Reporter julie, were along stony point road, keeping an eye on this creek that feeds into the petaluma river. Weve been watching as it rises closer to the bottom of this bridge. With no real break in the rain all day. And all night. The north bay is really starting to show the strain. Highway 121 outside the city of sonoma, awash in water, deep enough for caltrans to close it indefinitely. Detours meant a slow drive home for commuters between marin and napa counties. And only an hour before in the same spot, the flood was just beginning to creep. It happens faster than drivers may realize. They tried to go through the flooding and it doesnt work out. Firefighters had to get there rescue gear out along the santa rosa creek. On reports that a man had been seen floating but they searched and found nothing. Back looking at this creek, the creek that were standing next to, petaluma water engineer was just here taking a look, normally this creek is a trickle. This morning it was two feet deep. A handful of schools in Sonoma County will be closed tomorrow because of concerns about flooding. They are monte rio nunez school in montrial, guerneville score school, harmony in occidental and salmon creek charter also in occidental. These closures are for tomorrow, march 11. San francisco is providing additional shelter beds because of possible flash flooding. Mayor ed lee announced at least five popup shelters will be open through monday. These people have pitched tents near harrison and division street. The shelters provide sleeping mats, blankets, toiletry kits, meals and other services and some allow pets. A federal jury in San Francisco today exonerated four Police Officers accused of using Excessive Force in the 2014 shooting death of 28year old alex nieto. Ktvus Tara Moriarty tells us its a case that highlights the divide between the San Francisco Police Department and a segment of the community. Reporter all four officers were found not to have used Excessive Force when they shot and killed alex nieto in a city park two years ago. My officers didnt violate the constitution when they used force in this situation. The jury obviously found that mr. Nieto had what looked like a gun in his hand. Reporter the gun turned out to be a taser that nieto used for his job as a security guard. Alex nieto unfortunately was one more notch on the San Francisco Police Department belt. Reporter alex was caught under a hail of 59 bullets. He was just a guy on the heels enjoying his burrito. At the end of the day he wound up with 18 bullet holes in him. This proves again that if you are a white police officer, you have the right to walk free and be happy if you kill an innocent brown and black person in this country. You are comfortable [ yelling ] reporter they heckled the deputy attorney. She and others felt that they didnt get a fair shake because the jury was mostly white. A sad day for my client, but an even worse day for the city of San Francisco. Reporter the defense said the jurors stuck to the evidence which ultimately led to todays outcome. Now the officers are eager to put it behind them. They are relieved. Its hard to sit through a trial like this and have everybody secondguessing what you did. Now to the peninsula where Belmont Police are looking for three men in connection with the rape of a 24yearold woman early this morning. The Victim Told Police she was walking home from a bar around 2 00 a. M. When three men assaulted her near granada street and wessex way. Investigators are looking for surveillance cameras in the area to help identify the attackers. They are described as white men in their 30s with slicked back hair and they drove off in a black hatchback. Police say the victim was taken to an emergency room for treatment. The dean of uc berkeley Prestigious Law School stepped down today after his executive assistant filed a Sexual Harassment lawsuit. He sexually harassed her by frequently kissing her, having her put his hands grabbed her hands and put them on his waist, he would give her bear hugs we he would press up against her breasts and kissed her in unwanted ways. And unwelcome ways. He said while i disagree with the claims and allegations and will defend is them i am unfortunately unable to comment on the substance of the lawsuit. The lawsuit said they had considered terminating Sujit Choudhry but said they didnt want to ruin his career. Thats ludicrous. A womans safety is less important than the career of someone whos perpetrating Sexual Harassment and Sexual Assault is just a completely ludicrous idea. Reporter Sujit Choudhry is the second dean to resign as a result of allegations. In 22 john dwyer stepped down as after being accused of harassing a student. And astronomy professor Geoffrey Marcy resigned because of a scandal. Uc berkeley has a problem with Sexual Harassment. We had the problem with the astronomer recently who was accused of Sexual Harassment. And in every case, the discipline has always been too light. Reporter before tonights debate donald trump predicted a softer tone to the evening. That was certainly the case. No namecalling this time, no personal insults, and a focus on a number of substantial issues. A moment of silence for late first Lady Nancy Reagan set the tone for the gop debate in miami. A level of civility that even seemed to surprise the front runner himself. I would say this were all in this together. Were going to come up with solutions. Were going to find the answers to things and so far i cannot believe how simple its been up here. Some of the most spirited exchanges came on immigration. Were going to end sanctuary cities. Let me tell you how. Were going to cut off federal taxpayer funds to any city that defies federal immigration laws. Reporter donald trump suggested putting a one to two year pause on issuing visas to Foreign Workers. Citing claims from 250 tech workers at disney who were replaced by Foreign Workers and suit. Very bad for business. In terms of very bad for our workers and unfair for our workers and we should end it. Reporter marco rubio dispute that saying he would do the opposite. Increase the number of visas for Foreign Workers. It is a violation of the law now to use that program to replace americans. If a company is caught doing that whether it be disney or anyone else they should be barred from using the program in the future. I believe in immigration but it has to be controlled. Reporter john kasich set himself apart as the only candidate to support the educational standards known as common core. Let me be clear. Local control obviously high state standards, thats what it is in the state of ohio. Reporter on keeping Social Security solvent, rubio suggested raising the retirement age. Someone my age would retire at 68, continue to allow it to increase the retirement age for future generations until it hit 70. I will do everything within my power not to touch Social Security, leave it the way it is. Social security right now is careening towards insolvency and its irresponsible and any politician that doesnt step forward and address this is not being a real leader. Reporter jake tapper asked trump to explain his recent controversial statement that quote, islam hates us. Trump refused to back down. Did you mean all 1. 6 billion muslims . I mean a lot of them. A lot of them. Theres tremendous hatred and i will stick with exactly what i said to anderson cooper. Reporter rubio said it was important to distinguish islam from radical islam. I know a lot of people find appeal in the things donald says because he says what people wish they could say. But president s cant say anything they want. It has consequences here and around the world. The answer is not simply to yell, china bad, muslims bad. Youve got to understand the nature of the threats were facing and how you deal with them. Reporter just to drive home how different this debate was, donald trump ended the night by asking for unity in the Republican Party and by commending his opponents for doing a great job. Tomorrow former gop candidate ben carson is expected to endorse donald trump and tonight mr. Trump said he welcomed that endorsement and would have carson work on education in a trump administration. Thanks, monty. Analysis of tonights debate, joining us once again from petaluma, political analyst brian sobel and james taylor person professor of politics at the university of San Francisco. Thank you for joining us tonight. James, first to you, what a difference a week makes, the tone was much different tonight. Do you think tonights debate did anything to move the dial for any one of these candidates . I would say no. I think trump did his job and maintained his frontrunner status, didnt cause too much of a stir. Cruz understands that when all of this sorts out, hes going to be the last man standing. If the strategy of convention is to take front and center. Kasich needed to make a lot more noise than he did to get attention because he has to win ohio and he needed to establish himself. I dont think he did. And of course rubio performed well, but its much ado about nothing at this point. I would give all of the debaters about a b grade overall. Lets talk about marco rubio, his family thought he embarrassed them at the last debate. He had a completely different tone tonight. He wasnt in that attack mode, that pitbull mode against donald trump. Do you think he moved the dial at all especially in florida where hes 15 points behind donald trump . I dont think so. He was actually to some extent, subdued. He came alive on certain questions, but i think he had a very rough few days from the last debate. And frankly the demeanor on that stage tonight was completely different from all of the other debates. Trump really tried to look kind of president ial in the sense that somebody briefed him and said, dont rise to the bait, 33 minutes in, donald trump said, arent we all being civil . And thats kind of the way the evening went but i dont know that it helped rubio in florida at all. James, back to you, brian mentioned trump looked sort of president ial. He said the candidates, you would give them a b . Out of all of them, who would you say came across as the most president ial tonight . Hard to describe president ial but whatever it is, donald trump is not it. You cant lead into a debate with an insult to 1. 6 billion human beings. So seems to me donald trump is somebody who will suffer the consequences Going Forward for these kinds of ad hoc attacks. I dont think he did anything to be president ial. You cant show up on stage and become a new person after youve insulted half the world earlier in the week. That seems to be Donald Trumps tactic, he pivots from insults during the campaign trail and then he wants to behave genteel style on the debate stage. At some point up americans are getting tired of his act. They are exhausted of his insults. There arent many more groups he can insult. This
