days of your birthday. Thats all you have to do at this point. He is sexually assaulting the same people he is caring for. Reporter now police say the victims in this case have been taken and put into a safe home. Dugar is out on bail. We tried to contact him. I can say he also has a restraining order to not go to the safe home or the home of the boys where he used to work and lastly, Richmond Police believe more people may be out there so they are asking you to come forward if you are a victim. He uses 9,600 gallons a day. Also on the list, a home in alamo that goes through 8700 gallons a day. And the former ceo of safeway uses 7200 gallons a way. The fines start when a customer uses more than 1,000 gallons a day. Also on this new list is former Golden State Warrior adono foyle. And kill you . Tonight, that man says he did in fact fear for his life. For three months now, his video has been speaking for him. Now this man is speaking out calling this Police Confrontation life threatening and life altering. To approach my house. Other people said it is a big deal what i caught but it just seemed to me like i was just catching what was happening. In his Police Report, exclusively obtained by ktvu fox 2 news, officer David Rodriguez says he was checking for parking violations when he saw the subject hiding behind a pickup. He got out of his patrol car and asked what was going on and if he needed help. The video shows that was a lie. Did he ask for help . Never. Reporter the officer also pulled his gun out 11 seconds after leaving his car. I have done absolutely nothing. Reporter the officer doesnt mention pulling his gun out of his holster until halfway through his report. Then he writes that he pointed it to the ground. And you believe he pointed it at you . To my waist or below. Reporter and before he left, the officer writes that he asked him if he needed help. If he wanted to hurt himself. Never did any word like that come out of his mouth in any way, shape, or form. Is any part of this report accurate . No. Some parts appear to be accurate. Vaguely. But the things he said, that is now it should have gone. Reporter Police Director Brian Masterson is still refusing to discuss the case. Reporter but a day later, the chief spokesperson gave us a call saying the chief prefers not to respond and he will not be going on camera. Is it a whitewash . I believe so. Reporter not only the Police Report, but attorney dan beck believes this entire incident was parked by this case filed by dons son tyler for alleged Domestic Violence with his girlfriend. Police report show that another rohnert park officer was involved in a separate incident that also involved tyler. You guy haves done enough to my family. I dont know who you are. Reporter and despite officer rodriguez saying he does not know don and not being directly involved with the sons cases, don believes that his sons case is still somehow connected. Is this a case of retaliation from the officer . It could possibly be. And it could be one condoned by his superiors. Reporter officer rodriguez and his superiors are not talking about those allegations or talking about why rodriguez is no longer on administrative leave. 2 investigates learns he has been back on the job since august, working as a firefighter. I will ask them to give you a call tomorrow. Reporter neither his boss, the city manager. Do you think this is proper this officer is back on the job . The investigation is still ongoing. Reporter nor his boss, the mayor would answer either. Why is he back at work . No comment at this time. You dont have anything to say to the people of rohnert park . He is now in a Fire Division back on the street. You think he is dangerous . Very. You think he could do this to someone else . Yes. Reporter as for what has been done to him. Put your gun down, really . Reporter three months to the day after don was behind this camera. And in front of this gun. I have been a different person since then. Reporter and he is still stunned. I dont know why i watch it. Reporter still shaken. Still scared. I just cant believe what they would write and what they did. Reporter well, tonight, the city of rohnert park says its independent investigation found the officers actions were reasonable. But they will not release the entire report citing a legal exemption. We tried to contact officer rodriguez himself and had no response. The city says he is now working as a firefighter. Police and firefighters all work in the same department. Firefighters are allowed to carry guns an when we asked whether this officer was still carrying his gun, tonight, the city said no comment. And some people have said they watched the video and they thought don sounded aggressive. Did you ask them about that . Reporter many people believe he was overly aggressive. When we asked him about that, he said that is the voice of someone afraid for their life. Very interesting story.
