More shots. Reporter let me tell you within the last 15 minutes, they just reopened Caesar Chavez road. Beyond us, you really cant see now, is the actual scene, the construction seen. I will tell you the suspect lost his life. The police say it could have ended up a lot worse because of the proximity to the hospital. Just after 40 00 this afternoon, Police Responded to calls of shots next to a hospital. There were five or seven cop cars coming down the street in valencia. Reporter once on scene, dozens of officers had their weapons drawn and focused on an elevator. Looking up atop the construction elevator was a suspect in it appeared to be white cover gals, holding a rifle. The rifle was directed at the hospital. Reporter construction workers saw the suspect was inside a freight elevator and had two firearms. At this time, officers do not know why the suspect targeted the officer, but they do know one of the weapons used came from a store in san bruno. The weapon taken, the shotgun used appears to be the weapon stolen in the robbery from the san bruno big 5. Reporter officers say the suspect was in his late 20s and used a handgun to rob the san bruno store. Investigators say he still had the handgun on him when he was killed. Three officers fired. Neutralizing the suspect. The suspect is deceased. We just saw someone collapse on top of the building, and then there were police going up the stairs of the building. Reporter the three officers are on paid leave, which is normal and routine in these situations. Before we went on the air, i got new information from a worker that was on scene. He says as the suspect came onto them, he actually pointed a gun at several of the actual workers. Lets take a look at the picture right here. Weve just received this picture. This is the suspect as he stood atop of the crane and the top of the elevator with a gun on his shoulder. We were told that and also in a video that i saw, you heard three shots. The first shot, the suspect went down, then there were two more shots after that. Of course, well stay on top of this, and bring you the very latest as it develops. As of now, they just reopened a street. It was an active investigation. It was an active scene, but this is still developing. We do not know who the suspect is, and exactly what the motive was. Paul, do we know . There were reports there were one or more shots fired. Do we know if he was shooting at the hospital. Reporter police said there were several shots. Were not told what direction it was going on. It might have been over his head, or he might have been shooting at the hospital. Were told no one at the hospital was injured. There were no bullet holes, either at this time. Its kind of hard to say exactly which way those shots were going, julie. Paul, thank you. There are new developments tonight in two shootings on interstate 80 in the east bay. The Highway Patrol says a deadly shooting in pinol may be linked to another shooting last week. Amber lee is live, after learning that the chp is looking for help from other drivers now. Reporter frank, this is a busy stretch of interstate 880, and many drivers use it on a daily basis. Tonight, some are telling me, theyre rethinking their commute. In a car crash, thats one thing. I dont expect to be in danger from a gun. Drivers tell us they are apprehensive tonight as they drive on interstate 80 after learning there have been two shootings in eight days. Last night around 11 was the most recent shooting on i80 eastbound. Chp says someone pulled up alongside a man and a woman in their 20s to 30s whom investigators are not identifying, and opened fire. The man died. The woman was shot in the arm. She is expected to survive. Its very scary. I drive 80 wherever i need to go somewhere. Reporter the first shooting was monday afternoon, november 2, just after 4 00. A man in his 20s was shot along i80 near San Pablo Dam road. Officers discovered the male driver in a tan hyundai, suffering from gunshot wounds. He survived. Theres been evidence discovered that both of these shootings are directly related to each other. The evidence that chp discovered cannot be released at this time, unfortunately. Reporter chp is not releasing a description of the getaway vehicle. Only that the motive appears to be gang related and that the victims were targeted. Investigators are asking for help from anyone who saw anything suspicious, prior, during, or after the shooting. Somebody told me the piece of evidence that we need. Reporter Highway Patrol says drivers do not need to be concerned for their safety because the shootings are not random. Nevertheless, i mean, everybody is in danger. Its troubling. I would have thought taking side streets would be more scary. Because youre at stoplights. People can come up to you, carjacker. Now we hear that highways are scarier, its definitely changing the way im thinking about my commute. Reporter the Highway Patrol tells me it is stepping up patrols here along interstate 80. Frank . The former gang member claims he was brutally beaten by two constructions officers on july 23 after he complained about having to wait to be moved to his cell after booking. Garcia says it was the death of fellow inmate Michael Tyree that convinced him to go forward. I can hear the blow, michael saying, please stop hurting me, please. Garcia says he waited to file a lawsuit, fearing retaliation. Three deputies have been charged with murder in the death of tyree. They are not the same ones who garcia says beat him up. The fifth and final closure of San Franciscos vannas avenue is taking place this week to accommodate the closure of a pedestrian tunnel. The scheduled reopening of 11 59 sunday night. Reporter what was once a bad car burglary problem has now become an epidemic, and a danger to public safety. Anybody that breaks into a car and then finds a firearm in that car is now an armed criminal. Reporter police say the breakin problem is most prolific here at the picturesque palace of fine arts. They target the rental cars. Reporter we set up on the back side of the building, crouched in a tight spot. The vehicle is the third from the end. Reporter it only takes an hour. We watch a man smash the back of an suv in just seconds. A red suitcase, hes now putting it back into the vehicle. Reporter the rest of the unit swoops in. Within minutes, he and his driver are handcuffed. The victim, a math teacher from arizona. This one actually makes me think twice now about my impress. Reporter according to police, peter is one of 67 people in San Francisco whose car will get broken into today. Its a citywide problem that skyrocketed. Now up to more than 14,000 through just the first 7 months of 2015. A lot of these guys are career criminals. Reporter police say its not just laptops, suitcases and personal items that are being nabbed. Thieves are also making off with guns. The gun used in the murder of kate steinle. The gun used to kill the hiker in marin, and weapon after weapon. A lot of these auto burglaries involve gang members and either they have guns or when we execute search warrants, were finding guns. Reporter each year nearly 200,000 guns are stolen nationwide. Just last month, Police Arrested sean gibson, who they say is responsible for 22 auto burglaries. The search warrant of his home turned up two stolen guns and police want to know if they were used in any other crimes. We found theyre out there doing their crimes of opportunity. They might do a robbery. Reporter whats keeping San Francisco from getting car burglars off the streets . Chief greg suhr says sentences are too lenient. Theyre still not getting any time. Theyre going straight to probation, then reoffending. Reporter he says the vast majority received no jail time, and three years probation. Our courts view this as the lowest priority. Even our jurors. Reporter his office prosecutes about 80 of the auto burglary cases its given. The reality is we have a problem that has increased significantly in the last year, but there has not been Significant Police action on it. About 2 of these result in arrest. Reporter but chief suhr says his office is cracking down. In just the first 9 and a half months of the year, his district sent cases for 177 arrests to the d. A. s office for prosecution. The d. A. Challenges those numbers saying because of duplicate numbers, its actually 178. Prosecutors are determining what the sentence is going to be. The level of negligence sometimes goes across the board. It requires a community to be more thoughtful about what they leave in their cars. It requires the police to be more atentive to the work, and requires the prosecutors, and everybody down the line also to work well. Reporter chief suhr says a big part of the problem is repeat offenders. All of these suspects have been arrested for car burglary at least five times since 2012. Investigators say theyve arrested suhrel 6 times over the past four years for breaking into cars. These repeat guys, they need to stay in jail. If we can put them in jail and have them there for a while, it sends a really clear message to the rest of them, that were not horsing around. Reporter the d. A. Says more jail time is not necessarily the solution. Theres evidence also that indicates that incarcerating people for low level offenses actually makes them worse. Theres evidence that says even 24 hours in jail is enough sometimes to create a problem for rehabilitation for the rest of your life. Reporter as the number of breakins continues to go up, so does san franciscans frustration. The public needs some relief. Reporter chief suhr is dedicating more resources to fingerprint processing. In the meantime, thieves continue to smash, grab, and make off with whatever they can get their hands on. Its not just a problem here in San Francisco. While Violent Crime has gone down, property crimes have skyrocketed through much of the state. Some blame the uptick on 8109. Others point to prop 4107. Still others warn that its too early, and too difficult to attribute a particular change in law to a change in crime rates. In San Francisco, tara moriarty.
