Trace amounts in san jose. In the north bay, people are saying it seems like it hasnt stopped raining all day long. Most areas received a couple inches of rain. Thats causing some standing water to collect alongside many roads. It also means all the creeks and rivers are starting to creep up and the ground is saturated. It could take a while for this public park to dry up. Right now benches and picnic tables are in standing water. The rain made driving conditions top. This is what it looks like driving west on highway 24. Drivers forced to slow down because of all the wet weather. And all the water on the road. The weather is creating havoc for travelers at sfo. When we checked in, there had already been 114 canceled flights and another 474 delayed flights. Most of the impact is on the shorter trips up and down the west coast. The fear is there will be more of the same over the next 24 hours. Ktvus Debora Villalon is in the north bay where the problems are starting to add up. First two bill martin on the watches and warnings that are in place right now. Thats right. As you would guess, all the watches and warnings in the north bay, take a look at the disparity in rainfall, santa rosa 2. 5 inches of rain, san jose saying, what are you talking about . We barely have anything. Flash flood watch in effect through sunday night because were going to continue with these showers but the red areas representing Flood Warnings, this one just got issued, the napa river near st. Helena, a Flood Warning in effect for the napa river at st. Helena to go above flood stage friday until 10 20 4 am. Thats new. The Russian River has been up for a little while and its going to stay up until friday as well. Flood warning on the Russian River to go above flood stage, as we head into friday night, saturday morning. It had been raining hard in the north bay. If you look at this atmospheric river, streaming enough the pacific, you can see the moisture piling up. Thats where we are, lots of moisture continuing to move in. We got rain out there now, we will continue to see rain overnight. That is going to make for a very very messy morning commute. Bill, thank you. Now to ktvus Debora Villalon live in petaluma wear that flash Flood Warning is in effect until midnight. Deborah . Reporter julie, were along stony point road, keeping an eye on this creek that feeds into the petaluma river. Weve been watching as it rises closer to the bottom of this bridge. With no real break in the rain all day. And all night. The north bay is really starting to show the strain. Highway 121 outside the city of sonoma, awash in water, deep enough for caltrans to close it indefinitely. Detours meant a slow drive home for commuters between marin and napa counties. And only an hour before in the same spot, the flood was just beginning to creep. It happens faster than drivers may realize. They tried to go through the flooding and it doesnt work out. First responders can count on it. Drivers who tried to make it through standing water but stall like this toyota outside sebastopol. The couple managed to get their car to dry ground but it can be an expensive and embarrassing mistake. Well, they will have faber lot in there engines which basically, their whole car is all done. They will get stuck and then we have to go fish them out. Reporter this new round of storms may be all it takes to bring more trees down. In napa county, a huge oak split in the steady rain and toppled across the road. Age, the weather, and possible disease as well. Reporter this was one of the first calls weve had, storm related. It could potentially get busier. The trees owner felt the thud at her home. It shuttered. I thought it was an earthquake again. Its been here a long time. So its like a landmark. At least it didnt fall on your house. Thats the best thing. And it didnt crush anybody going by. Reporter santa rosa was lucky too when a roof at a kmart store collapsed but early enough, the store wasnt open. No one was hurt. We tell people, clear your gutters, this is exactly why. Reporter inspectors say the 12 by 30 foot awning couldnt handle the weight of rain. But the same goes for any roof where water builds up. With so much rain following falling so quickly, north bay rivers are falling fast. Even small waterways are bulging with runoff, flowing deceptively fast and dangerous. Be aware, floodwaters can rise quickly, if kids are around the creeks, keep them out during this weather. Reporter there was a scare for a time today. Firefighters had to get there rescue gear out along the santa rosa creek. On reports that a man had been seen floating but they searched and found nothing. Back looking at this creek, the creek that were standing next to, petaluma water engineer was just here taking a look, normally this creek is a trickle. This morning it was two feet deep. Now he says its over six feet deep. So julie, that gives you an idea of how fast the water is rising up here in the north bay. You can see the rain coming down right now. Deborah, thank you. A handful of schools in Sonoma County will be closed tomorrow because of concerns about flooding. They are monte rio nunez school in montrial, guerneville score school, harmony in occidental and salmon creek charter also in occidental. These closures are for tomorrow, march 11. San francisco is providing additional shelter beds because of possible flash flooding. Mayor ed lee announced at least five popup shelters will be open through monday. These people have pitched tents near harrison and division street. The shelters provide sleeping mats, blankets, toiletry kits, meals and other services and some allow pets. A federal jury in San Francisco today exonerated four Police Officers accused of using Excessive Force in the 2014 shooting death of 28year old alex nieto. Ktvus Tara Moriarty tells us its a case that highlights the divide between the San Francisco Police Department and a segment of the community. Reporter all four officers were found not to have used Excessive Force when they shot and killed alex nieto in a city park two years ago. My officers didnt violate the constitution when they used force in this situation. The jury obviously found that mr. Nieto had what looked like a gun in his hand. Reporter the gun turned out to be a taser that nieto used for his job as a security guard. Alex nieto unfortunately was one more notch on the San Francisco Police Department belt. Reporter alex was caught under a hail of 59 bullets. He was just a guy on the heels enjoying his burrito. At the end of the day he wound up with 18 bullet holes in him. This proves again that if you are a white police officer, you have the right to walk free and be happy if you kill an innocent brown and black person in this country. You are comfortable [ yelling ] reporter they heckled the deputy attorney. She and others felt that they didnt get a fair shake because the jury was mostly white. A sad day for my client, but an even worse day for the city of San Francisco. Reporter the defense said the jurors stuck to the evidence which ultimately led to todays outcome. Now the officers are eager to put it behind them. They are relieved. Its hard to sit through a trial like this and have everybody secondguessing what you did. Reporter for the parents, there is sadness, anger and hurt. The parents are devastated. Really devastated. But weve gone this far. Thats a victory in itself. Reporter nieto supporters say they are happily the public knows who alex nieto was and that evidence came to light during this trial that the public had not heard before. So that the public can make up its own mind. In San Francisco, can Tara Moriarty, ktvu fox 2 news. Now to the peninsula where Belmont Police are looking for three men in connection with the rape of a 24yearold woman early this morning. The Victim Told Police she was walking home from a bar around 2 00 a. M. When three men assaulted her near granada street and wessex way. Investigators are looking for surveillance cameras in the area to help identify the attackers. They are described as white men in their 30s with slicked back hair and they drove off in a black hatchback. Police say the victim was taken to an emergency room for treatment. The dean of uc berkeley Prestigious Law School stepped down today after his executive assistant filed a Sexual Harassment lawsuit. Ktvus henry lee tried to get answers from the chancellor but he was in no mood for questions today. Any thoughts . Hey. Hey. Thats not cool. Yeah it is. Reporter thats chancellor nicholas dirks, he spotted our camera, opened up an umbrella and refused to talk to us. He had plenty to say to prospective uc berkeley law students today the first day of admitted students weekend where cal tries to woo students who have been admitted but not yet committed here. The time is ironic as just hours earlier the Law School Dean resigned in disgrace just two days after his executive assistant filed a Sexual Harassment lawsuit against him. In the suit, she says he repeatedly touched her against her will. He sexually harassed her by frequently kissing her, having her put his hands grabbed her hands and put them on his waist, he would give her bear hugs we he would press up against her breasts and kissed her in unwanted ways. And unwelcome ways. He said while i disagree with the claims and allegations and will defend is them i am unfortunately unable to comment on the substance of the lawsuit. The lawsuit said they had considered terminating Sujit Choudhry but said they didnt want to ruin his career. Thats ludicrous. A womans safety is less important than the career of someone whos perpetrating Sexual Harassment and Sexual Assault is just a completely ludicrous idea. Reporter Sujit Choudhry is the second dean to resign as a result of allegations. In 22 john dwyer stepped down as after being accused of harassing a student. And astronomy professor Geoffrey Marcy resigned because of a scandal. Uc berkeley has a problem with Sexual Harassment. We had the problem with the astronomer recently who was accused of Sexual Harassment. And in every case, the discipline has always been too light. With light discipline, the problem is going to keep continuing. Reporter any thoughts at all . We tried to talk to the chancellor about all this. He ignored our questions and was driven away. Current law students say they hope future students wont be driven away either. In berkeley, henry lee, ktvu fox 2 news. Definitely two families time coming together as one. There was no namecalling tonight during this 12 debate. It comes ahead of the crucial contest in five states including the winner take all states of florida and ohio. Ktvus Monty Francis joins us with highlights from a debate that many are calling a much more civil performance by all of the candidates tonight. Reporter before tonights debate donald trump predicted a softer tone to the evening. That was certainly the case. No namecalling this time, no personal insults, and a focus on a number of substantial issues. A moment of silence for late first Lady Nancy Reagan set the tone for the gop debate in miami. A level of civility that even seemed to surprise the front runner himself. I would say this were all in this together. Were going to come up with solutions. Were going to find the answers to things and so far i cannot believe how simple its been up here. Some of the most spirited exchanges came on immigration. Were going to end sanctuary cities. Let me tell you how. Were going to cut off federal taxpayer funds to any city that defies federal immigration laws. Reporter donald trump suggested putting a one to two year pause on issuing visas to Foreign Workers. Citing claims from 250 tech workers at disney who were replaced by Foreign Workers and suit. Very bad for business. In terms of very bad for our workers and unfair for our workers and we should end it. Reporter marco rubio dispute that saying he would do the opposite. Increase the number of visas for Foreign Workers. It is a violation of the law now to use that program to replace americans. If a company is caught doing that whether it be disney or anyone else they should be barred from using the program in the future. I believe in immigration but it has to be controlled. Reporter john kasich set himself apart as the only candidate to support the educational standards known as common core. Let me be clear. Local control obviously high state standards, thats what it is in the state of ohio. Reporter on keeping Social Security solvent, rubio suggested raising the retirement age. Someone my age would retire at 68, continue to allow it to increase the retirement age for future generations until it hit 70. I will do everything within my power not to touch Social Security, leave it the way it is. Social security right now is careening towards insolvency and its irresponsible and any politician that doesnt step forward and address this is not being a real leader. Reporter jake tapper asked trump to explain his recent controversial statement that quote, islam hates us. Trump refused to back down. Did you mean all 1. 6 billion muslims . I mean a lot of them. A lot of them. Theres tremendous hatred and i will stick with exactly what i said to anderson cooper. Reporter rubio said it was important to distinguish islam from radical islam. I know a lot of people find appeal in the things donald says because he says what people wish they could say. But president s cant say anything they want. It has consequences here and around the world. The answer is not simply to yell, china bad, muslims bad. Youve got to understand the nature of the threats were facing and how you deal with them. Reporter just to drive home how different this debate was, donald trump ended the night by asking for unity in the Republican Party and by commending his opponents for doing a great job. Tomorrow former gop candidate ben carson is expected to endorse donald trump and tonight mr. Trump said he welcomed that endorsement and would have carson work on education in a trump administration. Thanks, monty. Analysis of tonights debate, joining us once again from petaluma, political analyst brian sobel and james taylor person professor of politics at the university of San Francisco. Thank you for joining us tonight. James, first to you, what a difference a week makes, the tone was much different tonight. Do you think tonights debate did anything to move the dial for any one of these candidates . I would say no. I think trump did his job and maintained his frontrunner status, didnt cause too much of a stir. Cruz understands that when all of this sorts out, hes going to be the last man standing. If the strategy of convention is to take front and center. Kasich needed to make a lot more noise than he did to get attention because he has to win ohio and he needed to establish himself. I dont think he did. And of course rubio performed well, but its much ado about nothing at this point. I would give all of the debaters about a b grade overall. Lets talk about marco rubio, his family thought he embarrassed them at the last debate. He had a completely different tone tonight. He wasnt in that attack mode, that pitbull mode against donald trump. Do you think he moved the dial at all especially in florida where hes 15 points behind donald trump . I dont think so. He was actually to some extent, subdued. He came alive on certain questions, but i think he had a very rough few days from the last debate. And frankly the demeanor on that stage tonight was completely different from all of the other debates. Trump really tried to look kind of president ial in the sense that somebody briefed him and said, dont rise to the bait, 33 minutes in, donald trump said, arent we all being civil . And thats kind of the way the evening went but i dont know that it helped rubio in florida at all. James, back to you, brian mentioned trump looked sort of president ial. He said the candidates, you would give them a b . Out of all of them, who would you say came across as the most president ial tonight . Hard to describe president ial but whatever it is, donald trump is not it. You cant lead into a debate with an insult to 1. 6 billion human beings. So seems to me donald trump is somebody who will suffer the consequences Going Forward for these kinds of ad hoc attacks. I dont think he did anything to be president ial. You cant show up on stage and become a new person after youve insulted half the world earlier in the week. That seems to be Donald Trumps tactic, he pivots from insults during the campaign trail and then he wants to behave genteel style on the debate stage. At some point up americans are getting tired of his act. They are exhausted of his insults. There arent many more groups he can insult. This cant sustain itself if he loses that momentum that has driven people, through his unconventional behavior. Heres the thing. Frank, heres the thing. Lots of muslims in the world. Donald trump isnt addressing them. Hes addressing the Republican Base and trying to deliver the knockout that gives him the nomination. He has the same challenge that Hillary Clinton does. Hes got to appeal to democrats , independents, the kinds of states, if hes following his advisor of ice, hes going to start moving more to the middle here. And so thats the difference. Florida is coming up next tuesday along with a couple other states. Brian, james, thank you both for joining us tonight. Very welcome. It is a crucial tool that can help prepare Law Enforcement for the unexpected. Azenith smith is live at the Training Center in san jose where you experienced some of the training your self . Reporter julie, my heart was racing in there. I have never held a gun before. And i had to make decisions fast. I used a simulator where i was prepped ahead of time with the scenarios. Deputies go out, not knowing what they will encounter. Its the Ritchie Center where we do all our training. Reporter it is a rare look inside the Sheriffs Office ritchie Training Center where all 1400 deputies enter this room as part of their use of force training. First time being in this room. Reporter a room of dummies posing as suspects, a gun that fires pellets and a computerized simulator, a white screen that plays hundreds of reallife scenarios from active shooting situations to dealing with mentally ill suspects. Everything we deal with is in split seconds. We dont have minutes or 20 minutes to decide what action to take. It is split seconds. Reporter the first scenario, a homeless man drinking in the park causing a nuisance. Sir, come on over here. Can you put down the beer bottle please . Reporter deputies taught to use verbal commands which this officer does. I learned firsthand equipped with pepper spray, baton and a laser gun similar to the pistols deputies carry. In tracking those Flood Warnings in the north bay, right now the Russian River, Flood Warning for that friday night into saturday morning as well as the napa river at st. Helena, if were checking there, it will be some concerns in the napa area area over the next 36 hours. This moisture streams in, the river has been plowing into the west coast mainly northern bay area for the last 24 hours, look at the loop, it keeps coming. Thats 24 hours right there, just keeps coming. Thats amazing. A lot of moisture so we did see nearly a half foot of rain in parts of the north bay. Look at the south bay, barely anything. So really wasnt a definitive line it was a definitive line. The showers, the valley, forest knolls, getting a lot of rain right now. Continuing overnight into the morning hours. That watershed marin county, another 1. 5 inches of rain tonight by mount tam. Minette is going to feed the reservoirs and some of those creeks and streams coming up, we had a flood advisory today, we could easily see one again tomorrow for a good many parts of the bay area. Sunnyvale getting light showers now, three storms coming in, friday coming in right about the time you get driving in, saturday and sunday, see how far north they are, a little bit colder, so not anticipating Copious Amounts of rain, scattered showers saturday and sunday but nothing like today. Nothing like tomorrow morning. And midafternoon. Tomorrow morning commute, today was the main event, tomorrow will have rain but todays the main event for heavy rain. We will see morning heavy rain on the morning commute in San Francisco. Accumulations should be two thirds to half of what we saw today. Showers likely in San Francisco in the afternoon. A few lingering showers as we get to the end of the day. That could impact the afternoon commute. But the morning commute is probably your main concern right now. Theres the showers as you head friday morning at 7 00 a. M. , here we go into friday lunchtime, not much. Friday afternoon, very little to speak up. Now we go to saturday, saturday morning, scattered showers, colder system, lower snow levels, still raining here, saturday lunchtime, then saturday afternoon another push of showers. But not as potent as what weve been seeing. Nonetheless, rain. The perfect setup for us, as you look at forecast highs tomorrow, warm because its el nino. So the air mass is warm also a lot of water. This scenario as we talk about, we are getting a lot, a lot, a lot of rain. But were getting it without a lot, a lot, a lot of flooding. Advisories and warnings but even the Russian River is going to go above flood stage, same with napa but we shouldnt have any major problems based on these breaks were seeing down the road. Good stuff. Thank you. Jason is here now with sports. Cal in a late game tonight. Yeah. A thriller against oregon state. Just wrapping up right now. March madness almost here. The bears are trying to string together a few wins in the pac 12 tournament to earn a higher seed in the ncaa tournament. Hall of Famer Gary Payton is on hand to watch his son, gary payton take on cal. First half, 145.
